ARRESTS: Teen Arrested on Drug, Alcohol Charges

CONCORD, NH — Devin Austin Michael Kitson, 18, of Concord, was arrested at 4:47 a.m. on Aug. 17, 2013, and charged with possession of controlled drugs and unlawful possession of alcohol. Officers were called to North State and Rumford streets for a report of four men who appeared to be looking into vehicles on the streets. An officer advised that he saw two men running north on Perkins Court and into some woods. One was taken into custody. While in the area around the Yellow Submarine Sub Shop, an officer reportedly saw two men and a woman crossing the street. The officer ordered the three over to him and they did so. The officer alleged that all three appeared to have been drinking. The officer questioned them and one stated they were at a friend’s house where they had been drinking. The officer asked about the two men running and one said they were standing on the street but ran as soon as the cruiser came around the corner. The teen said he didn’t know the men. The officer then spoke with Kitson who allegedly smelled of alcohol and ID’d him as only 18. He was arrested. Later, an officer allegedly found marijuana in Kitson’s sneaker and the drug charge was added. Kitson was “very polite” during booking and processing, the officer noted. He was later released on $2,500 personal recognizance bail and was arraigned on Sept. 16.

Cornelius Lee, 63, of Concord, was arrested at 10:30 a.m. on Sept. 8, and charged with two counts of driving while intoxicated and disobeying an officer. Officers were called to North Main Street for a report of a man covered in blood getting into a car and driving southbound. Witnesses reported that the man chugged a bottle of wine, tossed it into a trashcan, and then left the area (officers, later, found two empty bottles in the trashcan). A sergeant reportedly tried to stop the vehicle and later, pursued it until it stopped at Water and Hall streets. The man’s face was covered in blood from a cut near his right eye. Concord Fire and Rescue teams were called in to give the man, later identified as Lee, medical attention. While talking with police, Lee reportedly stated that he fell over and hit his head. Lee allegedly admitted to having “two drinks” of Chardonnay. “Mr. Lee had a very hard time finishing his sentences,” the officer alleged. Lee agreed to a field sobriety test and was arrested. He was also issued two summonses for speeding and red light violation and was arraigned on Sept. 23.

Mark P. Lesniak, 38, of Pittsfield, was arrested at 2 a.m. on Sept. 11, on a warrant. An officer reported hearing voices talking while on patrol on Stickney Avenue, near state property. The officer checked out the area and found three people camping under a tree. One, Lesniak, had a warrant out of Merrimack County for a violation of a court order from Aug. 29, for nonpayment of fine or restoration. He was arrested and later, taken into custody by the sheriff’s department.

Tyler Ryan Burley, 19, of Concord, was arrested at 12:37 p.m. on Sept. 13, on a bench warrant. Burley turned himself in to police on a warrant out of Concord District Court from Sept. 3, for nonpayment of fines. He was released on $2,000 personal recognizance bail and was arraigned on Sept. 23.

Kevin D. Harrington, 35, of Concord, was arrested at 4 a.m. on Sept. 14, on a bench warrant. Officers were called to Christian Avenue for a report of a window on a car that was smashed. The owner of the vehicle, Harrington, had a warrant from Concord District Court from May 16, for nonpayment of a fine after a driving after suspension and revocation charge, with $641.20 cash to settle. Harrington was arrested and released on $1,000 personal recognizance bail. He was arraigned on Sept. 30.

Sarah Meagher, 25, of Pembroke, was arrested at 10:30 a.m. on Sept. 16, on a bench warrant. Officers were called to Borough Road for a report of a fight between roommates. While breaking up the incident, it was revealed that one of the parties, Meagher, had a bench warrant out of Concord District Court on June 28, for nonappearance in court after an operating after suspension charge. Meagher claimed to have paid the fine but had no proof of the transaction and was arrested. She was released on $500 personal recognizance bail and had a court date on Sept. 30.

Sean M. Lachance, 23, of Manchester, was arrested at 2:15 p.m. on Sept. 18, on a felony receiving stolen property charge. The charge stems from an alleged incident on Josiah Bartlett Road on Aug. 12. Lachance was picked up by Bedford Police on the warrant. He is due in court on Oct. 28.

Kayla Joanne Fife, 22, of Boscawen, was arrested at 6:45 p.m. on Sept. 19, on a bench warrant. Fife, who was six months pregnant at the time, was arrested on Loudon Road on a warrant out of Franklin District Court from July 3, on a theft charge. The bail was $509 cash to settle. Fife was booked and paid the settlement. She’s due in Franklin District Court on Oct. 7.
