Two Arrested After Stumbling Through State Hospital Grounds

Police allege that they were smoking spice, playing in a brook, and were nearly hit by a car in the Concord District Court parking lot.

Two Concord men may have wished they skipped the frolicking through the snow on their way to Concord District Court last week.

Seth Jacob Corey, 23, and Jake Lamb Rucker, 33, were arrested on disorderly conduct charges at around 9 a.m. on Feb. 14. Rucker was also charged with a bench warrant. 

According to two Concord Police reports, an officer was at the court for a hearing when he reportedly noticed two individuals walking in the field east of the courthouse in very deep snow. The officer recognized one of the men as Rucker. “As I watched the males, it was clear that both (were) impaired,” the officer wrote. “They were smoking something and they moved down to the area of the book. It appeared they were playing in the brook.”

The officer reported the information to court security and then went up to the second floor where he watched the men before his hearing. The officer noted that the two appeared to be smoking a hand rolled cigarette, were unsteady on their feet, and “appeared to be walking on the moon.”

Rucker reportedly dropped the cigarette and bent over to retrieve it making several attempts to touch the ground and was “hugging the pine trees to steady himself.”

The officer called other officers to the scene to assist with the situation and alleged that Corey and Rucker “ran right across the road without looking or pausing” towards the courthouse. A sedan had to stop to keep from hitting the men, the officer alleged.

After entering the lobby, the two were met by the other officers. During a conversation with a second reporting officer about the situation, Corey allegedly stated he was there to support Rucker who had a court appearance.

The officer asked Corey if he wanted to get someone to assist him, since he was reportedly impaired, and he said he was 23 and just wanted to leave the courthouse. He reportedly tried calling a parent who said they couldn’t be there for an hour and a half. Corey, who was reportedly soaking wet from being in the stream, allegedly began to become impatient because the officer wouldn't let him leave and he was later arrested for disorderly conduct.

According to the second officer, both Corey and Rucker allegedly stated that they had been using spice.

Both refused bail and were arraigned on Feb. 14.

Corey and Rucker are no strangers to Concord Police or the district court for that matter.

Rucker was arrested on Dec. 17, 2012, on an assault charge. He was also arrested on Dec. 12, 2012, on a bench warrant. On Oct. 8, 2012, and July 25, 2012, he was arrested on willful concealment charges.

Corey was arrested on Sept. 18, 2012, theft, simple assault (personal weapons), and default or breach of bail conditions. On Sept. 13, 2012, he was arrested on a possession of controlled drugs charge.
