POLICE LOG: Concord Woman Charged with Stalking, Filing False Report

CONCORD, NH — Caselee Welcome, 19, of Boscawen, was arrested at 5 a.m. on Dec. 20, 2012, and charged with theft by unauthorized taking or transfer on Oct. 31, 2012, at the Walmart on Loudon Road. Police allege that Welcome stole sheets valued at $150. Welcome turned herself into police at the headquarters. She was released on $2,000 personal recognizance bail and had a court date on Jan. 28.

Matthew W. Barry, 26, of Center Barnstead, was arrested at 4 p.m. on Dec. 20, 2012, on a warrant and a violation of a protective order; penalty, on Loudon Road. Officers were called to Loudon Road for a report of checking on the wellbeing of children of Barry. At the apartment, a man named “Mike” answered the door and allegedly stated that there was a baby in the apartment with him and a woman. The state workers and officers separated the parties to speak with them. The officers reportedly believed that Mike was actually not Mike but Matthew Barry and they reportedy went back and forth with him for about 10 minutes about it. Mike then allegedly admitted he was Barry. Barry was arrested on a warrant out of Pittsfield and also charged with the violation of the protective order since he allegedly was not supposed to have contact with the woman until September 2013, according to the report. No bail was offered and he was arraigned on Dec. 21, 2012.

Steve A. Jobin, 38, of Concord, was arrested at 11:36 p.m. on Dec. 20, 2012, on a simple assault (personal weapons) charge. Officers were called to Green Street for a domestic disturbance between a man and a woman. Upon arrival, they spoke to the woman who stated that her boyfriend, Jobin, had left the apartment through a rear entrance. Information was sent out over the radio looking for Jobin. The two had reportedly been drinking and decided to go to bed early however she woke up later to Jobin allegedly hitting her in the back of the head. Officers confirmed a bump on her head and bruises on her arm as if someone had grabbed it. Officers checked the area but were unable to find Jobin. The officers also searched the building and came upon a common area for storage with a “long dark hallway barely enough for a person to walk through,” according to the report. The officer pointed a flashlight in the area and reportedly found Jobin kneeling and hiding behind an electrical box. Jobin reportedly smelled heavily of alcohol and was very vague about the incident. He was arrested and held without bail. Jobin was arraigned on Dec. 21, 2012.

Nathan C. Kimball, 22, of Deerfield, was arrested at 4:55 p.m. on Jan. 1, 2013, on a theft by deception charge from Aug. 22, 2012, from Walmart on Loudon Road. The case reportedly involved a gift card valued at about $48. An officer stopped a vehicle coming off of Langley Parkway onto Pleasant Street above the reported speed limit. The driver, Kimball, had an active warrant and he was arrested. Kimball was arraigned Feb. 4, and later released on $1,000 personal recognizance bail.

Emily L. Waterman, 23, of Concord, was arrested at 10:53 p.m. on Jan. 1, 2013, on a warrant from a conduct after an accident charge from Nov. 24, 2012, at the intersection of Pleasant and Green streets. The alleged victim in the case was an 18-year-old Concord High School student who was a stranger to Waterman. The two vehicles involved in the cash were a 2001 Mitsubishi Eclipse and a 2008 Honda Element. While on patrol, an officer reportedly observed a silver Mitsubishi Eclipse driving on Centre Street near North Main Street which matched the description of a vehicle owned by a person with a warrant, Waterman. The officer ran the plate and confirmed the active warrant. The car was pulled over near the Concord Family YMCA on North State Street and Waterman was arrested. Personal recognizance bail set at $1,000 and she was arraigned on Feb. 4.

Tammie Marie Cassidy, 39, of Concord, was arrested at 9:30 a.m. on Jan. 2, 2013, and charged with stalking and false report to law enforcement. The charges stem from alleged incidents at Nov. 28, 2012, and Dec. 5, 2012, at Rundlett Middle School on South Street. The alleged victims were two 13-year-olds. Officers arrested Cassidy at her home on Portsmouth Street. She was released on $4,000 personal recognizance bail and was arraigned on Feb. 4.

