CRIME LOG: Epsom Woman Charged with Purse Snatching

The following information was supplied by the Concord Police Department. It does not indicate a conviction.

Shelly Maynard, 47, of Epsom, was arrested at 5:40 p.m. on Nov. 25, on a robbery; unarmed felony charge. According to a court document, while heading back to Concord from the Merrimack County Jail at around 10:15 p.m. on May 23, the reporting officer heard of a purse snatching in Eagle Square and headed to the area. The officers had separated the parties, including Maynard and the victim, with the victim saying, “That’s her, she stole my purse!” while Maynard countered, “She stole my purse.” The two were arguing in the square and Maynard allegedly took a swing at the other woman. According to the report, the victim stated she was walking home from The Draft on South Main Street when she reported seeing a woman hitchhiking and decided to cross the street, since the woman looked “sketchy.” After that, the woman began following her, the victim alleged, and near Constantly Pizza, the woman, later identified as Maynard, allegedly took her Coach wristlet purse off her arm. The woman demanded the purse back from Maynard and Maynard allegedly stated, “Give me the cash.” When the woman said there wasn’t any cash in the purse, the two began fighting and Maynard allegedly fled the area. She followed Maynard to Eagle Square and attempted to get the purse back before police arrived. Maynard, however, according to the report, didn’t have a purse or any of the victim’s belongings. The reporting officer began retracing the steps of both parties in an effort to find the victim’s belongings. Maynard was later released from the scene while officers attempted to get more information about the crime. Later, the victim's license was found on Low Avenue. Witnesses reported seeing Maynard near garbage cans in Eagle Square, allegedly “throwing things away.” Near the garbage can, an officer found a receipt from Rite Aid with the victim’s name on it. They later found many of the woman’s items along the travel route the victim described. The next day, the purse was found in a flowerbed near Salon Envy. An arrest warrant was taken out for Maynard and she was arrested and held without bail.

Desiree M. Charter, 27, of Concord, was arrested at 5:50 p.m. on Nov. 26, on a theft by unauthorized taking or transfer charge, a felony, due to two previous convictions, from the Aubuchon Hardware on South Main Street on Aug. 25, involving a utility pump valued at $99. According to a court document, an officer was called to the hardware store for a report of a person walking out of the store with a concealed item. The employee noted to police that the woman had been in the store the previous day and had returned two items without a receipt. The store, according to the employee, requires a name and address on all returns without receipts. The employee also believed he recognized the woman due to mutual acquaintances. Another employee, who allegedly followed the woman out of the store, reported seeing an item under her coat and asked the woman to return to the store. The woman declined and the employee attempted to reach for the item and the woman left the area. Charter's name was on the previous return and the information was given to police to investigate. About a month later, an officer visited Charter, who was at the Belknap County Jail being held on other charges. Charter allegedly told the officer she couldn’t remember the incident at the store. After being shown the receipt, she allegedly couldn’t confirm or deny it was her, due to substance abuse issues. An arrest warrant was issued in September and Charter was later charged.

Kenneth Smith, 42, of Concord, was arrested at 11:11 a.m. on Nov. 27, on a simple assault charge. Officers were called to Village Street for a domestic where a woman alleged that her boyfriend beat her up. The dispatcher reported hearing a lot of yelling and screaming in the background of the phone call. When officers arrived, a woman was on the front porch, lying on her side, complaining of pain in her jaw and head. Concord Fire and Rescue teams arrived and later, transported the woman to the hospital. During interviews with neighbors, one reported hearing the woman scream, “Oh God no,” and “Leave me alone.” The suspect was not at the residence but on foot. Officers later met with the victim at the hospital and gathered evidence of the alleged assault. The woman stated that she and Smith had been dating for two years. At breakfast, the woman stated, she was checking email and noticed an email from an adult web site and questioned Smith about it. She alleged that he “became enraged and grabbed her by the neck and threw her to the ground.” She alleged that he “pinned her down to the floor using his knee and started to strike her in various places with his hands.” He also allegedly stamped on her cellphone causing it to break. The woman stated that she grabbed her phone pieces and headed out the door when Smith allegedly came after her. A little while later, officers were called back to the apartment because Smith had returned home. Smith allegedly told officers he was upset so he left but he denied any assault took place. He was arrested and released on $2,500 personal recognizance bail. Smith is due in court on Jan. 6, 2014.
