ARRESTS: Woman Charged with Dealing Heroin

The following information was supplied by the Concord Police Department. It does not indicate a conviction.

Theron L. Mayo, 39, of Concord, was arrested at 3:15 a.m. on Feb. 24, on a bench warrant. An officer spotted Mayo at the Cumberland Farms on North State while speaking with a store employee. Mayo arrived at the store in a cab and then, left. Dispatch later reported that Mayo had a warrant out of Concord District Court for nonappearance on a drunk-driving charge. The officer caught up with the cab on Loudon Road and Mayo was arrested. He’s due in court on March 31.

Peter Desbiens, 61, a homeless man now located in Concord, was arrested at 5 p.m. on Feb. 25, and charged with possession of controlled drugs, default or breach of bail conditions, and theft by unauthorized taking or transfer. An officer was called to Washington Street for a report of a man urinating next to his vehicle in the parking lot of a church. The officer arrived at the scene and spoke to the driver, Desbiens, who had an active warrant on a theft from the New Hampshire Liquor and Wine Outlet on Storrs Street. He was taken into custody. During a pat down, the officer allegedly found a bag of marijuana and the drug charge was added. Since Desbiens was arrested on Feb. 6, at the liquor store on a theft charge previously, a default charge was added and he was held without bail.

Carrie Collins, 28, of Concord, was arrested at 3 p.m. on Feb. 26, on two felony counts of sale of controlled drugs. The charges stem from alleged incidents in March 2013 at the McDonald’s Restaurant on South Main Street involving heroin. Collins was being held in the Valley Street Jail at the time she was served with the charges.

Christopher B. Engelhardt, 20, of Concord, was arrested at 1:01 a.m. on Feb. 26, on a bench warrant. An officer was called to South State Street for a report of a domestic between siblings. A woman alleged that her brother, Engelhardt, had pushed her. Engelhardt had an active warrant out of Concord District Court from Feb. 24, for nonpayment of fine, $150 cash to settle. He was arrested and is due in court on March 31.

David A. Norton, 41, a homeless man now located in Concord, was arrested at 1:43 p.m. on Feb. 26, on a bench warrant and a generic city ordinance violation. While near the Fort Eddy Plaza, an officer noticed a panhandler, Norton, who had been warned “several times” not to step into the road when panhandling. The officer alleged that at a red light, he stopped into the road to take something from a driver. A check of Norton revealed an active warrant out of Manchester for nonappearance on a disorderly conduct charge on Feb. 25. He was arrested and refused bail.

Dilli Ran Rai, 28, of Concord, was arrested at 9:15 p.m. on Feb. 26, on a driving after revocation or suspension charge. While on patrol on North State Street near the prison, an officer ran a plate on a vehicle and an alert came up that the owner didn’t have a valid license due to a drunk-driving suspension from October 2013. The Chevrolet Aveo was pulled over near Blossom Hill Cemetery. The driver, Rai, allegedly told the officer he was late for work and didn’t have his license on his persons. A passenger also didn’t have a valid license. Rai was arrested and is due in court on April 7.

Douglas Valpey, 55, of Concord, was arrested at 7:44 p.m. on Feb. 26, and charged with two counts of driving while intoxicated, aggravated driving while intoxicated, and transportation of alcohol/open container. An officer was called to 30 Pines on Village Street for a possible impaired driver. A caller reported seeing a man outside of his truck intoxicated and smelling. As the officer arrived, the truck was pulling out of the lot. The officer followed the truck as it drove away and over to Manor Road and Sewalls Falls Road. While driving, the officer alleged that the pickup was “weaving back and forth within his lane” and crossing over the white fog line. The truck was pulled over underneath I-93. The driver, Valpey, allegedly had an open Budweiser on his right hip. He was asked to step out of the truck and allegedly “appeared to have difficulty with his balance.” He agreed to field sobriety tests and was arrested. He had a court date on March 17.

James Wiggins, 42, of Concord, was arrested at 12:15 p.m. on Feb. 26, and charged with two counts of duty to report, one a felony, and two counts of change of registration information; duty to inform, one a felony. Wiggins, a sex offender, was being held in the Valley Street Jail on a probation violation. He was held without bail.

Wayne Wesley Wight, 40, of Weare, was arrested at 7:40 a.m. on Feb. 26, on a bench warrant. While on North State Street near Parmenter Road, an officer saw a GMC pickup with a February 2013 inspection sticker and pulled the vehicle over on Fisherville Road. Wight, the driver, reportedly told the officer he didn’t know why he had been pulled over and later stated the truck was his employer's. A check though revealed a bench warrant out of Goffstown District Court from Jan. 14, for nonpayment of fines on a disorderly conduct charge, $303 cash to settle. He was arrested and also given a warning for uninspected vehicle. He’s due in court on March 31.
