ARRESTS: Dunbarton Man Faces Theft Charge

The following information was supplied by the Concord Police Department. It does not indicate a conviction.

Editor’s Note: Due to more extensive narratives in the Concord Police arrest reports, it’s taking a little be longer to transcribe entries and that is why the report dates vary so widely.

  • Rachel M. Marshall, 26, of Pittsfield, was arrested at 8:44 a.m. on Jan. 12, and charged with driving after revocation or suspension and suspended registration. While patrolling Loudon Road near the area of Keach Park, an officer reportedly observed a vehicle without a front license plate with a green 2012 inspection sticker. The officer turned around and pulled the vehicle over at the intersection of Loudon Road and Airport Road. The officer noted that the woman, Marshall, “was visibly nervous and upset.” She reportedly told the officer the reason for the uninspected car was that she had financial issues. Marshall’s license was suspended from NH DMV for default in October 2012. A notice was sent to her Manchester Street home but she reportedly stated that she had since moved to Pittsfield. She was later released on $1,000 personal recognizance bail and was arraigned on Feb. 11. She also received a summons for change of address and uninspected motor vehicle.
  • Bret Bamberger, 19, of Bow, was arrested at 3:18 p.m. on Jan. 12, and charged with theft and default or breach of bail conditions. An officer was called to McDonald’s Restaurant for a report of a subject believed to be smoking marijuana while parked in a 2002 Hyundai in the parking lot. Dispatch advised that the owner of the car, Bamberger, had an active warrant out for his arrest from Dec. 23, 2012, for a theft at Sears on Loudon Road involving a stolen necklace valued at $100. The officer approached the car and Bamberger reportedly didn’t realize the officer was there. The officer allegedly saw Bamberger smoking green vegetative matter from a glass pipe. The officer made contact with Bamberger who reportedly stated that he had been sitting in the lot for several hours. Another officer arrived at the scene to assist. Bamberger reported that he had previously spent the night in the parking lot in the past. He was arrested and charged. Bamberger was held on $2,000 cash bail and arraigned on Jan. 14.
  • Sherrie L. Watkins, 37, of Bradford, was arrested at 6:30 p.m. on Jan. 12, on a charge of issuing bad checks at the Shop N Save in Bristol. Watkins turned herself into Concord Police at the headquarters. She was released on $1,000 personal recognizance bail and was arraigned in Plymouth District Court on Feb. 11.
  • Christopher M. McNair, 29, of Concord, was arrested at 8:03 p.m. on Jan. 12, and charged with simple assault (personal weapons) and criminal mischief (vandalism), on Sept. 19, 2012, on Garvins Falls Road. Officers were dispatched to Warren Street for a report of a domestic disturbance. When they arrived, officers spoke to a number of different people about the disturbance including a woman who alleged that she had been fighting with her boyfriend, McNair. Dispatch informed one of the officers that McNair had a warrant out for his arrest and he was taken into custody. He was released on $2,000 personal recognizance bail and was arraigned on Feb. 11.
  • John Cowdrey, 46, of Concord, was arrested at 4:20 p.m. on Jan. 13, and charged with operating without a valid license and driving without giving proof. An officer was at the intersection of South Main and Storrs streets spot checking vehicles for motor vehicle violations when he reported saw a vehicle that was unregistered even though it had a valid sticker. The officer followed the vehicle until it stopped at Thorndike and Pierce streets. The officer spoke with Cowdrey, the driver, who reportedly stated that he didn’t know where the vehicle registration was. A passenger reportedly said that it might be in the home but was unable to produce the registration. The owner was reportedly in Canada and unable to be reached. Cowdrey reportedly produced a New Hampshire non-driving ID and was later arrested. Later in the report, the officer wrote that Cowdrey’s financial responsibility was also suspended after an uninsured motor vehicle accident on March 10, 2000. He was released on $2,000 personal recognizance bail and was arraigned on Feb. 25.
  • Lloyd Chester Cooper, 24, of Concord, was arrested at 10:29 a.m. on Jan. 14, on a bench warrant. Officers were called to Grove Street for an anonymous report that Cooper was at a residence there. Dispatch stated that there was a warrant for Cooper’s arrest drawn on Jan. 11, when he failed to appear in court on an original charge of endangering the welfare of a child or incompetent. Cooper was reportedly upstairs sleeping, got dressed, and came downstairs. He reportedly told officers that he was planning on turning himself into police since he knew about the warrant. After getting dressed, Cooper reportedly wanted to light a cigarette but officer told him not to and he allegedly did it anyway. He was held on $500 cash bail and arraigned on Jan. 14.
