CRIME LOG: Teen Arrested on Alcohol Charge

The following information was supplied by the Concord Police Department. It does not indicate a conviction.

Shannon Bamford, 43, of Concord, was arrested at 6:25 p.m. on Feb. 1, on a bench warrant. An officer investigating a hit-and-run accident made contact with the driver of the suspect vehicle on North Spring Street. The driver, who was reportedly intoxicated, allegedly admitted to hitting the vehicle at the Cumberland Farms on North Main Street and left the scene of the accident. The officer asked the driver if there was anyone else with him at the time. The driver said that Bamford was with him. Bamford, however, had an active warrant out of Concord District Court for nonpayment of a fine on a DWI charge, with $1,225 cash to settle. He was arrested and had a court date on Feb. 19.

Peter Desbiens, 61, a homeless man now located in Concord, was arrested at 10:09 a.m. on Feb. 6, on a theft charge. An officer was called to the New Hampshire Liquor and Wine Outlet on Storrs Street for a theft call where the subject stole vodka and was sitting in a car in the parking lot drinking. When the first officer arrived, the man had left the area in a Volvo. Other officers arrived and spoke with the store manager who alleged that the man had been at the store the previous day too. Employees watched the man and allegedly he took a 750 ml bottle of Smirnoff Vodka from the shelf and concealed it in his jacket. A sergeant and other officers began searching areas around the city which eventually led them to The Friendly Kitchen where Desbiens was sitting in a Volvo. Desbiens allegedly denied being at the liquor store and allowed police to search his car. The officers allegedly found a 750 ml bottle of Smirnoff Vodka and a 1.75 liter bottle of Zhenka Vodka under a sleeping bag. Another opened bottle of Smirnoff Vodka was found under the driver’s seat as well as empty nip bottles. Desbiens was arrested and also given a no trespass order from The Friendly Kitchen. An officer received a disc with video from the store and alleged that they matched up with Desbiens. He is due in court on March 17.

Aaron Scott Luneau, 23, of Concord, received a summons at 9:20 a.m. on Feb. 7, on a warrant out of the Lebanon Police Department on Jan. 18, for operating after a suspension. He has a court date on March 24.

Paul John Bonin, 50, a homeless man now located in Concord, was arrested at 1:22 p.m. on Feb. 7, on a criminal trespass charge. An officer was sent to behind the rear of the Liquor Commission building for a report of a man down on the ground who wouldn’t get up. Upon arrival, the officer saw another man helping Bonin to walk out of the wooded area. “Bonin knew he didn’t belong on the tracks and has been warned numerous times and he has also been arrested for trespassing,” the officer noted. Bonin was again placed under arrest and refused bail. He was arraigned the next day.

Samuel Broadbent, 17, of Concord, was arrested at 8 p.m. on Feb. 7, on an unlawful possession of alcohol charge. While parked at the entrance of the Blossom Hill Cemetery, an officer saw a Chevrolet Cobalt make a late right turn onto Rumford Street without using a signal. The car was pulled over. There were four people in the car, the officer reported. When the officer approached the car, “I could smell a distinct odor of marijuana coming from within the vehicle.” The driver apologized for not using his signal and reportedly stated that they were heading to a bonfire event at Concord High School. He stepped out of the car and the officer questioned him about the marijuana smell. The driver allegedly admitted to the possession and handed over a bag of the drug to the officer. Other officers arrived and the passengers of the vehicle were questioned. One, Broadbent, allegedly smelled like alcohol and appeared to have bloodshot eyes that were red and glossy. He consented to a breath test and was arrested. Another teenager was taken into protective custody and later released to his father. A pipe, grinder, and a bottle of vodka were later found in the vehicle. Broadbent had a court date on March 10.

Kody Angus Osgood, 23, of Concord, was arrested at 6 p.m. on Feb. 8, and charged with criminal trespass and unauthorized use of propelled vehicle. The charges stem from alleged incidents at 10 a.m. on Jan. 26, involving a 2006 Lexus valued at $35,000. According to a court affidavit, an officer was called to Iron Works Road for a criminal trespass allegation. The man stated that his long-time live-in girlfriend had a son, Osgood, who was allegedly involved in heroin usage and was not allowed in the home unless they were both there. Two days before, according to the report, the man reportedly caught Osgood sleeping in a guest house and ordered him to leave the property. Upon returning home that evening, the man saw new footprints in the snow out to the guest house again and called police. The man and the officer entered the guest house and found an forced open window and items in the house, including a watch. During interviews, Osgood's mother noted that he was in rehab and appeared to be doing well. On Jan. 22, he reportedly borrowed her car to get to a job interview but was required to bring the car back by Friday, something he hadn't done. Osgood allegedly told them he had left the car on Hope Avenue and locked the keys inside, something they found odd. They looked for the car but couldn't find it. The officer took out a warrant for Osgood’s arrest on Jan. 28. Osgood was arrested by Epsom Police previously and he was being housed at the Merrimack County House of Correction. He was charged there and arraigned on Feb. 10.

