ARRESTS: Machete-Wielding Man Picked Up at Walmart

The following information was supplied by the Concord Police Department. It does not indicate a conviction.

  • Ricky Franco, 35, of Concord, was arrested at 11:45 p.m. on Sept. 20, and charged with simple assault (personal weapons) and obstructing report of crime or injury. An officer was called to a domestic disturbance on South State Street where the man had already left the scene. The woman at the apartment told an officer that she and Franco were fighting about her prescription pills that she thought he took but she later found. Franco allegedly pushed her against a wall, held her by the neck, and took her cellphone when she tried to report the pills missing earlier in the evening. The woman alleged that Franco had been getting aggressive and she was tired of it. The officer reported not seeing any markings or bruises on the woman on her back or neck but did take a picture of scrapes on her arm. Within a few minutes, Franco appeared at the door and spoke with officers. He allegedly told the officer he was mad about his girlfriend’s accusations and allegedly admitted to pushing the woman but only because he feared that she would hit him first, as she allegedly had done in the past. Franco was arrested but the woman reportedly wouldn’t fill out a statement about the incident. He was released on $5,000 personal recognizance bail and had a court date on Oct. 21.
  • Katty M. Blodgett, 31, of Concord, was arrested at 8:45 p.m. on Sept. 29, on a simple assault charge. An officer was called to Summer Street for a domestic disturbance between a couple. The woman, Blodgett, reportedly told officers that they had a verbal argument about their infant child. She alleged that her boyfriend was pointing his finger at her and then began choking her until his friend pulled him off her. He then left the apartment. She reportedly tried to punch him while he was choking her. The officer noted that there was a red mark on her forearm but didn’t see marks around her neck. Officers then went to speak with the man who they found on High Street. The man admitted that the two had an argument about who was watching their son. He said Blodgett allegedly ran toward him, pushed him in the chest, and was swinging at him. Another witness backed up the boyfriend’s story and later, she was arrested. While being processed, Blodgett “lost control,” according to the officer, and “was yelling hysterically.” Later, she calmed down and was released on $2,000 personal recognizance bail. Blodgett will be arraigned on Nov. 18.
  • Joshua M. Roy, 23, of Boscawen, was arrested at 10:45 a.m. on Oct. 1, and charged with possession of drugs, possession of controlled drugs, driving without giving proof, and driving after revocation or suspension. While on Village Street, an officer observed an Acura SUV with an expired registration sticker. The registered owner also came up with a driver’s license and vehicle registration suspension, due to nonpayment of a fine, according to a spot check. The vehicle was stopped outside the Manor Fire Station in Penacook. The driver, Roy, said he thought his girlfriend had paid a ticket she received that created the check. Roy gave the officer a license with a Londonderry address and later, reportedly said he had moved to Boscawen a few months ago. The officer reminded Roy that he had 10 days to change his address with DMV. The officer alleged in the report that he could smell marijuana coming from the car but Roy allegedly denied that there was marijuana in the car. The officer checked Roy’s license, which was suspended on March 17, for uninsured accident. His registration was also suspended on March 2, and Roy was arrested. During a pat down, the officer allegedly found a glass pipe in his shorts pocket, which had marijuana inside it. Another pocket allegedly had a grinder with marijuana in it. Roy was later released on $4,000 personal recognizance bail and arraigned on Oct. 21. He was also issued a summons for change of address.
  • Anthony Heyer Kenney, 20, of Concord, was arrested at 4:25 p.m. on Oct. 2, on a bench warrant. An officer was checking the area behind The Concord Center on Ferry Street and came across a group of people hanging around. One, Kenney, had an electronic bench warrant from Oct. 1, out of Concord District Court, for nonappearance in court on a simple assault charge. He was arrested and released on $5,000 personal recognizance bail. Kenney had a court date on Oct. 22.
  • Sean P. Johnson, 19, of Concord, was arrested at 9:30 a.m. on Oct. 3, and charged with unlawful possession of alcohol and transportation of alcoholic beverages by a minor. While monitoring traffic near the power lines on Sewalls Falls Road, the officer saw a vehicle drive by with a July 2013 inspection sticker. The vehicle was pulled over at the railroad tracks. While speaking with Johnson, the officer allegedly observed an 18-pack of Bud Light that was open in the back of the vehicle. Johnson allegedly denied drinking that morning and a female passenger stated that the beer was hers. The officer asked Johnson if he was married to the woman and he denied they were, saying the two were just friends. The woman said Johnson was bringing her to her boyfriend’s house. Johnson was arrested and charged. He was released on $2,000 personal recognizance bail and is due in court on Nov. 18.
  • Colton James Squeglia, 17, of Concord, was arrested at 8:38 p.m. on Oct. 4, on a possession of controlled drugs charge. Squeglia was arrested on a possession charge at Memorial Field. He was released on $1,500 personal recognizance bail and is due in court on Nov. 18.
  • Brian Keith Garland, 48, a homeless man now located in Concord, was arrested at 1 p.m. on Oct. 5, on a conduct after an accident charge. The charge stems from an alleged incident on Sept. 22, at the Shell station on Loudon Road. While parked at Dick’s Sporting Goods, a woman flagged down an officer about the wellbeing of Garland who was reportedly intoxicated and in her car. The woman reported that Garland had taken medication and she just picked him up at Walmart. At the time, she alleged, he was waving around a machete, while standing in the store’s parking lot. The officer checked in with dispatch about Garland and he had a warrant out for his arrest from a previous accident in the area last month. The officer spoke to Garland, who was reportedly intoxicated and mumbling. When asked how much alcohol he had consumed, Garland allegedly said, 18 beers. The officer asked Garland to step out of the car and he did, allegedly swaying back and forth. When told he had an active warrant, Garland reportedly sighed. He was later released on $2,500 personal recognizance bail and is due in court on Nov. 18.
  • Kathryn J. Rochleau, 19, of Pittsfield, was arrested at 8:34 p.m. on Oct. 6, and charged with criminal trespass and simple assault (personal weapons). The charges stem from an alleged incident at Canton Circle on Sept. 7, against a woman. Rochleau turned herself in to police and was later released on $3,000 personal recognizance bail. She due in court on Nov. 18.
  • Travis Michael Vachon, 26, of Concord, was arrested at 9:26 a.m. on Oct. 7, on a bench warrant. An officer on Centre Street pulled over a 1989 Saab with an August 2013 inspection sticker, which expired in September. The vehicle was stopped at Centre and North State streets. The passenger in the car, Vachon, had an active warrant on a reckless operation charge, for nonpayment of fines, with $745 cash to settle. He was arrested and later, released on $745 personal recognizance bail. He’s due in court on Oct. 21.
  • Christopher Skinner, 17, of Plymouth, was arrested at 8:51 p.m. on Oct. 8, was arrested for being a runaway juvenile. At 5:30 p.m., a Plymouth Youth Program worker reported to police that while at the Concord Family YMCA on North State Street, two juveniles, one of them being Skinner, allegedly walked away from the program and might be in the White Park area. Police took descriptions of the two and calls were put out. A number of hours later, police found the two at the corner of Green and Warren streets and transported them to Exit 20 for a custody exchange.
