CRIME LOG: Two Face Drug Charges

The following information was supplied by the Concord Police Department. It does not indicate a conviction.

  • Joshua Darell Amell, 33, of Loudon, was arrested at 3:05 p.m. on Aug. 23, on a felony possession of controlled drugs charge.
  • Jessi Lea Bisson, 33, of Concord, was arrested at 3:06 p.m. on Aug. 23, on a possession of controlled drugs charge. Officers were called to Hall Street to check on a suspicious vehicle in the Granite State College parking lot, a silver Honda Civic. When the officers arrived, the female driver and male passenger left the vehicle, heading in opposite directions. “When doing so, both individuals were stumbling around and appeared to be intoxicated,” the officer alleged. One of the officers looked inside the Civic and reportedly saw bloody cotton swabs and a dirty spoon with what appeared to be heroin sitting in the back seat, according to the report. A sergeant spoke to the woman while another officer spoke to the man. The report ID’d the two as Amell and Bisson. When asked if there were drugs in the car, Bisson allegedly said she didn’t know but said the syringe in the passenger door was Amell’s. Bisson reportedly agreed to a consent search and a purse was found with used syringes as well as a pipe and a bag of marijuana. When talking with the officers, Bisson allegedly said all the drugs were Amell’s; Amell, who allegedly had just shot himself up with heroin, reportedly said the marijuana belonged to Bisson. Bisson allegedly swore that the drugs were not hers and she was just storing them for Amell. Both, however, were arrested and charged. Later, Amell complained of chest pains and was taken to Concord Hospital for treatment. Both were released on personal recognizance bail and were arraigned on Sept. 23.
  • Shane Kirouac, 26, of Concord, was arrested at 3:45 p.m. on Aug. 27, on three felony counts of sale of controlled drugs. The charges stem from alleged incidents on Jan. 11, at Ruby Tuesday on Loudon Road, Jan. 24, at Burger King on Hall Street, and Feb. 15, at the McDonald’s Restaurant on South Main Street. The charges reportedly involved $470 worth of marijuana. Audio evidence was gathered during the incidents, according an arrest report. Epsom Police arrested Kirouac on the warrants and alleged that he was in possession of Percocet and marijuana at the time of his arrest. He refused bail and was arraigned on Aug. 28.
  • Lisa May Waycott, 39, of Concord, was arrested at 5:44 p.m. on Aug. 28, on a theft by unauthorized taking or transfer charge. An officer was called to Sears on Loudon Road for a report of a shoplifter in custody. A loss prevention officer at the store alleged that Waycott stole $245 worth of children’s clothing. She was reportedly confronted at her vehicle and did not want to return to the store, according to the employee. The officer spoke to Waycott, who allegedly admitted that what “she had done was stupid and she thought that she would get away with it.” Her daughter was reportedly in the vehicle with two males, according to the report. Waycott was arrested. During processing, an officer allegedly found an eyeglass case with multiple unused needles and a bundle believed to be heroin, as well as a spoon with burnt residue and cotton swabs. The substance was sent to the lab for testing. She was released on $2,500 personal recognizance bail and was arraigned on Sept. 23. The juvenile division will also follow up on the case, according to the report.
  • Ann Marie N. Fernandez, 25, of Concord, received a summons at 6 p.m. on Sept. 5, for a suspended registration (operating-misd) and driving after suspension. An officer was called to a motor vehicle accident on South State Street. One of the vehicles involved, a Ford Windstar, was owned by Fernandez. Dispatch reported that Fernandez had a suspended license and registration on Sept. 5, for default of court summons. Since Fernandez had small children in the SUV and no one to pick them up, she was released on two summonses. She’s due in court on Oct. 21.
  • Tonykus Herbert, 27, of Manchester, was arrested at 7 p.m. on Sept. 5, on a bench warrant. An officer was sent to assist U.S. Marshals with an arrest. Herbert was wanted by Hampton District Court for a town ordinance violation, issued on Sept. 4. He was released on $500 personal recognizance and is due in Hampton District Court on Sept. 30.
  • Manuel Vazquez, 59, a homeless man now located in Concord, was arrested at 9:59 p.m. on Sept. 9, on a generic city ordinance violation (public drinking). While on foot patrol in Eagle Square, an officer reportedly observed a man concealing something in his jacket. The man, Vazquez, reportedly told the officer that he had just found the 24-ounce can of High Gravity beer that he was now hiding in his coat. Vazquez was taken into custody and later released. He’s due in court on Oct. 7.
  • James Patrick Kilroy, 29, of Concord, was arrested at 10:45 a.m. on Sept. 6, and charged with driving after revocation or suspension and default or breach of bail conditions. While patrolling on Theatre Street, an officer was flagged down by a woman who alleged that Kilroy was driving a motorcycle in the Market Basket parking lot without a license. Kilroy, the officer noted, had been arrested the previous week, for the same violation. The officer checked Kilroy’s background and found that while he did have financial responsibility status he didn’t have a license. The motorcycle was later stopped at Pleasant Street Extension. Kilroy reportedly told the officer that he didn’t have a license but was trying to help a friend by driving the motorcycle, a 2004 Paneterra, to Bow. Kilroy reportedly stated that he was driving his truck with the motorcycle in the back but the brakes failed so he stopped and started riding the motorcycle. There was a woman also on the back of the bike, according to the officer, who didn’t have eye protection on. Dispatch reported that Kilroy’s license was suspended for lack of paying a fine in Idaho on Jan. 9, 2005. He had been arrested the week before on a license charge, as well as possession of drugs. Kilroy was arrested and refused bail. He was arraigned on Sept. 9.