Nevin Scott Drew, 24, of Epsom, was arrested at 3:19 p.m. on Jan. 2, 2013, on an attempt to commit robbery charge, a felony, at the Manchester Pizza and Deli on Manchester Street on Nov. 12, 2012. The alleged victim was a woman from Chichester. Drew turned himself into police at the headquarters on Green Street. Drew was released on $25,000 personal recognizance bail and was arraigned on Feb. 4.

Scott M. Boynton, 30, of Concord, was arrested 6:15 p.m. on Jan. 3, 2013, on a criminal mischief (vandalism) charge from Dec. 20, 2012, at Old Suncook Road. The alleged victim in the case was his girlfriend, a Concord woman. Police allege that Boynton damaged or destroyed a wall at the home. Boynton was released on $2,000 personal recognizance bail and was arraigned on Feb. 4.

Alec Dale Boucher, 20, of Concord, was arrested at 1:52 a.m. on Jan. 4, 2013, and charged with driving after revocation or suspension, driver’s license prohibition, and driving without giving proof. While doing traffic patrol at the Lun Hing Motel on Fisherville Road, an officer observed a 2000 Dodge Intrepid traveling northbound near Rex Drive “at a high rate of speed.” The radar on the cruiser read 50 mph. Fisherville Road is a 30 zone. The Dodge maintained that level of speed until just before Bog Road when the officer alleged that the car hit its breaks. As it passed by the officer, the Dodge was doing around 35 to 40 mph, according to the officer. The car was pulled over at the Dunkin’ Donuts on Fisherville Road. Boucher reportedly said he didn’t have his license in that car. The officer questioned him about the speed limit of the road and later, dispatch informed the officer that Boucher’s license was suspended on Dec. 12, 2012, by the Candia District Court, and again on Dec. 27, 2012. As another officer arrived, Boucher was arrested. Boucher was released on $3,000 personal recognizance bail and had a court date on Feb. 4. A small polka dotted cosmetic bag with syringes was allegedly found after he was arrested. Boucher also received a summons for speeding.

Rover Winston Clark, 24, a homeless man now living in Concord, was arrested at 2:52 p.m. on Jan. 15, 2013, on a duty to inform warrant from Dec. 28, 2012. He was picked up in Lee after the Portsmouth Police Department had arrested Clark on the warrant. He refused bail and was arraigned in court on Jan. 16.

Amy Lynn Spillane, 42, of Pittsfield, was arrested at 9:50 p.m. on Jan. 21, 2013, on a theft by unauthorized taking or transfer charge, a felony, at the Market Basket on Fort Eddy Road on Dec. 24, 2012. An officer was dispatched to Super Shoes in Chichester to pick up Spillane who was in custody on a warrant due to the charge. She was held on $5,000 cash bail and arraigned on Jan. 22.

Nicholas E. Theobald, 45, a homeless man located in Concord, was arrested at 10:03 p.m. on Jan. 22, 2013, on a warrant for a parole violation from Merrimack County. While filing sex offender registration forms, Theobald was informed that there was a warrant for his arrest. The Merrimack County Sheriff’s Department came to the police station to take custody of him.

Christine Bosse, 32, of Andover, was arrested at 6:47 p.m. on Jan. 22, 2013, a theft by unauthorized taking or transfer charge from the Walmart on Loudon Road, from May 21, 2012. An elliptical exercise machine and toilet paper valued at $138 were allegedly missing from the store, according to the arrest report. An officer was sent to the Hannah Dustin Park and Go in Boscawen to pick up Bosse from the Andover Police Department. Personal recognizance bail was set at $2,000 and Bosses had a court on March 4.

Kayleigh Hubbard, 26, of Concord, received a summons at 3:08 p.m. on Jan. 22, 2013, on a prohibited sales; alcoholic beverages from Jan. 21, on 41 Eastman Street. A person from Henniker was also allegedly involved in the incident. She had a court date on Feb. 25.

