LOG: Cops Put the Freeze on Keene Teen for Drugs, Alcohol at Fro-Yo Shop

The Concord Police Department supplied the following information. It does not indicate a conviction.

Joshua D. Ingram, 19, of Bow, was arrested at 6:15 a.m. on April 10, on three counts of simple assault from March 19, on Cheryl Drive. Hopkinton Police arrested Ingram on the warrant. A Concord officer later met with them on West Parrish Road to take custody of Ingram. He’s due in court on June 2.

Randy Mongeau, 17, of Penacook, was arrested at 6:25 p.m. on April 10, and charged with two counts of criminal mischief (vandalism), disorderly conduct, and default or breach of bail conditions, from April 7 at the Washington Street School in Penacook. Mongeau turned himself in to police and is due in court on June 2.

Robert Orbille Grant Jr., 58, a homeless man now located in Concord, was arrested at 8:20 p.m. on April 10, on a criminal trespass charge. Officers were sent to the railroad tracks behind The Friendly Kitchen for a report of a man giving firefighters a hard time after they were trying to put our a brush fire. The man later left the area. One of the officers caught up with the man, later identified as Grant, and he allegedly began yelling that he was upset that someone set the fire. Grant said he was trying to find his friends to make sure they were OK and the firefighters requested that he leave but he allegedly refused. Once he found out his friends were OK, he left, he said. Grant and the officer reportedly began discussing the fact that no one is supposed to be trespassing on the tracks and Grant allegedly stated he didn’t care because he was homeless and had no place else to go. “While speaking with Grant, he became verbally aggressive and was subsequently placed under arrest for criminal trespass,” the report noted. He’s due in court on June 2.

Ralph F. Hooper, 72, of Concord, was arrested at 8:22 a.m. and 9:10 p.m. on April 11. He was first charged with obstructing the report of a crime. The evening arrest was a default or breach of bail conditions charge. In the first case, officers were sent to an apartment on Portsmouth Street for a report of a 911 hang up call. Officers spoke with a woman who alleged that her husband had been beating her and took a phone out of her hand when she tried to call the police. Hooper allegedly denied any physical contact and the officer found no physical evidence but arrested him on the obstruction charge. He was released on $2,000 personal recognizance bail, with a court date of May 19. For the second call, an officer was sent back to Portsmouth Street for a report of a man banging the door. Dispatch told the officer that he was arrested earlier and now appeared to be out on bail and banging on the door. The woman stated that he was allegedly demanding to get inside to urinate. This would go on for 10 minutes and then he would reportedly leave and the come back and do it again. Another officer arrived to assist and Hooper reportedly stated that he was in his car sleeping and not doing anything. The terms of is bail from earlier in the day required that he stay 300 feet from the woman and not commit any crimes while on release. He was arrested and held without bail.

Daniel D. Valentin, 33, of Chichester, was arrested at 1:52 a.m. on April 12, and charged with two counts of driving while intoxicated, aggravated driving while intoxicated, and two counts of driving after revocation or suspension. Valentin was stopped on North Main Street in a 1999 Pontiac Gran Am after reportedly peeling out of a parking spot on Storrs Street and accelerating rapidly north. After being stopped, Valentin allegedly fumbled to find his paperwork, smelled like alcohol, and had eyes that were red and glassy. He agreed to perform field sobriety tests and was later arrested. Police later learned that there was a warrant for his arrest on an operating after a suspension charge from April 9. He was convicted of operation after suspension in Nashua District Court in February 2010. He had a court date on April 28.

Jennifer Ann Beaulieu, 30, of Concord, was arrested at 7:24 a.m. on April 12, on a simple assault charge. Police were sent to Summer Street for an assault with a man calling police alleging that a woman pushed him down some stairs. The man alleged that he was upstairs in a bedroom when Beaulieu started yelling at him to get out of the house. The two exchanged words and she allegedly “pushed him several times in the chest area.” As the officer was speaking with the victim, Beaulieu “came stomping down the stairs and began screaming at me and (the victim).” The officer spoke with Beaulieu and later, she allegedly admitted to pushing the victim and the two began arguing about past assaults. She was arrested and had a court date on May 19.

