ARRESTS: Driving the Wrong Way on a One-Way Leads to DWI Charge

The following information was supplied by the Concord Police Department. It does not indicate a conviction.

Isaac Durgin, 29, of Webster, was arrested at 1:08 a.m. on Jan. 7, and charged with default or breach of bail conditions. An officer was sent to Concord Hospital for a report of an intoxicated individual who had involuntary emergency admission paperwork in place. Durgin had been arrested earlier in the week and part of the bail stipulated that he not drink. Durgin, the officer alleged, appeared to be sleeping in his room and hospital staffers woke him up in order to perform a breath test. He blew a 0.112 BrAC. When asked how much he had to drink, Durgin allegedly stated four Natty-Daddys, between 5:30 and 7 p.m. the previous day and he was arrested. According to court documents, Durgin was also charged with receiving stolen property in Chichester in late December 2013 after allegedly pawning a generator at Atlantic Traders that didn’t below to him.

Catherine Marie Craig, 51, of Concord, was arrested at 6:33 p.m. on Jan. 7, on a default or breach of bail conditions charge. An officer was sent to Merrimack County pre-trial services for a woman, Craig, who might have breached her bail conditions. The officer spoke with a deputy who alleged that Craig was intoxicated, blowing a BrAC of 0.274. The officer saw a bottle of Zhenka vodka that was about a third full. Craig allegedly had difficulty standing up and slurred her speech. The deputy also alleged that Craig was drinking in front of him. She was arrested and held without bail.

Neil Ryan Corson, a homeless man now located in Concord, was arrested at 1:51 p.m. on Jan. 11, and charged with criminal mischief (vandalism), resisting arrest or detention, simple assault (personal weapons), and a bench warrant. An officer was called to the McDonald’s Restaurant on South Main Street for a possible impaired driver when another call came over that a man was fighting with another man outside the Capitol Center for the Arts. Upon arrival, the officer recognized Corson from previous contacts. The officer got out of the cruiser while Corson allegedly attempted to go at the other man, an employee of Nadeau’s Sub Shop. A state trooper also arrived at the scene and Corson was taken into custody. Corson had a warrant from Jan. 10. A witness included a woman who alleged that Corson punched a store window and cracked it. The employee didn’t see the incident but when he went out to talk to Corson, alleged that he stepped on his foot, and took a swing at him. Corson was charged and held without bail.

Darryl J. Dubuque, 42, of Danbury, was arrested at 8:14 p.m. on Jan. 12, on a felony warrant. While on patrol near the Mobile station near Exit 17, an officer noticed a suspicious vehicle, a 1996 Mercury Marquis, at the front entrance. A check of the license stated that the owner, Dubuque, had an active warrant. The vehicle began to pull away from the station and the officer stopped it. The officer spoke to the driver, Dubuque, about why he was being stopped. Dubuque allegedly told the officer he missed a court date. The officer reported that the warrant was from the Belknap County Sheriff’s Department. A knife was confiscated from Dubuque during the arrest. During processing, Dubuque allegedly became emotional and unstable. He was later released to Belknap County officers.

Troy D. Mills, 23, of Concord, was arrested at 11:11 p.m. on Jan. 15, on a simple assault (personal weapons) charge. Officers were called to an apartment on 12 Community Drive for a domestic dispute between a man and woman. The parties were separated and the woman alleged that her ex-boyfriend, Mills, assaulted her in the kitchen during an argument about a library book. The book, the woman said, had money in it. The woman stated that the two struggled for the book and it struck her in the face. Later, Mills allegedly pushed her to the ground. Officers spoke with Mills who “looked confused” when asked about the book hitting the woman in the face. He reportedly told the officers that the woman was “very good to him” and had been letting him stay with her since he was homeless. Mills was arrested and is due in court on Feb. 24.

Jake Lamb Rucker, 34, of Concord, was arrested at 9:28 a.m. on Jan. 16, on a bench warrant. A sergeant on Downing Street saw Rucker walking down the street and checked to see if he had any active warrants, which he did, from Jan. 3, for nonpayment of attorney fees out of Concord District Court, and a nonappearance in court on a failure to register charge. Rucker was later found walking with another person on Broadway near West Street. He was arrested and held without bail.

Matthew Alexander Stanford, 24, of Concord, was arrested at 12:46 a.m. on Jan. 17, and charged with two counts of driving while intoxicated and one count of aggravated driving while intoxicated. An officer on Pleasant Street near North Main observed a dark colored SUV make an illegal right hand turn on red. The officer activated the cruiser’s emergency lights but “the vehicle did not stop or slow down.” The vehicle then made an illegal right hand turn on Perley Street heading west, going the wrong way down a one-way. The SUV finally stopped just before South State Street, according to the officer. The officer spoke to the driver, Stanford, and began questioning him on why he didn’t stop and why he was driving the wrong way a one-way street. Stanford “looked confused” at the questions and allegedly stated he was trying to pull over. “During my conversation with the operator I noted that he was slurring some of his words and I could still smell the odor of an alcoholic beverage coming from inside the vehicle,” the officer alleged. Stanford produced a North Carolina license and said he was attending college locally. Another officer arrived at the scene while Stanford performed field sobriety tests and he was arrested. He was released on $1,000 personal recognizance bail had a court date on Feb. 3.

Richard L. Stebbins, 50, of Manchester, was arrested at 6:45 p.m. on Jan. 17, on a willful concealment charge from Nov. 13, 2013, at the New Hampshire Liquor Store on Storrs Street. Stebbins was arrested by Manchester Police and officers went to pick him up there. He’s due in court on Feb. 24.

Benjamin Mark Bundy, 28, of Concord, was arrested at 3:50 a.m. on Jan. 18, and charged with simple assault (personal weapons) and criminal mischief (vandalism). Jennifer Anne Azzara, 29, of Concord, was arrested at 3:50 a.m. on Jan. 18, on a possession of controlled drugs charge. Officers were called to Longmeadow Drive for a domestic disturbance. The reporting officer at the scene attempted to speak to Azzara but found her “allusive” and alleged that she was “unsteady on her feet and slurring her words.” Her pants were wet and sandy and the officer asked why. She allegedly stated from being both on the ground and in the bath. Azzara alleged that her boyfriend, Bundy, was angered that she was keeping his cellphone and car keys from him. The argument escalated and she hid in a bathroom. Bundy allegedly broke down the door and pushed her into a bathtub, causing her to be injured, she alleged. The officer noted a small contusion and redness on her back. Another officer spoke with Bundy and alleged that his “account of the events seemed inconsistent with his observations and Azzara’s statement.” Bundy was reportedly intoxicated and later, was arrested. While in the home speaking with Azzara and Bundy, an officer reportedly found pipes in the living room with marijuana residue, and Azzara was arrested.