Justin Thomas Martin, 29, of Concord, was arrested at 2:01 p.m. on Feb. 12, on a bench warrant. An officer was sent to an apartment on Garvins Falls Road to follow up on a case. Dispatch informed the officer that Martin had an electronic bench warrant from Jan. 9, out of Concord District Court on a driving after revocation or suspension charge, with $567.50 cash to settle. He was arrested and had a court date on March 10.

Michael J. Willey, 30, of Penacook, was arrested at 2:12 p.m. on Feb. 12, and charged with driving after revocation or suspension and suspended registration (operating-misd). While monitoring traffic on Washington Street in Penacook, an officer observed a Ford Explorer pass by and turn onto Fowler Street. The Ford, however, didn’t have an inspection sticker. The vehicle was stopped at Borough Road. The driver, Willey, didn’t have a license and allegedly admitted to “breaking the law,” driving while under suspension, due to points. He reportedly told the officer he was going to the pharmacy to get his daughter’s prescription filled. A check of Willey by dispatch reported that his license and registration were suspended on Dec. 5, 2013, by the DMV, for nonpayment of fines. He is due in court on March 24.

Kristy Comarcho, 44, of Concord, was arrested at 7:43 p.m. on Feb. 12, and charged with two counts of driving while intoxicated and aggravated driving while intoxicated. An officer was called to a report of an SUV crashing into a parked pickup truck at the Domino’s Pizza on North Main Street. A large trail of debris was behind the SUV, according to the report. The officer spoke to the driver, Comarcho, who didn’t appear to have any injuries even though the vehicle’s airbag had deployed. During questioning, Comarcho, who was “quickly chewing gum,” allegedly admitted to consuming alcohol earlier in the evening and was giving off “an obvious odor of alcohol.” Comarcho agreed to field sobriety tests and was arrested. The next day, the investigating officer spoke to a witness about the crash. She had a court date on March 3.

Derek S. Hunter, 32, of Concord, was arrested at 9:27 a.m. on Feb. 13, and charged with simple assault (personal weapons), criminal threatening (intimidation, etc.), and resisting arrest. The first two charges stem from an alleged incident at the Fellowship House on Chesley Street. An officer was called to a warrant service on North Spring Street for Hunter. The officer made contact with him on the second floor of the apartment. Hunter was allegedly “acting nervous and anxious and struggled to clearly communicate,” the officer alleged, when told he was being placed under arrest. Hunter allegedly refused repeatedly to turn around to allow himself to be handcuffed. Other officers stepped in to assist and was eventually cuffed and taken into custody. A resisting charge was added to the other two charges. Officers tried to find his shoes and attempted to place them on his feet but Hunter allegedly struggled and pulled away from the officer. He was told by the officer that there was snow outside and it would be in his best interest to put them on. “Hunter continued to refuse to putting his shoes on and was subsequently walked to my vehicle in bare feet,” the officer reported. He refused bail and was arraigned on Feb. 13.

Perfecto Salas Manzo, 33, of Concord, was arrested at 6:30 p.m. on Feb. 14, and charged with four counts of simple assault (personal weapons) and a disorderly conduct charge. Officers were called to the Steeplegate Mall for a report of an out of control man who had assaulted two people. Outside of Zales Jewelry, with mall security, they met up with Manzo, who “appeared to be very unstable, yelling about how he has been wrongly accused and didn’t do anything wrong.” Manzo reportedly told the reporting officer that he was picking up his son from his wife at Bon Ton and the two got into a fight. He alleged she wasn’t picking up her phone and he was approached by three people who began calling him “an ---hole.” Manzo reportedly stated that he was pushed by one of them so he pushed back and the fight ensued. Manzo’s wife stated that he approached her and allegedly began arguing with her about not answering the phone. She alleged that he was causing a scene and that unknown people began to approach him and told him to stop screaming. Other witnesses gave their accounts and Manzo was arrested. He is due in court on March 17.
