ARRESTS: Teen Charged with Felony Drug, Burglary Charges

The following information was supplied by the Concord Police Department. It does not indicate a conviction.

Derek Michael Deline, 32, of Penacook, was arrested at 9:51 p.m. on Feb. 18, on a bench warrant. Officers were sent to a domestic disturbance on Village Street and at first, went to the wrong building. Later, they arrived at the apartment and spoke to Deline about what happened. He alleged that his girlfriend arrived at the home “high” and another person came to check on their daughter. A check of Deline revealed a warrant out of Goffstown District Court and he was arrested. He had a court date on March 20.

Joel McGuire, 57, a homeless man now located in Concord, was arrested at 9:20 a.m. on Feb. 27, on a criminal trespass charge. Police were sent to an apartment on Pitman Street for a report that McGuire was violating a no trespass letter issued by the Concord Housing Authority served on Feb. 26. McGuire was reportedly in the apartment to get his belongings but allegedly hadn’t set up a civil standby as required. He was later arrested and is due in court on April 7.

Christopher John Bickford, 30, of Boscawen, was arrested at 9:22 a.m. on Feb. 27, on a bail jumping charge from Sixth District Court of Concord from January. Bickford was given the warrant at court and was arraigned later in the morning.

Ethan T. Shulda, 33, of Plymouth, was arrested at 10:55 a.m. on Feb. 27, on a criminal trespass charge from 1:45 p.m. on Feb. 14, at Concord Airport on Airport Road. Shulda turned himself in to police and is due in court on April 7.

Jason James Morrissey, 28, of Manchester, was arrested at 11:33 a.m. on Feb. 27, on a felony bail jumping charge from Jan. 6, out of Sixth District Court of Concord. He was arrested at Lawrence District Court in Massachusetts. Morrissey was arraigned on Feb. 28.

Andrew Scott Campbell, 50, of Concord, was arrested at 11:55 a.m. on Feb. 27, on a bench warrant. While on Loudon Road, an officer saw Campbell walking down the street and checked to see if he had any active warrants and he did. He was arrested and refused bail.

Katie Pauline Lucier, 27, of Penacook, was arrested at 3:17 p.m. on Feb. 27, on two counts of endangering the welfare of a child/incompetent. The charges stem from alleged incidents at 9 a.m. on Feb. 25, on Canal Street. Lucier turned herself in to police and had a court date on March 3.

Shauna Hicks, 25, of Claremont and Quechee, VT, was arrested at 4:52 p.m. on Feb. 27, on driving after revocation or suspension and theft by unauthorized taking or transfer charges. The theft charge stemmed from an incident at Sears on June 17, 2013, allegedly involving a stolen necklace. Lebanon Police arrested Hicks on the warrants. She had a court date on March 31.

Anthony Wayne McMann, 20, of Concord, was arrested at 5:32 p.m. on Feb. 27, on a criminal liability for conduct of another charge. The charge stems from an alleged incident at Walmart on Jan. 28. McMann was arrested during a foot pursuit on Penacook Street, Commercial Street, and later, I-393. He refused bail and was arraigned on Feb. 28.

Peter Michael Desbiens, 61, a homeless man now located in Concord, was arrested at 7:20 p.m. on Feb. 27, on a default or breach of bail conditions charge. An officer was called to the First Congregational Church to meet with pre-trial services who had Desbiens in custody for violating his bail conditions. Desbiens, according to the report, was not supposed to be drinking and yet was allegedly found to be intoxicated. He was arrested and had a court date on March 24.

Keith Ralph Coomer, 60, a homeless man now located in Concord, was arrested at 7:48 p.m. on Feb. 27, and charged with bail jumping from December 2013 out of Sixth District Court in Concord and a bench warrant. An officer assisting another officer at the Cold Weather Shelter on North Main Street came across Coomer and checked to see if he had an active warrant and he did. He was arrested and refused bail.

Diane T. Johnston, 51, of Concord, was arrested at 8:53 p.m. on Feb. 27, on a felony conspiracy to commit burglary charge. Jennifer L. Knowles, 38, of Concord, was arrested at 10:05 a.m. on Feb. 28, on a felony burglary charge. The case reportedly involved an incident at an apartment on Rumford Street on Jan. 6. Johnston turned herself in to police and was released on bail. She’s due in court on April 7. Police went to North State Street in an attempt to pick up Knowles but she wasn’t home. Officers later made contact with her at work at NHTI. She’s also due in court on April 7.

Danielle Leigh Sargent, 24, of Pembroke, was arrested at 6:05 a.m. on Feb. 28, on a driving after revocation or suspension charge and a bench warrant. An officer conducting radar on Manchester Street clocked a 2002 Saturn SC2 going 48 mph in a 30 zone. The officer caught up with the car outside of the Cumberland Farms. A check on the driver, Sargent, revealed that she had a suspended license. She reportedly stated she was “not aware” of the suspension or any problems. An active warrant out of Franklin District Court for theft of lost or mislaid property, $90 cash to settle, also came up, according to the officer. Later, it was revealed that Sargent’s license was suspended on Oct. 11, 2013, for default court summons, and Nov. 8, 2013, for failure to pay a court fine. She was also cited for speeding and had a court date on March 31.

Michael J. Kangas, 17, of Concord, was arrested at 10 a.m. on Feb. 28, and charged with manufacture of controlled drugs and burglary, both felonies, as well as three counts of possession of prescription drugs without a prescription and one count of possession of controlled drugs. The charges all stem from incidents on Aug. 17, 2013, on Pelham Lane. Kangas was arrested at home. Personal recognizance bail was set at $40,000. He’s due in court on April 7.
