ARRESTS: Boscawen Man Charged with DWI After Crash

The following information was supplied by the Concord Police Department. It does not indicate a conviction.

  • Ricky Franco, 35, a homeless man now located in Concord, was arrested at 3:30 p.m. on Sept. 28, and charged with violation of a protection order; penalty and default or breach of bail conditions. A neighbor called police alleging that Franco entered an apartment on South State Street when his bail conditions didn’t allow him to be there. Officers responded to the address and spoke to a woman who allegedly said Franco wasn’t at the apartment but allowed officers to search the residence. Franco was allegedly found in a closet and arrested.
  • Debbie Gilmore, 44, of Concord, was arrested at 12:29 p.m. on Sept. 30, on a disorderly conduct charge. Officers were called to Centre Street for a report of a woman in the middle of the street hitchhiking. After they arrived, the reporting officer noted that the woman, Gilmore, appeared to be intoxicated and she allegedly admitted that she was. The officers told her that they were worried for her safety and were going to allow her to walk to Summer Street but she allegedly ran out into the middle of traffic after seeing a bus Gilmore seemed to recognize, according to the report. The officers ran into the middle of Centre Street that was “busy with traffic as it was (the) lunch hour” and took custody of Gilmore.
  • Colleen E. Tucker, 25, of Henniker, was arrested at 5:25 p.m. on Oct. 10, and charged with driving after revocation or suspension and suspended registration (operating-misd). An officer on South Main Street ran a check on a 1996 Honda Civic and found that the owner of the vehicle had suspended privileges and registration. The car was pulled over near Perley Street. The driver, Tucker, who also owned the vehicle, reported to the officer that she received a speeding ticket and may not have paid the fine. Tucker was arrested and later, released on $3,000 personal recognizance bail. She had a court date on Nov. 25.
  • Anthony Michael Roesel, 21, a homeless man located in Concord, was arrested at 9:15 p.m. on Oct. 11, on a driving after revocation or suspension charge. While on Loudon Road, an officer observed a 2004 Honda Civic make a left turn onto Loudon Road from the Burger King where a left turn isn’t allowed. The car was stopped in front of the Morning Star Apartments. During the stop, the driver, Roesel, reportedly said he didn’t have a license and it was confirmed later that his license was suspended on April 25, and also showed a prior suspension from July 29, 2010, out of Concord District Court. Roesel was arrested. The passenger, the owner of the car, was also issued a summons for allowing an improper person to drive. He was later released on $2,000 personal recognizance bail and had a court date on Nov. 18.
  • Jason Webb Goodwin, 33, of Concord, was arrested at 5:20 a.m. on Oct. 13, on charges of a simple assault (personal weapons) and obstructing the report of a crime or injury. Officers were called to an apartment on South Street for a domestic disturbance where a woman was reporting that her boyfriend had assaulted her. When officers arrived, the woman was standing in a parking lot crying. Other officers went into the apartment to speak to the man, Goodwin, who was also upset. During an interview about the incident, the officer reported that the fight occurred when the two began arguing about their attendances at bachelor and bachelorette parties. He had been to one the previous evening; she had just come back from one. At one point in the evening, the woman was sick, unstable, and fell out of a limousine, according to Goodwin, but was now claiming that he hit her in the face and called police. The officer noted that Goodwin’s knuckles were slightly swollen but had no other injuries or marks. The officer saw an ice pack on a table and Goodwin allegedly said it was for his girlfriend’s face. The officer went out to speak to the woman who had a swollen left eye and bruising under on her cheek that appeared to be recent. The woman alleged that Goodwin struck her in the face. The woman denied falling on her face but did say she stumbled and had gotten sick in the parking lot. The officer didn’t see any other abrasions that would indicate she had fallen. Goodwin’s mother, who was out with his girlfriend and took a picture of her getting sick, denied that she fell. Goodwin was arrested and later, released on $4,000 personal recognizance bail. He had a court date on Nov. 25.
  • Ryan Joseph Digiore, 25, a homeless man now located in Concord, was arrested at 2:51 p.m. on Oct. 13, on a bench warrant. While driving on Park Street, an officer observed two men standing outside the Concord Public Library on Green Street and recognized Digiore from previous contacts and thought he had a warrant. The officer checked and confirmed that there was a warrant out of Concord District Court on a willful concealment for nonpayment of fines, $380 cash to settle. Digiore went into the library and the officer parked the cruiser and followed him in. Digiore, the other man said, was in the bathroom. Later, when he came out, he was arrested. Digiore was released on $1,000 personal recognizance bail and had a court date on Nov. 18.
  • Jesse Kenneth Crocker, 18, of Loudon, was arrested at 5:50 p.m. on Oct. 15, on a conduct after an accident charge. The charge stems from an accident at 9:45 p.m. on Oct. 3, at the intersection of Hoit Road and Whitney Road. Crocker turned himself in to police and was later, released on $2,000 personal recognizance bail. He is due in court on Dec. 2.
  • Colleen R. Doyle, 22, of Concord, was arrested at 1:32 a.m. on Oct. 16, on two counts of driving while intoxicated. An officer patrolling Storrs Street reportedly observed a Hyundai Elantra cross over a double yellow line and then drift back and forth in the street. The car turned left into the Burlington Coat Factory parking lot, accelerated through the lot, and then came to a stop in a parking space. The driver, Doyle, allegedly got out of the car and didn’t acknowledge the officer at first and had her back turned to the officer. As the officer approached, Doyle provided information to the officer. “Doyle’s eyes were bloodshot and I noticed a strong odor of an alcoholic beverage coming from her breath,” the officer alleged. Doyle agreed to perform field sobriety tests and was later arrested. She was released on $1,500 personal recognizance bail and had a court date on Nov. 4.
  • Derek A. Marshall, 40, of Boscawen, was arrested at 1:44 a.m. on Oct. 20, on two counts of driving while intoxicated. While on East Side Drive, an officer was flagged down by a woman about a motor vehicle accident in the area. The woman was “distraught” and had been a passenger in the vehicle. The officer found the vehicle that had gone up over the curbing and struck a tree near East Sugarball Road. “The grassy area that led to the tree was not disturbed from an attempt to brake or steer away from the tree,” the officer reported. The officer spoke to the driver, Marshall, who allegedly had “bloodshot eyes and an odor of alcoholic beverage coming from his breath.” He agreed to field sobriety tests and was arrested. Marshall was later released on $1,500 personal recognizance bail and had a court date on Nov. 4.
  • Katla S. Jackson, 43, of Concord, was arrested at 1:45 p.m. on Oct. 21, on two counts of issuing bad checks. Jackson turned herself in to police on the charges that stem from transactions on Sept. 12, and Sept. 17, involving $46 worth of purchases at the Dragon Star Restaurant on South Main Street. She was released on $3,000 personal recognizance bail and is due in court on Dec. 2.
  • Katrina Michelle Lessner, 19, of Pembroke, was arrested at 9:48 a.m. on Oct. 22, on a bail jumping charge. An officer was sent to Concord District Court to arrest Lessner on the charge. Lessner allegedly admitted to missing the court date but thought she was all set since she met with the court and rescheduled the date. She was arrested and released on $2,000 personal recognizance bail. Lessner is due in court on Dec. 9.
