CRIME LOG: Man Allegedly Steals Thousands from The Works Café

The following information was supplied by the Concord Police Department. It does not indicate a conviction.

Steven A. Freeman, 26, of Concord, was arrested at 5:36 p.m. on Dec. 13, 2013, on two receiving stolen property charges, one a felony. The charges against Freeman stem from alleged incidents on Sept. 29, and Oct. 4, involving $870 and about $5,000 worth of stolen jewelry from homes on Duke Lane. Freeman turned himself in to police and had a court date on Jan. 13.

Robert J. Keplin, 51, of Concord, was arrested at 8:55 a.m. on Dec. 18, 2013, on a bench warrant. The warrant stemmed from a previous criminal trespassing charge and was issued on Dec. 17. Keplin was arrested, booked, and released. Keplin is due in court on Jan. 27.

Richard A. Tonkin, 61, of Concord, was arrested at 9:37 a.m. on Dec. 18, 2013, on a bench warrant. While monitoring traffic on Canterbury Road and Pembroke Road, an officer saw a vehicle roll through a stop sign. The vehicle was stopped and the driver, Tonkin, had a bench warrant from Manchester District Court on Nov. 26, for nonappearance in court, with $500 cash bail. Tonkin is due in court on Jan. 27.

Robert L. McDermott, 62, of Concord, received a summons at 9:30 a.m. on Dec. 20, 2013, for possession of alcoholic beverages. Officers responded to the Thirty Pines Laundromat for a report of a suspicious person consuming alcohol. Upon arrival, they allegedly found McDermott with an open 12-ounce can of Coors Light next to his leg. After a search of his backpack, two unopened cans and three empty cans were allegedly found. He’s due in court on Jan. 27.

Jonathan Kelly, 26, of Concord, was arrested at 10:16 a.m. on Dec. 20, 2013, on a theft by unauthorized taking or transfer charge, a felony, from The Works Bakery Café on North Main Street involving $5,000 reportedly “stolen over several months” beginning in August, according to an arrest report. Audits at the café were performed on Nov. 16, Nov. 30, and Dec. 1. Kelly turned himself in to police and is due in court on Feb. 3.

Lawrence A. Powell, 63, a homeless man now located in Concord, was arrested at 3 p.m. on Dec. 20, 2013, on a bench warrant. Officers went to Concord Hospital on Pleasant Street to arrest Powell on a warrant issued on Dec. 18, with a cash bail of $1,000 required. He was unable to come up with the bail and was transported to Merrimack County House of Correction.

Sara K. Hyland, 33, of Concord, was arrested at 7:35 p.m. on Dec. 20, 2013, on a disorderly conduct charge. Officers were called to an apartment on Summer Street in Penacook for a domestic dispute. Upon arrival, the reporting officer heard screaming and yelling coming from the back of the building. The officer walked up to the third floor apartment and spoke to Hyland, who he had run into earlier in the evening because she ran out of gas on Fisherville Road. Hyland allegedly reported that she and a man were arguing about a cellphone and money. The man, who was reportedly “highly intoxicated,” but calm, said they had only been arguing and he didn’t know where her cellphone was. The officer told both of them that there had been several complaints about Hyland screaming and she was given a summons for disorderly conduct. At the police cruiser, Hyland allegedly made a claim that the man had threatened her with a hammer and the officer went to speak to the man. The hammer, the officer noted, was in a utility belt that was on a table and the man was at the opposite side of the kitchen the entire time the officer was in the apartment. The officer went back out to speak with Hyland who allegedly “became increasingly argumentative” after being handed the summons. “Hyland started yelling while she was in the street that she wanted her cell phone,” the officer alleged, and wouldn’t stop yelling, even after being requested to. Hyland was later taken into custody and charged. The officer noted that a few times during the evening, witnesses had made complaints about Hyland, a friend, and her motor vehicle. She is due in court on Jan. 27.

Nathan Adams Upton, 66, of Goffstown, was arrested at 12:23 a.m. on Dec. 21, 2013, on a driving while intoxicated charge. An officer on Loudon Road reportedly saw a 2003 Toyota Camry pull a U-turn in front of Walmart on Loudon Road was now traveling on the wrong side of the road. The officer initiated the stop outside of Newick’s Seafood Restaurant. Upton reportedly told the officer he had just been to the Pit Road Lounge and wasn’t familiar with the area but later realized he had taken a wrong turn. The officer alleged that Upton smelled like alcohol and was having difficulty finding his registration and “cycled through the same paperwork on several occasions.” Another officer was called to the scene to block traffic in the lane as Upton agreed to a field sobriety test. He later agreed to a breath test and was arrested. He had a court date on Jan. 6.

James Hugh Farrell, 42, of Chester, was arrested at 1:25 a.m. on Dec. 21, 2013, and charged with aggravated driving while intoxicated and two counts of driving while intoxicated. Dawn M. Welch, 41, of Northfield, was arrested at 1:30 a.m. on Dec. 21, 2013, on a warrant. An officer traveling south on Village Street clocked a Toyota Corolla doing 48 mph in a 30 zone and pulled the car over at the intersection of Village and Bonney streets in Penacook. The officer alleged that the driver had glassy, bloodshot eyes. Farrell handed over his license but allegedly had difficulty finding the registration. He later found it but it turned out to be a boat registration. The female passenger in the car, Welch, later found the registration. The officer alleged that Farrell smelled of alcohol and allegedly stated the two had been at the Szechuan Garden and were heading home to Chester. Farrell agreed to take field sobriety tests and was arrested. He was also cited for speeding. He had a court date on Jan. 6. Welch had an active warrant from the Epsom Police Department for issuing bad checks on Dec. 20, and was arrested. She was later driven to Epsom.

David P. Tardif Jr., 29, of Warner, was arrested at 2:15 a.m. on Dec. 21, 2013, on a driving while intoxicated charge. While on North Main Street, an officer observed a 2007 Mazda 3 make an illegal turn on red onto Pleasant Street. The officer pulled the car over at North State Street and reported that while it did stop, it didn’t pull to the side of the road parallel with the curb. Tardif allegedly stated that he wasn’t familiar with the area and didn’t see the no turn on red signs. The officer alleged that Tardif had bloodshot and glossy eyes, smelled of alcohol, and saw an empty cardboard rack of beer and another rack with two bottles on the driver’s seat. Tardif, according to the officer, allegedly refused to answer questions about whether he had been drinking and refused to stop out of the car. Another officer arrived at the scene and the two of them spoke with Tardif about the situation. Tardif allegedly refused a field sobriety test and was later arrested. He was also cited for prohibited right turn on red. He had a court date on Jan. 6.

Karen Hammar, 64, of Loudon, received a summons at 3 p.m. on Dec. 22, 2013, on a following too closely charge from Dec. 17. An arrest warrant was issued but later, lowered to a summons. Hammar is due in court on Jan. 27.
