ARRESTS: Man Charged with Resisting, Allegedly Made Online Threats

The following information was supplied by the Concord Police Department. It does not indicate a conviction.

  • Elissa J. Burke, 32, of Concord, was arrested at 1:39 a.m. on May 7, and charged with driving while intoxicated and driving while intoxicated, second offense. While on Main Street, an officer allegedly saw a 2004 Volkswagen Beetle traveling quickly towards a red light which then came to an abrupt stop at the intersection of Main and Centre streets, partially entering the intersection. After leaving the intersection, the officer alleged that the Beetle was “weaving” in and out of lanes while a vehicle behind the Beetle attempted to adjust to the car’s odd movements. The car was pulled over at North Main and Franklin streets. The officer alleged, while talking with the driver, Burke, that she “was swaying in her seat” and slurring her words. “I could see that she had glassy, bloodshot eyes,” the officer alleged. The officer requested that Burke perform a field sobriety test and she allegedly “had to pull herself out of the car by grabbing the door and roof of the vehicle,” the officer wrote. She was later arrested. The officer wrote that between being taken into custody and booking, Burke allegedly had difficulty keeping her balance and stumbled into him and a wall. During a records check, Burke’s previous DWI conviction from March 2009 came to light during processing, so another charge was added. She was also issued a traffic summons for unsafe lane change. She was later released on $5,000 personal recognizance bail and had a court date on May 20.
  • Brian Brochu, 31, of Concord, was arrested at 12:09 a.m. on May 8, on a resisting arrest or detention charge. Officers and state troopers were sent to Penwood Drive to check on the welfare of a person after friends reported online threats. Officers spoke to the person, Brochu, who appeared to be defensive during the interaction. At one point in the conversation, Brochu reportedly stepped back from the group of officers and allegedly put his right hand behind his back, according to a sergeant. The officer shone a flashlight at Brochu in an attempt to see if he had a weapon. Brochu allegedly refused to be frisked for a weapon but later said he was unarmed. The officers continued to talk with Brochu, in an effort to get him to calm down, but he allegedly continued to be argumentative and made “furtive” movements with his hands, according to the report. “Brochu’s actions caused me concern that he may have a weapon or be preparing to attack one of the officers so I moved in,” the sergeant wrote. The reporting sergeant reached in and grabbed Brochu in an attempt to subdue him to check for weapons. Brochu reportedly struggled and was slowly brought to the ground to be secured. Later, Brochu “changed his demeanor” and was calm and compliant during the arrest. He was transported to the hospital for treatment, monitored overnight, and later released on a summons. He is due in court on June 24.
  • John Stephen Olsen, 56, of Concord, was arrested at 9:25 a.m. on May 9, on a warrant. While on Pleasant Street, an officer reportedly noticed a man, later identified as Olsen, walk across Green Street while there was an orange “no walk” signal being displayed. The officer watched Olsen as he allegedly walked across Pleasant Street between Green and Chesley but not in a crosswalk. The officer spoke to Olsen who said he was heading to work at The Barley House. Later though, dispatch reported that there was an arrest warrant for Olsen, from the Manchester Police Department, for a theft by deception charge. Olsen was detained at the intersection of North Main and Pleasant streets while the warrant was checked and later, he was arrested. An officer transported Olsen to the Hooksett tolls on I-93 where the Manchester police took him into custody. Olsen was also given a summons for pedestrian violation.
  • Brandon John Gilligan, 25, of Concord, was arrested at 4 p.m. on May 10, on a simple assault (personal weapons) charge. Officers were sent to the Vegas Block apartments on North Main Street to serve revocation paperwork from the state hospital. Upon getting to his apartment, the officer noted that the doorframe was broken from Gilligan reportedly locking himself out of the apartment previously and the door was ajar. Gilligan could be seen but reportedly didn’t respond to requests to talk to the officers so they entered the apartment. Gilligan was later found on the fire escape but returned to the apartment and later, agreed to go with officers to the hospital. Dispatch informed the officers that Gilligan was wanted on a warrant from an alleged simple assault incident on April 25, at the intersection of North Main and Warren streets. He was arrested and released on personal recognizance bail. Gilligan was then transported to the hospital.
