CRIME LOG: Man Arrested for Felonious Sexual Assault of a Child in 1999

The Concord Police Department and/or Concord District Court supplied the following information. It does not indicate a conviction.

Maura C. Laughlin, 28, of Concord, was arrested at 4 a.m. on Dec. 10, 2013, and charged with theft by unauthorized taking, a felony due to two previous convictions, and a bench warrant. Laughlin was the passenger in a car that was driven by Jon Daigle who was also arrested on Dec. 10. Police stopped the vehicle after a report of a theft at the Cumberland Farms on North Main Street. An employee at the store alleged that a woman stole items from the store and then fled in a white Honda CRV. The SUV was stopped on Loudon Road and Daigle and Laughlin were questioned. Laughlin was asked if she stole anything from the store and allegedly “looked surprised” at the officer’s question and “stuttered a few times without being able to answer my question.” The officer told Laughlin that there was video of her stealing things and she needed to talk about what happened. Laughlin allegedly reached into her handbag that was at her feet and pulled out corn bread and a quart of milk. She allegedly stated, “Just these,” to the officer, who alleged that there were more items in her handbag. The officer asked her to exit the vehicle and she allegedly started crying, saying she didn’t have anything to feed her son so she stole the items. About $14 worth of items were stolen, including a Snapple ice tea, frozen pizza, a breakfast sandwich, key lime pie, and other items. While speaking with Laughlin, dispatch advised that there was a warrant out of Franklin District Court for Laughlin from Dec. 5, 2013, for nonappearance in court on a false report to law enforcement, $745 cash to settle, and a warrant from Allenstown Police for issuing bad checks. She was held without bail. The officer also noted in court documents that Laughlin was convicted of theft in Manchester District Court in June 2013, and willful concealment in Salem District Court in May 2013, so the theft charge was elevated to a felony.

Robert W. Silar II, 41, of Concord, was arrested at 12:55 a.m. on Dec. 15, 2013, and charged with driving while intoxicated, second offense, and resisting arrest or detention. While clearing the snow off a police cruiser on South Main Street, an officer reportedly heard an engine revving loudly and observed a small SUV “accelerating and skidding from side to side” while traveling north, “driving erratically intentionally.” As the vehicle turned, it struck a curb and drove into a snow bank. Later, the Toyota RAV4 freed itself from the snow and kept driving on South Main Street. The officer began to follow the vehicle and the car made a right hand turn onto Perley Street heading in the wrong direction of the one-way street. The officer put on the cruiser’s emergency lights and pulled up behind the RAV4 just as it pulled in front of a city of Concord plow heading in the correct direction. The officer approached the vehicle and heard music blaring from the vehicle. The officer spoke to the driver, Silar, and alleged that he smelled like alcohol. When asked for his registration and license, he allegedly had difficulty getting the registration out of the glove box. His movements were allegedly slow and delayed. Silar allegedly stated he had been at the Capitol Club but then corrected himself and said Tandy’s Top Shelf. Silar allegedly refused to take a field sobriety test and was arrested. Later, the officer learned that Silar was convicted of DWI in Manchester District Court in November 2005.

Herbert N. Thibeault, 49, a homeless man now located in Concord, was arrested a 12:20 p.m. on Dec. 19, 2013, on a bench warrant. An officer patrolling Loudon Road saw Thibeault and ran a check to see if he had any warrants. A warrant from Concord District Court issued on Dec. 4, 2013, for nonappearance in court kicked up and he was arrested. The officer asked Thibeault if he wanted to see a bail commissioner and he allegedly told the officer, “’F--- you’ several times,” according to the report. Thibeault allegedly told the officer he skipped court because he doesn’t believe in the judicial system. He was arraigned on Dec. 20.

Alyssa M. Carr, 18, of Pembroke, received a summons at 10:15 p.m. on Dec. 22, for theft by unauthorized taking or transfer. Officers were called to Sears on Loudon Road for a report of a shoplifter in custody. The woman, Carr, allegedly admitted to stealing about $275 worth of items including an mp3 player, three ties, a gold chain, and ear buds, calling it stupid and apologizing for the incident. One of the officers watched video surveillance of the incident. She’s due in court on Jan. 27.

