ARRESTS: Marshals Pick Up Woman at Walmart on Crack Charge

  • Joseph Carlton Schiltz, 31, of Concord, was arrested at 10:16 a.m. on Nov. 25, 2012, and charged with driving while intoxicated, reckless operation, and conduct after an accident. According to an arrest report, officers were called to the General Services Department on North State Street for a report of an accident with a possible “medical condition.” When the reporting officer arrived, he wrote that he saw a pickup truck stopped on one part of the street and a car about 100 feet north of the truck off the road in a grassy area. A couple was standing outside the truck while other officers were at the car scene. The reporting officer wrote that the front-end of the car struck a telephone pole and smashed into several small trees. Witnesses reported that the car allegedly struck a curb outside of an auto dealership and then crossed the road and hit the curb on the other side. Another witness began to direct traffic around the accident scene. The officers reportedly removed the man, later identified as Schiltz, from the vehicle. Schiltz was allegedly incoherent, but officers did not detect the scent of alcohol or marijuana. A pack of cigarettes and “a black packet” were on the roof of the car, according to the report. Schiltz was moved to a Concord Fire Department stretcher in order to be transported to Concord Hospital. Police also cuffed him “for safety reasons.” At the hospital, after a field sobriety test, he was asked about whether he smoked synthetic marijuana, Schiltz allegedly told an officer that he had not consumed prescription drugs for a long time. He was arrested and charged and later released on $5,000 personal recognizance bail. He had had a court date on Dec. 31.
  • Richard Marshall, 43, of Canterbury, was arrested at 1:57 p.m. on Dec. 10, 2012, and charged with driving after revocation or suspension, suspended registration (operating-misd), driving without giving proof, and drivers license prohibitions. According to an arrest report, an officer driving on Village Street near Manor Road saw a 2004 Honda Odyssey minivan allegedly with a February 2012 inspection sticker on the windshield. The officer turned around and pulled the van over near Beede Electric. After pulling over the van, the officer reportedly ran the van’s plate and allegedly found that the registration was expired, that Marshall’s license was expired, and financial responsibility was also suspended. He was arrested and charged, and later released on $2,000 personal recognizance bail and has a court date on Jan. 14.
  • Wendy Torres Adams, 43, of Concord, was arrested at 5:10 p.m. on Dec. 10, 2012, on a sale of controlled drugs charge, a felony, from June 27. According to an arrest report, U.S. Marshals arrested Adams on a Concord Police warrant while she was at Walmart. Police allege she was in possession of 0.6 grams of crack cocaine. A positive field test was issued on Nov. 1. She was later released on $10,000 personal recognizance bail and has a court date on Jan. 14.
  • Justin Robert Cate, 29, of Manchester, was arrested at 1:49 p.m. on Dec. 11, 2012, on a simple assault (personal weapons) charge. According to an arrest report, the Merrimack County Sheriff’s Office arrested Cate on a warrant. Police allege that he assaulted a Pembroke man who was reportedly a stranger. Cate refused bail and was arraigned from jail on Dec. 12.
  • Robert Anthony Passarelli Jr., 19, a homeless man now located in Concord, was arrested at 3:30 p.m. on Dec. 11, 2012, on two bench warrants. According to an arrest report, police were called to the area around Green and Prince streets for a report of people smoking marijuana in the area. Upon arrival, the officer found five men smoking cigarettes, including Passarelli. A dispatcher reported to the officer that Passarelli had two electronic bench warrants out for his arrest. One was from Aug. 28, in Hooksett District Court for nonappearance on a burglary charge and the other was for a Nov. 30, Concord District Court date, for a nonappearance on a possession of controlled drugs charge. Passarelli was arrested and booked. He refused bail and was transported to the Merrimack County Jail.
  • Janet Temple, 58, of Hillsboro, was arrested at 8:50 a.m. on Dec. 12, 2012, on an endangering the welfare or a child/incompetent charge. According to an arrest report, an officer met a Hillsboro Police Officer along Route 202 to pick up Temple from that department. Temple had been arrested on a Concord warrant from Dec. 4, from an alleged incident on 243 Pleasant Street. The alleged victim in the case was Temple’s granddaughter, a teenage girl from Hillsboro. She was released on $1,000 personal recognizance and is due in court on Jan. 14.
  • Jake Lamb Rucker, 33, of Concord, was arrested at 12:20 p.m. on Dec. 12, 2012, on a bench warrant. According to an arrest report, officers were sent to an apartment at North Main Street, the Vegas Block, to arrest Rucker on multiple warrants including failure to appear on Dec. 3, on a willful concealment charge, a duty to report charge, and a criminal trespass charge. Rucker had reportedly been evicted from the building but a maintenance worker allegedly saw him at one of the apartments. Rucker was later found in the apartment, arrested, and booked. He was released on $3,500 personal recognizance bail and has a court date on Jan. 14.
