ARRESTS: Gilford Man Allegedly Head-Butts Business Windows Downtown

The following information was supplied by the Concord Police Department. It does not indicate a conviction.

William Mills, 43, a homeless man now located in Concord, was arrested at 12:16 p.m. on Jan. 21, on a theft charge from Jan. 15. An officer was sent to The Friendly Kitchen in an attempt to find Mills who reportedly told police he would turn himself in on a warrant the previous day but failed to. The officer saw Mills and spoke to him. Mills reportedly stated he was trying to come up with the bail commission fee of $40. He was arrested, held, and arraigned the next day.

Stephen Gordon Olivo, 54, of Concord, was arrested at 7:30 p.m. on Jan. 25, and charged with disorderly conduct, criminal trespass, and default or breach of bail conditions. An officer was sent to an apartment on Garvins Falls Road to speak to a woman about a domestic incident with her ex-boyfriend, Olivo. The woman stated that Olivo had just moved upstairs but still had a key to her apartment. There was a no contact bail condition between the two after Olivo was arrested on Jan. 14 (criminal mischief-domestic and obstructing the report of a crime), but he had allegedly been in contact with her and reportedly used the key to walk into her apartment. While speaking with the woman, the officer heard loud music from the upstairs apartment that appeared to increase in volume while talking with the woman about the incident. The officer told the woman he would try to get the key back but if that didn’t work, to contact her landlord about changing the locks. Officers then went upstairs to speak with Olivo and warned him he would be arrested if anyone complained about the volume levels. When asked for the woman’s apartment key, he allegedly denied having it and requested officers to leave, which they did. The officers went back downstairs to speak with the woman and while there, alleged that Olivo was screaming at her through the ceiling saying, “Leave me alone you ----ing junky whore” as well as other things. The officers sat there listening to him allegedly scream through the ceiling. At one point, the woman screamed back, “Shut up Stephen,” and then Olivo allegedly yelled back, “You shut up you ----ing b-tch.” Officers checked with dispatch about his bail conditions, which required that he refrain from any contact with the woman, and returned to his apartment to arrest him. The door was locked and officers moved between the two apartment doors in an effort to gain access to the apartment. Olivo allegedly didn’t respond to knocks on the door requesting he come out but later, allegedly peeked his face out and then shut the door when he saw an officer. The officer later kicked the door in and took custody of him. Police allege that during a pat down, they found his ex’s spare apartment key in his pocket. During booking, Olivo allegedly stated that the two had continued to see each other, despite the bail conditions, but she had recently had a “mental episode” and that’s why she called police. Olivo was held without bail and arraigned the next day. The landlord later told police that Olivo had been shown the apartment and put a deposit on it but had not been given access to it yet.

Shaun M. LaPlante, 25, of Gilford, was arrested at 1:28 a.m. on Jan. 26, and charged with disorderly conduct and resisting arrest or detention. An officer was called to Warren Street and North Main for a report of intoxicated individuals walking in the street. The officer came upon LaPlante who was allegedly “staggering and at one point walked into a street sign.” The other man attempted to pull LaPlante in another direction but he pulled away. The officer then stated that LaPlante was allegedly hitting glass windows on businesses on North Main Street with his head. As the officer pulled over, LaPlante was allegedly trying to pick a fight with another man, just south of the clock tower. He wouldn’t answer any questions, according to the officer, while “swaying in a circular motion.” The other man stated that the two were supposed to get a ride from someone at the Durgin Garage but LaPlante allegedly “wouldn’t listen to him” and was walking in the wrong direction. The officer tried to inspect some of the store windows but LaPlante allegedly started to walk away, saying he was done with the situation. The officer told him to stay put and later, took him into custody. LaPlante allegedly tried to keep from being cuffed and refused to get into the cruiser but other officers assisted with the situation. He was held without bail.

Robert Brooks, 31, of Concord, was arrested at 5:21 p.m. on Jan. 26, and charged with criminal mischief (vandalism). An officer was called to an apartment on North Spring Street for a report of a disturbance. A woman reported that she had been arguing with her ex-boyfriend, Brooks, via phone and text messages. The officer stated that the woman was pregnant with Brooks’ child but had another boyfriend that allegedly angered Brooks. During the altercation, Brooks allegedly entered the apartment without permission and broke things earlier in the day. He allegedly also ripped a phone away from her so she couldn’t call police. The damage reportedly included cracked laptop and television screens. A witness corroborated the woman’s story. The officer then spoke with Brooks who reportedly denied the vandalism but “did admit to have contact” with the woman via phone and text, an alleged violation of his parole. Brooks was then arrested and held without bail. He was arraigned the next day.

Jesse A. Perkins, 24, of Loudon, was arrested at 2:38 p.m. on Jan. 29, and two counts of fraudulent use of a credit card. The charges stem from alleged incidents at 7:32 a.m. on Aug. 28, 2013, at the Irving gas station on Fisherville Road involving two charges of $30. The victim in the case was Outside Unlimited of Meredith. Manchester Police arrested and processed Perkins on the Concord warrants.

Kurt Phillip Trudelle, 25, of Pembroke, was arrested at 3:15 p.m. on Jan. 29, on a conduct after an accident charge. The charge stems from an alleged incident at 6:30 a.m. on Jan. 19, outside of the Kennedy Apartment on Thompson Street. Trudelle turned himself in to police. He’s due in court on March 10.

Jennifer Marie Bianchi, 25, of Concord, was arrested at 12:20 a.m. on Jan. 30, and charged with driving while intoxicated and driving after revocation or suspension. While traveling south on South Main Street, an officer observed a car pull a U-turn near Thorndike Street. The officer stopped behind the vehicle, which had a Florida registration, to speak with the driver, Bianchi. The officer allegedly “detected a strong odor of alcohol coming from the vehicle.” Bianchi reportedly stated she was just at Tandy’s where she consumed a beer. “Bianchi had extremely blood shot eyes and appeared to be very nervous while she was speaking to me,” the officer alleged. Bianchi reportedly stated she had a South Carolina license but wasn’t in possession of it. However, it was later determined that her license was suspended on Feb. 4, 2011, for lack of insurance. Bianchi refused field sobriety tests and was arrested. She had a court date on Feb. 10.

Karen Antonis, 46, of Franklin, was arrested at 11:22 a.m. on Jan. 30, and charged with driving after revocation or suspension and suspended registration (operating-misd). An officer spotted a Ford Ranger pickup truck with an obscured plate on Poplar Avenue. The registered owner of the truck came back with suspension so it was pulled over on Hall Street. The driver, Antonis, reportedly stated she had been living in Franklin since October but had not notified DMW of the address charge. Her license was suspended for default court summons and she was arrested. She’s due in court on March 10.

Troy Bartz, 18, of Concord, was arrested at 12:49 a.m. on Jan. 31, on a bench warrant. An officer stopped a vehicle on South Main Street. The driver, Bartz, had a warrant from Jan. 28, for nonappearance in court on a disorderly conduct charge. He had a court date on March 3.

Eric S. Dow, 40, of Manchester, was arrested at 11:15 a.m. on Jan. 31, on a felony theft by deception charge from Jan. 2, at F.W. Webb on Henniker Drive. Police allege that Dow stole nearly $1,400 worth of copper pipe and fittings. Dow was being held at the Hillsborough County House of Corrections on bank robbery charges out of Manchester. He was arraigned on Feb. 3.
