Screeching Tires Leads to DWI, Drug Arrest

Concord Police: Joseph Schiltz allegedly nearly hit a cruiser while peeling out of the Durgin Block Garage.

A Concord man was arraigned on a number of charges after an early morning peel out of a local garage.

Joseph Carlton Schiltz, 32, was arrested at 2:01 a.m. on Sept. 28, and charged with driving while intoxicated, possession of controlled drugs, and possession of drugs.

While clearing a call at the Durgin Block Garage, officers heard car tires squealing and an engine roaring somewhere else in the garage, according to an arrest report.

One of the officers saw a 1994 Honda Accord two-door coupe attempting to exit out of the garage towards Warren Street but was unable to, due to the parked cruisers. The officer alleged that the coupe then tried to exit from School Street but failed to negotiate the turn and had to reverse again and came “within inches” of striking one of the cruisers.

The Honda later exited on School Street, screeched its tires onto North State, and drove across marked parking spaces on North State Street.

The officer began a pursuit and pulled the car over in the Holiday Inn parking lot off North Main Street.

The officer asked for the man’s license and it allegedly took him two minutes to find it in his wallet, according to the report, because the man, later identified as Schiltz, had problems accessing his wallet.

Schiltz allegedly admitted to drinking at two establishments downtown, was given a field sobriety test, and was then arrested.

While searching him, the officer alleged that Schiltz was “fidgeting with his pants” and later, another officer found a plastic bag with marijuana on the ground where Schiltz happened to be standing.

Schiltz was later released on $6,000 personal recognizance bail and was arraigned on Oct. 7.

Earlier this year, Schlitz was arrested for DWI and other charges after he allegedly crashed a car on North State Street. In 2012, Schlitz was arrested on assault and drug charges after allegedly smashing a chair on Manchester Street.