Eyad Achraf, 21, of Madbury, was arrested at 12:41 p.m. on Jan. 22, 2013, and charged with habitual offender, a felony, and driver’s license prohibitions for an alleged incident on East Side Drive and Partridge Road. Archraf was released on $6,000 personal recognizance bail and was arraigned on Feb. 25.

Abigail L. Mahair, 29, of Andover, received a summons for driving after revocation or suspension at 2:40 p.m. on Jan. 29, 2013. An officer was sent to a school on the east side of the city for a report of a parent that allegedly had her driving privileges suspended. Mahair, the parent in question, was reportedly driving a Mercury Mountaineer. The officer reportedly saw a vehicle matching the description and ran its plate number which came back that the status on the vehicle was sold out of Northfield. The driver appeared to be a man. The officer then saw a second Mountaineer matching the same description with a woman operating it. The information came back from Andover where Mahair lived. The officer stopped the second vehicle at the end of the I-393 west onramp. When asked for her license and registration, Mahair allegedly stated that her license was in North Conway. During the interaction with the officer about the license suspension, Mahair reportedly said she had spoken to the DMV and believed it had been restored. The officer then issued her a summons and transported her and her son to the Friendly’s on North Main Street for a ride.

Bryan Moshier, 38, of Concord, was arrested at 5:14 p.m. on Feb. 5, 2013, and charged with driving after revocation or suspension, suspended registration (operating-misd), and driving without giving proof. While on traffic patrol on Fisherville Road an officer reported that a 2012 Chevrolet Cruze zipped by the Lun Hing Motel and the computer reported that the owner’s driver’s license and vehicle registration were both suspended on Sept. 29, 2012, for default of court summons. The vehicle was stopped at Fisherville Road and Skyline Drive. Moshier reportedly told the officer that the problem was dealt with. He was arrested and later released on $1,000 personal recognizance bail.

Todd Horstkotte, 41, a homeless man located in Concord, received a summons at 6:40 p.m. on Feb. 6, 2013, on simple assault (personal weapons) and criminal mischief (vandalism) charges from Jan. 27, at the Friendly Kitchen on South Commercial Street. Police allege that Horstkotte destroyed or damaged a man’s dentures with broken teeth. While speaking with Horstkotte at the Merrimack County House of Corrections, he alleged that “the boyfriend of the girl that spit in his mouth assaulted him first.” The officer tried to explain to Horstkotte that that was a separate incident and he continued to reportedly talk about the spitting incident. He was arraigned on Feb. 7.

Nyabunguye Tembasi, 20, a homeless man now located in Concord, was arrested at 5:16 p.m. on Feb. 13, 2013, and charged with criminal trespass and default or breach of bail conditions. An officer was called to the Kennedy Apartments on Thompson Street for a report of Tembasi being in the building in violation of a no trespass order. Officers searched the building and were at the top floor when they reportedly noticed smoke coming from a locked bathroom door. The officers knocked on the door and a man replied that he would be out in a few minutes. Tembasi reportedly later came out of the bathroom. When the officers asked why he was in the building when he knew he wasn’t supposed to be, Tembasi reportedly said he was doing laundry. He was arrested for trespassing. A bail charge was added since on Feb. 11, bail conditions stipulated that he stay away from the Kennedy Apartments. He was held without bail and arraigned on Feb. 14.