Tyler M. Corey, 20, was arrested at 11:52 p.m. on Dec. 23, on a criminal mischief (vandalism) charge. Officers were called to Dakin Street for a domestic where a woman alleged her son, Corey, had punched a hole in a wall and door. He later left the scene with another man. Officers checking the area saw two men walking near the McDonald’s on South Main Street and one appeared to be Corey. When talking with Corey, the officer alleged that he said he and his mother had been in an argument and he when asked if he broke anything, allegedly stated he was “just getting his anger out.” The damage to the wall and door was estimated to be about $200, according to the report. Corey was arrested and allegedly “became extremely agitated” and began “screaming and jumping about” when cuffed. Eventually, he calmed down, the officer reported, and he was cooperative. During a search, the officer allegedly found syringes and two bags of Spice. Corey is due in court on Feb. 3.

Nicole E. Gregory, 19, of Concord, received a summons at 1:40 a.m. on Dec. 24, 2013, on a driving after revocation or suspension charge. While traveling on Airport Road, an officer noticed a 2002 Dodge Dakota pull into the Concord Nissan dealership on Manchester Street from Old Suncook Road slowly and using its brakes while driving. The car then turned around and headed onto Airport Road. The officer found this suspicious and followed the car, pulling it over near Lawrence Street. The officer alleged that both the driver, Gregory, and a female passenger, began to question why the vehicle was stopped. The officer requested a license from Gregory but she reportedly didn’t have one, only an ID car. The officer later found out that Gregory had a suspended license on Dec. 13, on a default court summons. While talking with Gregory, the officer reported that she allegedly denied being in the Nissan parking lot or denied seeing the officer. Gregory was served with a summons and is due in court on Jan. 27.

Kevin F. Rodney, 36, of Concord, was arrested at 3:48 p.m. on Dec. 24, and charged with driving after revocation or suspension, suspended registration (operating-misd), and possession of drugs. While stopped at Maple and North State streets, an officer observed a 1998 Honda Accord with a July inspection sticker. The car was stopped outside of the Concord Public Library on Green Street. The driver, Rodney, had a suspended license and registration on Dec. 22, for default agreement. He was arrested and also cited for an inspection sticker violation. During a search of the vehicle, an officer allegedly found marijuana inside the middle console of the car and a possession charge was added. Rodney allegedly denied that marijuana was his, saying he quit for his kids, and blamed the passenger in his car for putting it there, according to the report. Rodney was released and is due in court on Jan. 27.

Michael Edward Cilley, 31, of Plymouth, was arrested at 5:50 p.m. on Dec. 26, 2013, on a felonious sexual assault – forcible fondling charge, a felony, from April 15, 1999, against a 4-year-old girl. Officers picked up Cilley from Tilton Police near Exit 18 on I-93. He was released on $10,000 personal recognizance bail and is due in court on Feb. 3.

Ogowk O. Ojullo, 43, of Concord, was arrested at 10:17 p.m. on Dec. 26, on a simple assault (personal weapons) charge. Officers were called to Canton Circle for a domestic disturbance. Officers spoke with Ojullo’s wife who alleged that he got upset with her and their two children for eating in the living room and spilling food. The woman stated that she didn’t want to clean up the living room until the children finished eating and Ojullo allegedly became “infuriated that she did not do what he asked,” according to the report. The two continued to argue and Ojullo allegedly slapped the woman. The woman then allegedly slapped Ojullo back. Officers spoke with Ojullo who denied hitting his wife. He allegedly said he was upset with the mess in the living room. While speaking with Ojullo, the reporting officer alleged that he wouldn’t answer the questions directly. An officer spoke with one of the children who stated that Ojullo struck his mother first and he was arrested. Ojullo is due in court on Feb. 3.

Jason McCormick, 37, a homeless man now located in Concord, was arrested at 11:54 p.m. on Dec. 26, 2013, on a bench warrant. An officer reportedly saw two individuals hanging around outside the Holiday Inn on North Main Street and knew from previous contacts. The officer checked McCormick and a bench warrant from Nashua District Court from earlier in the day on a failure to appear on a criminal trespass charge appeared. McCormick was arrested and had a court date on Jan. 6.

Laurence Cashman, 77, of Concord, received a summons at 11 a.m. on Dec. 27, 2013, on a simple assault (personal weapons) charge. The charge stems from an alleged incident on Nov. 5, 2013, at Concord Hospital on Pleasant Street. Due to his age and physical state, a summons was issued. He’s due in court on Jan. 27.
