CRIME LOG: South End Man Charged with Disorderly

The following information was supplied by the Concord Police Department. It does not indicate a conviction.

Carl J. Hassum, 26, of Concord, was arrested at 3:37 a.m. on Feb. 1, on a disorderly conduct charge. Officers were sent to South Street for a woman reporting that her boyfriend was intoxicated, angry, and yelling at her. Upon arrival, the officer met up with a man, later identified as Hassum, who reportedly stepped outside and began talking to the officer. Hassum allegedly “reeked of an alcoholic beverage and was having trouble standing straight up without swaying,” the officer wrote. Another officer went to speak with the woman who alleged that Hassum had been yelling at her for more than two hours and wouldn’t stop. All during the visit, Hassum was allegedly yelling and ignored requests to be quiet so he was arrested. He was held without bail.

Kimberly G. Labrecque, 43, of Manchester, was arrested at 5:45 p.m. on Feb. 1, on a resisting arrest or detention charge. An officer was called to the Rite-Aid on South Street to investigate a report of people drinking in the parking lot. The officer came across the car in question, a Nissan, but there was no one inside. In the center console though, the officer reported seeing two glasses with brown liquid and ice cubes in them. A man in a van parked next to the car told the officer the subjects went inside the store. The officer went into the store and looked for the individuals and later, a woman reportedly saw the officer and with “a look of panic,” exited the store. A sergeant arrived at the scene to search for the woman while the officer spoke to a man who stated the car belonged to the woman. The sergeant caught up with the woman, Labrecque, in the parking lot of the Citizens Bank and asked her to stop but she allegedly kept walking. The sergeant later ran up to Labrecque and took her into custody. The probation department put a hold on Labrecque and she was held without bail.

Dustin T. Anderson, 33, of Boscawen, was arrested at 11:23 a.m. on Feb. 2, and charged with driving after revocation or suspension and a bench warrant. While driving north on South Main Street near St. John the Evangelist Church, an officer saw a Suzuki with an expired inspection sticker. The car was stopped near Storrs Street. The driver, Anderson, reportedly said he didn’t know the car wasn’t inspected, noting that it was his girlfriend’s vehicle. A DMV check of Anderson yielded a suspended license on Jan. 25, on a default court summons. A warrant was also issued on Oct. 29, 2013, for nonappearance in court. Anderson was arrested and is due in court on March 10.

Dillon Ryan Johnson, 19, of Concord, was arrested at 3:24 a.m. on Feb. 3, on an obstructing report of a crime or injury charge. Officers were called to Spruce Street for a domestic. Dispatch advised that a husband wouldn’t allow his wife to leave the residence after an argument. The officers spoke with Johnson who reportedly told officers nothing had happened. The officer alleged that Johnson denied that an argument took place but later admitted the two had been fighting because his wife had not slept with him the past several nights. The two argued but it had not gotten physical, he reportedly stated. Johnson also allegedly denied preventing his wife from leaving the home. The wife’s brother reported hearing the two yell at each other and stated he took the couple’s kids to their grandmother’s house. His sister wanted to come too and Johnson allegedly stood in the doorway and wouldn’t let her leave, the brother alleged. Another officer spoke to the wife and then returned to Johnson to clarify his statements. Johnson allegedly admitted that he “may have touched” her cellphone or “knocked it away by accident” and later, allegedly admitted to taking away her cellphone so she couldn’t call police about the incident. “I didn’t want to get in trouble,” he allegedly told the officer, and was arrested. He’s due in court on March 10.

Tonya Marie Brown, 28, of Concord, received a summons at 11:53 a.m. on Feb. 3, on a driving after revocation or suspension charge. While on Village Street an officer reported that a Dodge minivan passed by with an expired inspection sticker and no front plate. The vehicle was pulled over at Thirty Pines. A check of the driver, Brown, yielded a suspended license from Sept. 26, 2013. She was arrested at is due in court on March 10.

Stephen D. Radzik, 59, of Concord, was arrested at 5:55 p.m. on Feb. 3, on a driving while intoxicated charge. Police received a tip about a possibly impaired driver pumping gas into his Chevrolet Impala at the Cumberland Farms on North Main Street. An officer was sent over and found the man sitting in the driver’s seat with the car’s engine running. The officer spoke to the man about whether or not he might be impaired and the man said he was fine. The man, Radzik, was allegedly “very slow to respond to my question,” the officer wrote, and later, he allegedly admitted to having two large glasses of wine earlier. Radzik agreed to take some field sobriety tests and later, was arrested. 

Joseph Francis Schultz, 19, of Concord, was arrested at 9:39 p.m. on Feb. 3, on a bench warrant. Officers were called to Pinehurst Street for a possible fight in an apartment. As they arrived and came up the stairs, the officers noticed a man closing a door on them. The officers entered the apartment as the man reportedly began screaming that they had no right to be in his apartment. A teenage girl was in the apartment and began knocking on a door and a man came out of the room and told officers that there was a disagreement between the children but that everything was OK. The officers confirmed this from other parties and left. As they were leaving though, they reportedly heard a man screaming from the apartment again and went back upstairs. They ran a check on the teen and found that he had a bench warrant for nonpayment of a fine. The teen, Schultz, was arrested and later, apologized for his behavior. He refused bail and was arraigned on Feb. 4.

Chelsea Anne Welch, 26, of Franklin, was arrested at 2:54 p.m. on Feb. 6, on a bench warrant. Welch turned herself in to police on a Jan. 13, nonpayment of fine warrant out of Franklin District Court, with $250 cash to settle. During an inventory of her belongings, two baggies of a controlled substance were allegedly found. She had a court date on March 3.

Matthew Timothy Daniels, 27, of Concord, was arrested at 7:40 p.m. on Feb. 6, on a bench warrant. While monitoring traffic at Canterbury Road and Pembroke Road an officer saw a vehicle roll through a stop sign. It was pulled over on Chase Street. The driver, Daniels, had an active warrant for nonappearance in Concord District Court on Feb. 4, on simple assault charges. Daniels was released on $1,000 cash bail and had a court date on Feb. 19.

Andrea Watkins, 21, of Concord, was arrested at 7:23 a.m. on Feb. 7, and charged with driving after revocation or suspension and suspended registration (operating-misd). A 1998 Lexus ES300 was stopped on the I-93N onramp at Exit 13, for having a snow covered rear license plate. Dispatch advised that the driver, Watkins, had a suspended license and registration on Sept. 27, 2013, after a conduct after an accident incident. She was arrested and is due in court on March 17.
