LOG: After Arrest, Panhandler Found in Possession of Heroin

The Concord Police Department supplied the following information. It does not indicate a conviction.

Elliott Steven Dafoe, 30, a homeless man now located in Concord, was arrested at 5:10 p.m. on March 20, on a default or breach of bail conditions charge. An officer was sent to the Capital Commons Garage on Storrs Street for a report of suspicious people in one of the stairwells. The officer made contact with four people, including Dafoe, who was out on bail and ordered not to drink any alcohol. The officer alleged that he smelled of alcohol, was slurring his words, and was unsteady on his feet, and he was arrested. Dafoe refused bail and was arraigned on March 21.

Duane Ansel Hardy, 35, of Concord, was arrested at 6:35 a.m. on March 21, and charged with driving after revocation or suspension, suspended registration (operating-misd), driver’s license prohibitions, and false inspection or registration sticker. While on Village Street near Beede Drive, an officer saw an Audi station wagon drive by and ran a check on it and found the driver had a suspended license. The vehicle was stopped and the driver, Hardy, was asked for a license but reportedly stated he didn’t have it on him that morning. The registration of the vehicle had expired in August 2013. When the officer went back to the cruiser, Hardy waved him back and gave him a license. A check revealed that Hardy’s privileges were suspended in June 2013 for default court summons. He was arrested and was arraigned on April 21.

Roy J. Aikens, 50, of Concord, was arrested at 8:50 a.m. on March 21, on a criminal trespass charge. An officer observed two men, one of them Aikens, reportedly walking toward the Rite Aid on South Street. Aikens though had previous no trespass letters for the business. The officer confirmed that the no trespass letter was active and he was arrested. After being arrested, Aikens allegedly “became belligerent, telling me that he never left the sidewalk because he knew that there was a no trespass letter at this location.” During processing, the officer noted that he allegedly smelled like alcohol and later, “passed out on the floor of the holding cell,” according to the report. Aikens was held without bail and arraigned the next day.

Thomas James Simpson, 24, of Pittsfield, was arrested at 12:44 a.m. on March 22, on a possession of controlled drugs charge and a bench warrant. An officer on North Main Street saw Simpson and knew he might be involved with an open investigation. The officer checked and found that he had an active warrant out of Concord District Court from March 5, for nonpayment of attorney fees, $302.50 cash to settle. Simpson was arrested. While securing his property, the officer allegedly found a small plastic container of marijuana in his backpack and a glass pipe with residue. He was arraigned on April 28.

Kyle Robert Putnam, 30, of Boscawen, was arrested at 7:22 a.m. on March 22, and charged with driving after revocation or suspension and driving without giving proof. An officer saw a Chrysler sedan traveling on Village Street without a license plate on the front of the vehicle. The car was stopped at Village Street and Beede Drive. The officer checked the driver, Putnam’s, license, and found that it had expired on March 5, and he was arrested. Later, the officer learned that Putnam was convicted of DWI on Feb. 25, 2013, in Laconia District Court and had other charges. He was given a warning for misuse or failure to display plates. Putnam had a court date on April 28.

Gina S. Summa, 45, of Concord, was arrested at 1:40 p.m. on March 22, and charged with default or breach of bail conditions and felony possession of controlled drugs. An officer was on Sheep Davis Road and saw Summa allegedly panhandling at D’Amante Drive. The officer drove through the mall and checked if she had warrants. According to dispatch and another officer, Summa was out on bail and required to refrain from panhandling while out on bail. The officer approached her in the median and she allegedly put her sign in her backpack. She was later arrested. During processing, a check of her backpack allegedly revealed syringes, spoons with residue, and plastic baggies with heroin in them. Summa was held without bail and arraigned on March 24.

Shelby E. Weston, 48, a homeless man now located in Concord, received a summons at 3:38 p.m. on March 22, for passing items to and from the occupants of a motor vehicle. While patrolling Loudon Road, an officer saw Weston panhandling and alleged that he stepped into traffic to take an item from a motorist. He was served a summons and had a court date on April 28.

Sabrina K. Mercaldi, 26, of Franklin, received a summons at 4:40 p.m. on March 22, on an operating without a valid license charge. An officer on Hall Street saw a 2012 Toyota Camry with an expired inspection sticker and pulled the vehicle over. The driver, Mercaldi, reportedly told the officer that she thought her husband had taken care of the inspection. She didn’t have a license on her and check revealed that it had expired on Feb. 8. She was given a summons and had a court date on April 28.

Eric Andrew Nicolay, 36, of Boscawen, was arrested at 1:45 a.m. on March 23, on a driving after revocation or suspension charge. An officer driving on Loudon Road saw a Honda Civic drive by with its high beams. A check of the car revealed that it was registered to a woman in Claremont. The vehicle was pulled over on Fort Eddy Road in the Boloco parking lot. The driver, Nicolay, reportedly told the officer that his license was suspended. Other officers arrived at the scene and Nicolay was taken into custody. He was arraigned on April 28.

Raymond Bennett Peek, 50, of Concord, was arrested at 3:56 a.m. on March 23, on two counts of driving while intoxicated. An officer parked in Memorial Field on South Fruit Street heard a loud noise coming toward him and saw a Mazda drive by at a high rate of speed. The Mazda stopped at the light at Clinton Street but was allegedly “several feet shy of the white painted stop line.” The car was in the left hand turn lane but didn’t have its directional on. When the light turned green, the Mazda made “a wide, sweeping turn through the intersection," and the officer pulled the vehicle over near Concord District Court. The officer approached the driver, Peek, and alleged that during questioning, he was rude, slurring his words, with breath that had “a mint-like odor.” Another officer arrived as Peek agreed to a field sobriety test and was later arrested. He was also cited for failure to use required turn signals. Peek was arraigned on April 7.

George Gonzalez, 31, of Concord, received a summons at 11:10 p.m. on March 23, on a driving after revocation or suspension charge. An officer driving on Village Street reported that a Jeep Cherokee drove by without its high beams and didn’t dim them while driving by. The vehicle was stopped near Borough Road. The driver, Gonzalez, gave the officer a non-driver ID and reportedly said he kept the high beams on because he couldn’t see his driveway. A check of his license came back as suspended in December 2008 for default court summons. He was given summons and had a court date on April 28.

Robert Wayne Glodgett, 51, a homeless man now located in Concord, was arrested at 11:24 p.m. on March 23, on a bench warrant. An officer was sent to Concord Hospital to take possession of Glodgett who was in a red pod room allegedly intoxicated by alcohol. Dispatch later reported that he had a bench warrant out of Concord District Court and he was arrested.

Elisabeth A. Tucker, 39, of Concord, was arrested at 11:33 p.m. on March 23, on a simple assault charge from earlier in the day on Riverhill Avenue. Tucker turned herself in to police and had a court date on April 28.