  • Lisa May Waycott, 38, of Concord, was arrested at 5:13 p.m. on Jan. 14, on two bench warrants out of Laconia District Court issued on June 28, 2012, and Jan. 12. Waycott turned herself into police and was later released on $1,000 personal recognizance bail. She was arraigned on Feb. 25.
  • Teresa E. Moynahan, 51, of Northwood, was arrested at 10:12 p.m. on Jan. 30, and charged with driving while intoxicated and transportation of alcohol/open container. An officer was traveling on Loudon Road and reportedly observed a vehicle exit the Burger King parking lot and travel east in the westbound lane of Loudon Road. The vehicle allegedly drove straight at two other vehicles traveling westbound nearly causing two collisions. The vehicle then allegedly made a turn through a red light at the intersection of East Side Drive and Loudon Road to correct its lane right in front of the police cruiser. The vehicle was stopped at Drew Street. Moynahan, the driver, reportedly told the officer that she was lost and had just left work at a local restaurant. The officer asked if she bought anything at the CVS or Burger King and Moynahan stated that she hadn’t. The officer alleged that Moynahan’s eyes were glassy and red and she was slurry her words. Another officer arrived at the scene and reported seeing an open container – a can of Natural Light Beer – in the center console from the passenger side of the vehicle. When Moynahan exited the vehicle, her pants were reportedly unbuttoned. She was issued a field sobriety test and later arrested. A vehicle inventory reportedly turned up beer in a travel mug, an empty beer can, and full beer cans in a paper bag. Moynahan was reportedly unable to hold up her phone during bail processing to find someone to pick her up, the officer alleged. She was later released on $2,000 personal recognizance bail and was arraigned on Feb. 11.
  • Christopher Paul Hobson, 36, of Dunbarton, was arrested at 11:01 a.m. on Feb. 19, on a theft charge from Jan. 25, at the Walmart on Loudon Road. Police allege that Hobson stole a Keurig Elite coffeemaker valued at $109. Hobson turned himself into police. After the arrest, the officer realized that Hobson had been convicted of shoplifting in Franklin District Court in June 2001, and December 2002. He was later released on $2,000 personal recognizance bail and was arraigned on March 18.
  • Ryan Michael Smith, 23, of Concord, was arrested at 2 p.m. on Feb. 19, on a default or breach of bail conditions charge. According to an arrest report, Smith allegedly blew a 0.19 in a breath test at pre-trial services at the Merrimack Count Sheriff’s Department. Part of his bail conditions were to use no alcohol while out on bail, according to the reporting officer. He was arrested and held without bail. Smith was arraigned on Feb. 20.
  • Katina Ann Harris, 40, of Manchester, was arrested at 3:40 p.m. on Feb. 19, on a bail jumping charge, a felony. An officer was sent to the Valley Street Jail in Manchester to serve Harris with a warrant. She was arraigned on Feb. 20.
  • Shoubert Beauchamps, 33, of Concord, was arrested at 5:33 p.m. on Feb. 22, on a warrant from the Bow Police Department for a simple assault charge. He turned himself into headquarters and was transferred to Bow.
  • Jason A. Reissfelder, 29, of Concord, was arrested at 6 p.m. on March 16, on a theft charge. Officers were sent to Sears on Loudon Road for a report of a shoplifter that was causing a problem. Upon arrival they met with employees and Reissfelder, who was in handcuffs. The officer took off the handcuffs after Reissfelder allegedly agreed to not cause any more problems. Reissfelder allegedly told the officer that he left the store with a video game, Ratchet & Clank Future for PS3, that he did not pay for but did not do it on purpose. Reissfelder allegedly confirmed though that he tried to run from employees when they tried to speak with him. The game was valued at $30. He was arrested and later released on $1,000 personal recognizance bail.
  • Kristen L. Macrae, 21, of Barnstead, was arrested at 7:37 p.m. on March 20, on a bench warrant. According to a report, Macrae turned herself into police. The warrant was based on a previous driving while intoxicated charge. She was released on $4,000 personal recognizance bail and is due in court on April 29.
  • Shawn Michael Santone, 27, of Gorham, was arrested at 6:34 p.m. on March 24, on a harassment charge. Santone turned himself into police on a 12-hour domestic violence charge from Gorham against his ex-spouse issued at 11:43 a.m. earlier in the day. He was released on $2,000 personal recognizance bail and will be arraigned on April 16 in Berlin District Court.