Michael A. Davis, 44, of Concord, was arrested at 3 a.m. on Feb. 15, 2013, on two simple assault (personal weapons) charges. Officers were called to North State Street for a noise complaint and upon arrival, reportedly heard what sounded like glass dishes hit together. An officer rang the doorbell to the apartment but no one answered and later, the officer reported seeing a light get turned off. After a few minutes of looking around the area, the door was answered by a man, later identified as Davis. Davis allegedly told the officer that the noise was his ex-girlfriend breaking a glass. The officers asked to see the damage and Davis reportedly said he had cleaned things up but let the officers into the apartment. According to Davis, his ex entered the apartment with her key to pick up some items and he came out carrying his pool stick, not knowing it was her, the officer reported. Davis alleged that his ex wanted a cigarette first but he took the rolling machine away from her and she allegedly pushed some glasses off a table and they smashed on the floor. Davis reportedly continued to clean up leftover glass and denied a request by officers to take pictures. He reportedly said he just wanted the woman out of his apartment. Davis also allegedly admitted to officers that he pushed the woman to get her out the door, accidentally pulling her hair. He alleged that he fell down the stairs and grabbed her to keep from falling and a large clump of hair came out of her head. The officers later went to the Morning Star Apartments on Loudon Road where the woman was reportedly now staying. The woman reported to police that it was Davis who allegedly knocked the glass off the table as well as some dishes. She alleged that Davis blocked the doorway to prevent her from leaving and allegedly grabbed her by the throat, punched her, and grabbed her hair. She alleged that Davis had been texting her all day, “begging her to come home,” the report stated. The officer reportedly reviewed the text messages and later, returned to North State Street and arrested Davis. The woman refused to allow her picture to be taken and refused to offer a written statement. Davis refused bail and was arraigned on Feb. 15.

Shannon Bamford, 42, of Concord, was arrested at 1:17 a.m. on Feb. 21, 2013, and charged with driving after revocation or suspension and driving while intoxicated. While conducting patrol activities on Warren Street, an officer allegedly spotted a 1997 Saab with no functioning plate light. The officer followed the vehicle down to North State Street and pulled it over after “a wide right turn onto Pleasant Street.” After introducing himself to Bamford, the officer “immediately smelled the odor of alcohol emanating from the passenger compartment of the vehicle. Bamford allegedly had difficulty removing his license from his wallet, with movements that “appeared to be slow and delayed.” His eyes “appeared bloodshot and glassy,” the officer alleged. Bamford reported told the officer he left his home on Warren Street to get a pack of cigarettes. During a field sobriety test, the officer alleged that Bamford “stumbled” and he could allegedly smell alcohol emanating from his breath as he spoke. After the test, Bamford was arrested. While in custody, dispatch advised that Bamford’s license was suspended on Jan. 14, 2013, for default child support. Bamford was released on $3,000 personal recognizance bail and is due in court on March 11.

Toby John Murchinson, 33, of Manchester, was arrested at 1:42 a.m. on Feb. 26, 2013, on a bench warrant. While traveling on Washington Street, an officer was dispatched to Blanchard Street for a report of a subject going through vehicles. The subject was described as being about six feet tall and wearing a dark colored sweatshirt. At Washington Street near Rollins Street, the officer saw a man and a woman walking westbound. The man was about six feet tall and wearing a black zip up jacket. The officer stopped and spoke to them and asked if they had seen anyone in the area and they reportedly stated that they hadn’t. After asking for identification and running their names through the system, Murchinson’s name came up with a warrant from Keene District Court on Nov. 26, 2012, for receiving stolen property. He was arrested and later released on $2,000 personal recognizance bail. Murchinson is due in Keene District Court on March 25.

Anthony T. Yates, 18, of Manchester, was arrested at 8:15 p.m. on Feb. 28, 2013, on a simple assault (personal weapons) charge from July 6, 2012, for a reported incident on Mountain Road involving an acquaintance, another male teenager, from Concord. Yates was arrested by East Kingston Police on the warrant and later released on $1,000 personal recognizance bail. He is due in court on April 1.

Nicholas E. Hughes, 23, of Concord, was arrested at 8:32 a.m. on March 1, 2013, on a bench warrant. While traveling on North State Street, an officer reportedly saw a Ford Focus with a green “12” inspection sticker and no front license plate. The officer pulled the Ford over and saw that there was a cardboard plate on the front by drooped over. Hughes allegedly said that he knew the inspection sticker was expired and that his car needed work. During a background check, a warrant came back from Jan. 18, from Hillsboro District Court for failure to appear. Hughes was arrested and later released on $1,000 personal recognizance bail. He is due in Hillsboro District Court on April 1.