Elliott Steven Dafoe, 30, of Contoocook, was arrested at 6:20 p.m. on April 12, on a default or breach of bail conditions charge. Officers were called to the Market Basket on Storrs Street for a report of a man passed out on the sidewalk. Initially, the man allegedly provided a false name but later learned that it was Dafoe and he was arrested. He had a court date on May 19.

Miles John Chamness, 60, of Concord, was arrested at 9:50 p.m. on April 12, on three simple assault charges. Officers were sent to an apartment on Fisherville Road for a domestic disturbance involving a woman and her ex-fiancée, who are now only roommates. The woman reportedly stated that both had been drinking and began arguing and Chamness allegedly began yelling and screaming and later, grabbed her arm and kicked her in the leg. The reporting officer noted that there didn’t appear to be any markings on her leg or arm. Chamness reportedly denied doing anything wrong and denied the assault. He was later arrested and had a court date on May 19.

Christopher Mackey, 19, of Keene, was arrested at 10:10 p.m. on April 12, and charged with possession of drugs and two counts of unlawful possession of alcohol. Officers were called to Dips Frozen Yogurt on North Main Street for a report of “people doing drugs.” Upon arrival, they found an employee and some people in the back of the store. The reporting officer spoke with one person, Mackey, who allegedly “appeared to be under the influence of something.” He also appeared to have smokeless tobacco in his mouth and had spit stains on his shirt. Mackey was arrested for internal possession of alcohol. Later, in his backpack, the officer allegedly found a 750 ml bottle of Ciroc Red Berry Made Vodka, a prescription bottle, and marijuana. He later allegedly denied that the backpack was his. During processing, Mackey allegedly “continued to go through mood swings.” He had a court date on May 19.

Michael-Paul M. Palughi, 32, of Manchester, was arrested at 9:45 a.m. on April 14, on a bench warrant out of Superior Court in Carroll County from Dec. 26, 2013. He was unable to make bail and was taken to the Merrimack County House of Corrections and transported to the Carroll County Sheriff’s Department.

Kimberly Burke Gallagher, 43, of Concord, was arrested at 10:05 a.m. on April 14, and charged with issuing bad checks from May 6, 2013, against Fred Fuller Oil in Hudson. She turned herself in to police. Gallagher reportedly told the officer that she had paid the outstanding balance earlier in the day. She had a court date on May 19.

Dennis Floyd Fleming, 19, of Concord, was arrested at 4:40 p.m. on April 14, and charged with possession of drugs and possession of controlled drugs. An officer saw a Chevrolet Cavalier drive by on East Side Drive with cracked windshield and pulled the vehicle over at Hazen Drive. When officer approached the driver, he allegedly could smell marijuana coming from the car. The driver, Fleming, reportedly stated he didn’t have money to fix the windshield. When asked about the marijuana smell, Fleming allegedly stated that he bought the car from someone who used to smoke marijuana. When told that the officer thought he was lying, “Fleming sighed and stated that he had a pipe in the center console,” and later, allegedly admitted to having marijuana in a pocket. He was arrested and had a court date on May 19.

Sean Michael Ernst, 27, a homeless man now located in Concord, was arrested at 12:45 p.m. on April 15, on a reckless conduct; place another in danger charge from Modena Drive in Penacook on June 29, 2013. Ernst was served at the Merrimack County House of Corrections, refused bail, and arraigned on April 16.

Bryan William Batchelder, 44, of Concord, was arrested at 5 p.m. on April 15, on a theft charge from the New Hampshire State Liquor Store on Storrs Street from March 29. An officer was sent to Concord Hospital to arrest Batchelder. He had a court date on May 19.