  • Steven Roy Mann, 51, a homeless man now located in Concord, was arrested at 9:30 a.m. on May 11, on a bench warrant. The warrant was for nonpayment of fine on April 30, after an operating after suspension charge. Mann was taken into custody while at Walmart and then processed. He was later released on $1,000 personal recognizance bail and had a court date on May 20.
  • Cory Michael Donlon, 40, a homeless man currently located in Concord, was arrested at 1:03 a.m. on May 12, on a theft of services charge. An officer was dispatched to Szechuan Garden on Fisherville Road for a report of an individual who left the restaurant, reportedly without paying a bar tab. The individual also left his debit card at the bar, according to the report. The officer spoke with a restaurant employee who alleged that the man, Donlon, started a tab with a debit card and the left without paying. When the bartender tried to run the debit card to pay the tab, it was declined. The amount was $73.20, according to the report. The officer asked if Donlon was still there and the employee said no, but pointed to two women who might know where he was. One of the women, with her daughter, reported that Donlon was with her husband. The officer then went to a Fisherville Road residence to speak to the husband and Donlon. When the officers arrived, “Donlon was passed out on the couch,” according to the officer. The officers made several attempts to wake him up before finally doing so. During discussions with Donlon, the officer asked him if he had money to pay the tab and he allegedly stated, “No.” The officer wrote that Donlon reported being homeless, after losing his place in Laconia, and said he didn’t know anyone in Concord and met the couple and their daughter through a mutual acquaintance. Donlon was arrested and during processing, allegedly had “wild mood swings.” Donlon refused bail and was arraigned remotely from jail on May 13.
  • Kaitlyn Pillsbury, 21, of Manchester, was arrested at 1:24 p.m. on May 16, and charged with theft, attempted shoplifting, and five default or breach of bail conditions. The charges stem from alleged incidents on Oct. 21, 2012, and Dec. 20, 2012, at the Target on D’Amante Drive, involving an xBox Kinect system valued at $109.99. Pillsbury was issued the charges at the Hillsborough County Jail and arraigned on May 17.
  • Lucas H. Dlubac, 26, of Concord, was arrested at 10:08 p.m. on May 17, on a bench warrant. While parked at the First Colebrook Bank, an officer reportedly observed two vehicles traveling eastbound on Loudon Road at high rates of speed. Both vehicles were clocked at 46 mph, according to the officer’s radar. The officer stopped the lead vehicle after it allegedly failed to use a turn signal while switching lanes. The passenger in the vehicle, Dlubac, allegedly “was not making eye contact with (the officer) and appeared to be concealing his face with his left hand,” the officer alleged. After running a check on him it was revealed that Dlubac had a bench warrant out of Concord District Court on a theft by unauthorized taking charge. He was arrested and later released on $4,000 personal recognizance bail. Dlubac is due in court on June 24.
  • Travis M. Vachon, 25, of Penacook, was arrested at 8:45 a.m. on May 18, on two bench warrants. Officers were sent to Fisherville Road to arrest Vachon on two active bench warrants for reckless operation and endangering the welfare of a child/incompetent. He was released on $2,000 personal recognizance bail and had a court date on May 20.
  • Yahairi Bermudez, 28, of Concord, was arrested at 3 p.m. on May 19, and charged with two counts of simple assault (personal weapons).
  • Geraldine Baker, 28, of Allenstown, was arrested at 3 p.m. on May 19, on a simple assault (personal weapons) charge. The charges on Baker and Bermudez relate to an alleged incident at Fisherville Road on April 28. An officer was sent to Pembroke to pick up Baker and Bermudez who were arrested on the warrants. Both were released on personal recognizance bail and are due in court on June 24.
  • Elliott Steven Dafoe, 29, of Concord, was arrested at 1:08 p.m. on May 21, on a bail jumping charge from May 6, at Concord District Court. Dafoe turned himself into police and was later released on $4,000 personal recognizance bail. He is due in court on June 24.
