CRIME LOG: Coffee Spill Leads to Negligent Driving Summons

The following information was supplied by the Concord Police Department. It does not indicate a conviction.

Regan L. Hall, 44, of Concord, received a summons at 8:15 a.m. on Feb. 11, on a negligent driving charge. An officer was called to East Side Drive for a report of an accident. When the officer arrived, the vehicles were pulled to the side of the road and there were no injuries. The accident occurred on Broken Ground Drive. One driver was stopped at the stop sign while another driver rear-ended the car. The other driver, Hall, reportedly stated she spilt her coffee and was trying to clean it up while continuing to drive before reportedly hitting the other vehicle. She was cited and is due in court on April 7.

Sean A. Baker, 42, a homeless man now located in Concord, was arrested at 4:18 a.m. on Feb. 15, and charged with disorderly conduct and criminal mischief (vandalism). Officers were called to Concord Hospital for a report of a man who was intoxicated and attempting to leave, with staffers trying to detain him. When police arrived, the man, Baker, “appeared calm” outside of the hospital with security. One of the security personnel stated that Baker was cleared to leave but only to a sober party. After several attempts, he couldn't find anyone to pick him up. Baker then allegedly attempted to leave and was instructed not to but refused. Security guards tried to get him back in the hospital but he allegedly struggled, attempted to run away, and ripped a guard’s uniform in the process. Baker told police that he had been medically cleared to leave and didn’t want to stay. He told police that he was currently homeless and staying on South Fruit Street but was considering returning to Massachusetts but didn’t know where he would be going. Baker was arrested and is due in court on March 17.

Deric G. Fields, 25, of Concord, was arrested at 12:23 a.m. on Feb. 16, on a criminal mischief (vandalism) charge. Officers were called to North State Street for a noise complaint. When they arrived at the apartment, they heard a man and woman fighting inside, but the arguing stopped after an officer knocked on the door. The couple let the police in later and the officers alleged that they were both intoxicated. The woman was crying and reported that the two were breaking up and things got out of control. During the argument, Fields allegedly picked up her computer keyboard, snapped it over his knee, and then threw it across the room. After speaking with Fields, he was arrested, and became upset claiming that the keyboard was a gift to him from the woman that only he used. “Fields continued to inform me that he would be contacting his lawyer regarding a lawsuit for harassment,” the officer reported. The woman then attempted to recant her statement, calling it “a big misunderstanding.” Later, she refused to give a written statement or to cooperate with a domestic violence lethality screening, the officer reported.

Benjamin M. Berry, 37, a homeless man now located in Concord, received a summons at 2:25 p.m. on Feb. 16, for generic city ordinance violation, panhandling. Berry was on Fort Eddy Road in the L.L. Bean parking lot with a sign. Previously, he had been issued summonses and when asked why he was again panhandling when warned not to walk in the road, Berry allegedly said, “I have to … I am poor.” The officer pulled into the parking lot and allegedly saw Berry, within two minutes, walk in the street to take something from a vehicle. He was cited again and left the area.

Gregory Madison Perkins, 23, of Concord, was arrested at 5 a.m. on Feb. 18, on a resisting arrest or detention charge. The charge stems from an alleged incident on Oct. 27, 2013, on Montgomery Street. An officer stopped a 1998 Mazda on Fisherville Road in front of the McDonald’s because the registration plate was not fully visible probably due to a plate light not working. The owner of the vehicle also had an active warrant so the car was pulled over. The driver, however, was not the owner, Perkins. Officers then accompanied the driver to Perkins and he was arrested on a resisting charge from Dec. 5, 2013. He’s due in court on March 24.

Brooke St. Cyr, 29, of Manchester, was arrested at 1:47 a.m. on Feb. 19, and charged with driving after revocation or suspension, possession of controlled drugs, a felony, and a bench warrant. She was also cited for yellow line violation. A Chevrolet Malibu was pulled over outside the Valvoline on Loudon Road due to lane control issues. A sergeant asked the driver, St. Cyr, for her license, but she reportedly didn’t have it on her. While the sergeant checked to see if she wasn’t legally able to driver, an officer stayed with the car and alleged that her eyes seemed “a bit glassy.” She was asked to perform a field sobriety test and did, but didn’t seem to be impaired, according to the officer. St. Cyr had a suspended license from Nov. 5, 2013, and a bench warrant out of Manchester District Court for conduct after an accident from Jan. 15, with $1,000 cash to settle, so she was arrested. The officer conducted an inventory of the vehicle and allegedly found a small straw with a white powdery substance inside it and believed it to be cocaine so the drug charge was added. He boyfriend later came up from Manchester to pay the $1,000 cash and she was released.

Jennifer J. Hawkins, 41, of Chichester, was arrested at 12:43 p.m. on Feb. 19, and charged with theft by unauthorized taking or transfer, a felony, and tampering with public or private records. The alleged victim in the case was the East Concord Cooperative Preschool on Canterbury Road. Hawkins turned herself in to police and released on $10,000 personal recognizance bail. She’s due in court on April 7.

Jami Longo, 27, of Tamworth, was arrested at 3:51 p.m. on Feb. 20, on a theft charge. An officer was called to the Market Basket on Storrs Street for a theft report. The officer spoke to the store manager who alleged that Longo took several food and household items and walked through the register area without paying for the items. She was confronted outside the store and asked to come back inside. Longo reportedly told the officer that she was pregnant and money was tight and she allegedly admitted to trying to steal the food by taking a cloth bag off a shelf and filling it up with items. She was arrested and is due in court on March 31.

Derek Michael Deline, 32, of Concord, was arrested at 7:35 a.m. on Feb. 21, and charged with simple assault (personal weapons) and default or breach of bail conditions. At around 7 a.m., officers were called to Village Street for a domestic. A woman alleged that her boyfriend, Deline, was breaking items and hit her. The woman was reportedly uncooperative with dispatch and refused to answer questions. Both could be heard yelling from the apartment and officers approached both and separated them. Deline allegedly “appeared nervous, was shaking and his voice trembled as he spoke.” He reportedly told officers that they had been arguing since 6:30 a.m. He accidentally knocked her purse to the ground, became increasingly angry with her, and threw a box of candles to the floor. He went to the bathroom and he alleged that she kicked the door open bathroom but the officer didn’t notice any damage. The woman alleged that Deline hit her with an open hand. He was arrested. He was out on a warrant from Feb. 18 and held without bail.

Garrett V. Beck, 20, of Salisbury, was arrested at 5 p.m. on Feb. 21, on three bench warrants. Beck turned himself in on the warrants which were for nonappearance in court on Dec. 3, and Dec, 24, 2013, and Jan. 30. He refused bail services and was held.
