CRIME LOG: Webster Man Arrested on Drug Charges

The following information was supplied by the Concord Police Department. It does not indicate a conviction.

Pierce Makuen Osgood, 17, of Concord, was arrested at 2:48 p.m. on Dec. 16, 2013, and charged with simple assault (personal weapons) and default or breach of bail conditions. 

Michael W. Durgin, 34, of Webster, was arrested at 9:30 p.m. on Dec. 30, 2013, and charged with misuse or failure to display plates, traffic light, disobeying an officer, resisting arrests or detention, possession of controlled drugs, a felony, possession of drugs, a felony, possession of prescription drugs without a prescription, and driving after revocation or suspension. The charges stem from an alleged incident on Bouton Street on Dec. 23, around 5 p.m. Police allegedly found heroin in a plastic bag, heroin in a hypodermic needle, as well as a kit with needles, a spoon, and residue. Also seized were a cellphone, a license plate, and a Northface bag with about 25 DVDs. An officer was sent to the Merrimack County Department of Corrections to issue the warrant to Durgin. He was being held without bail and refused bail on the charges. He was arraigned on Dec. 31.

Brian Matthew Mills, 52, of Concord, was arrested at 6:44 p.m. on Jan. 3, on simple assault (personal weapons) and resisting arrest or detention charges. Officers were called to Columbus Avenue for a domestic dispute between a father and son. The parties were separated by officers. The father, Mills, was asked about the incident and allegedly “stood there looking at me with a blank state on his face,” according to the officer, and later stated, “nothing happened.” Mills allegedly admitted there were issues within the family. Another officer spoke with the mother and son who both alleged that Mills had pushed his son three times. The son reported that there were problems with the Internet so he went to check the router and found his father “on the ground and unable to stand up.” Mills allegedly had spilt a drink on the Internet cords, which caused the problem. The son asked his father to move while trying to wipe up the spilled drink and Mills allegedly grabbed him and pushed him away. As the son walked away, Mills allegedly pushed him up against a wall while yelling at him. While in a hallway, Mills allegedly pushed his son again and the son requested that his mother call the police. Mills was placed under arrest but refused to get out of a chair when requested repeatedly. Mills was “escorted” to the floor and placed in handcuffs. He was released on $4,000 personal recognizance bail and is due in court on Feb. 3.

April Clark, 40, a homeless woman now located in Concord, was arrested on a felony warrant at 11:02 a.m. on Jan. 4, near the McDonald’s Restaurant on Fisherville Road. An officer monitoring traffic on Fisherville Road saw a Ford Explorer enter the restaurant without using a turn signal. The officer pulled the SUV over in the parking lot and checked DMV records and the driver, Clark, had a warrant from Dec. 24, 2013, for nonpayment of child support. Clark reportedly did not have possession of her license and said she wasn’t thinking when she didn’t use the turn signal. Clark allegedly said she was aware of the warrant and the Merrimack County Sheriff’s Office came to take custody of her. She also received a warning for required turn signal.

Evelyn Pendleton, 50, of Webster, received a summons at 12:40 p.m. on Jan. 4, for operating without a valid license. An officer monitoring traffic at the Lun Hing on Fisherville Road saw a Volkswagen Passat with a yellow 2013 registration sticker on the license plate and a December 2013 inspection sticker. The driver, Pendleton, reportedly informed the officer that she forgot to put the stickers on. A check of the registration proved that the car was registered. But after checking the license, the officer found that it expired on Oct. 5, 2013. Pendleton reportedly told the officer that she went to get a duplicate last year but the DMV didn’t tell her it was expiring. She was given a summons as well as written warnings for failure to display and is due in court on Feb. 3.

Bruce Amero, 58, of Concord, was arrested at 2:04 p.m. on Jan. 4, on a suspended registration charge. An officer monitoring traffic at Lun Hing Motel on Fisherville Road punched in the license of a 1997 Honda Accord had an alert came up that the vehicle registration was suspended. The car was pulled over and Amero reportedly surmised that he may not have paid a fine or ticket and was later arrested. The officer reported that on Sept. 26, 2013, Amero was found guilty for driving an unregistered vehicle and his vehicle had also been suspended. He’s due in court on Feb. 10.

Jonathan Ryan Lafond, 23, of Weare, was arrested at 7:26 a.m. on Jan. 5, and charged with driving while intoxicated and two bench warrants. An officer came upon a large pickup truck on top of a snow pile on North Main near Ferry Street with snow strewn in the middle of the street. When the officer approached, a woman got out of the passenger seat and a man, later identified as Lafond, out of the driver’s seat. The officer asked Lafond where he was coming from and he reportedly said “downtown,” and later, “Pleasant Street.” The officer alleged that Lafond had a “strong odor of an alcoholic beverage coming from him.” When asked how he ended up in the snow, Lafond allegedly told the officer that he was being followed and was trying to get away from the person. The officer repeatedly asked how he crashed and who was following him, but Lafond “wasn’t making any sense,” according to the officer. Lafond agreed to a field sobriety test and was later arrested. The bench warrants were out of Concord District Court for nonpayment of fine on possession of a controlled drug charges from Oct. 25, 2013, and Dec. 16, 2013, with $1,190 cash to settle. Lafond had a court date on Jan. 27.

Luther Young, 54, a homeless man now located in Concord, was arrested at 8:03 p.m. on Jan. 5, and charged with theft by deception and receiving stolen property. The charges stem from an alleged incident at an apartment on Thorndike Street on Dec. 10, 2013, involving a Samsung flip phone and $415. An officer was called to Concord Hospital to take control of Young who had an active warrant and was transported there after reportedly being found unconscious on the sidewalk. Due to his level of intoxication, bail was processed at the hospital and he was later transported to the Merrimack County House of Correction until he was sober. Young was also issued with a no trespass letter to an apartment building on Pleasant Street.

Karissa Petit, 18, of Loudon, received a summons at 2:20 a.m. on Jan. 11, on a driving after revocation or suspension charge. While on Loudon Road, an officer spotted a 2009 Subaru where the people in the car appeared to turn around and look at the officer while driving by. A check of the vehicle stated that the registered owner, Petit, had a suspended license on Dec. 24, 2013. The officer spotted the vehicle at the Shell station across from Walmart on Loudon Road and spoke with Petit, who allegedly admitted she didn’t have a license. She received a summons and is due in court on Feb. 24.

Daniel J. Panza, 29, of Concord, received a summons at 5:36 a.m. on Jan. 11, on a driving after revocation or suspension charge. An officer on North State near Hutchins Street observed a vehicle with a headlight out and pulled it over. The driver, Panza, reportedly told the officer that he had misplaced his license and was getting it renewed. A check though yielded a suspended license on Dec. 2, 2013, for default court summons. Panza allegedly seemed surprised hearing that his license had been suspended. He reportedly stated he received a summons but paid it. Panza was released with a summons and is due in court on Feb. 24. He was given a warning for the headlight.
