The following information was supplied by the Concord Police Department. It does not indicate a conviction.

  • Thomas John Trempe, 25, of Pittsfield, was arrested at 3:03 a.m. on Oct. 25, and charged with driving after revocation or suspension and default or breach of bail conditions. An officer traveling eastbound on Loudon Road in the Gully Hill area observed a 1996 Pontiac Bonneville with a taillight out. The officer turned around at Airport Road and attempted to pull the vehicle over at Stickney Avenue. However, the officer alleged, the car continued to North Main Street and then, into the Holiday Inn parking lot. The officer requested a license from Trempe and he reportedly gave the officer a South Carolina license. However, a check of his license yielded a suspension in New Hampshire and he was arrested. Trempe was also previously arrested on Sept. 26, for driving after revocation or suspension. According to records, Trempe’s privileges were suspended on July 20, 2012, for failure to pay a court fine on a non-motor vehicle related offense from Sept. 16, 2011.
  • Devin Aaron Baillie, 36, a homeless man now located in Concord, was arrested at 6:21 p.m. on Oct. 26, on a possession of alcoholic beverages – public property charge. While on foot patrol near North Main and School streets, an officer noticed a man sitting on a bench with an open container of High Gravity beer. When the man, Baillie, saw the officer, he allegedly put the can on the ground near his feet. After some discussion about the beer, Baillie was charged.
  • Jessica Wilson, 36, of Concord, was arrested at 6:46 p.m. on Oct. 26, on a felony warrant. Officers were called to an apartment on High Street for a report by a man that there was a woman, Wilson, in an apartment who had two active warrants. The warrants were from the Merrimack County Sheriff’s Office and probation and parole. The reporting officer wrote that he was familiar with Wilson. The officers knocked on the door asking for Wilson. A woman answered the door and pointed out that Wilson was in a bathroom. Wilson, the reporting officer alleged, “had a very strong odor” of alcohol and later allegedly admitted to consuming several beverages. She was arrested and released to the Merrimack County Sheriff’s Office.
  • Scott C. Tessier, 43, of Concord, was arrested at 2:47 a.m. on Oct. 27, on a driving while intoxicated charge. During a check of businesses on Old Suncook Road, an officer observed a suspicious vehicle, a Saturn Vue, in the area of Sanel Field. The vehicle was unoccupied but its hood was warm. The officer checked the area but didn’t find anyone in the area. The officer then checked Banks Chevrolet, since there had been previous crime incidents at the dealership. After checking the rear parking lot, the officer spotted a 2005 Dodge Ram with its engine running near a wooded area. The officer called the way the truck was parked “suspicious.” When the officer approached the vehicle, he saw a man inside the cab sleeping across the front seat. The officer “attempted several times” to wake the man up but he remained “asleep and non-responsive.” Concerned for his safety, the officer opened the cab door and “immediately smelled the odor of an alcoholic beverage” coming from the vehicle. The man, later identified as Tessier, allegedly did not respond to repeated shouts, tapping on the soles of his feet, or anything else. Eventually, Tessier woke up, the officer stated. Tessier allegedly seemed “confused and disoriented upon waking up,” the officer alleged, and at one point, thought he was in Manchester, not the parking lot of Banks. Tessier agreed to field sobriety tests and was later arrested. He was released on $3,000 personal recognizance bail and is due in court on Nov. 4.

The vehicle then pulled out and was later, pulled over at Storrs Street and Hills Avenue. The driver, Nardini, couldn’t provide a registration but reportedly told the officer that the can was registered. “On the passenger seat (Nardini) picked up a summons and then put it back down,” the officer alleged. “I asked him what the summons was for and when he got it. He said too long ago.” Nardini, dispatch confirmed, had a suspended license and he was arrested. Nardini allegedly smelled of stale alcohol but denied drinking. A default summons was issued on Sept. 20, and became effective on Oct. 22, according to the report. Nardini was also cited for not having an inspected vehicle. Both Belair and the owner of the truck received summonses. The damage to the vehicles was minor.
