Alleged Heroin Dealers Arrested

Concord Police: Shane Plummer and Jessica Hanright were dealing drugs out their South Street and Loudon Road apartments.

Two Concord residents are facing numerous charges, including felonies, after two sets of arrests in October.

Shane D. Plummer, 29, and Jessica M. Hanright, 32, both of Concord, were arrested on Oct. 9, and Oct. 31, after a lengthy investigation into alleged drug transactions, according to police and court documents.

On Oct. 9, Plummer was charged with five felony counts of sale of controlled drugs, two felony counts of criminal liability for conduct of another, and endangering the welfare of child/incompetent. On the same date, Hanright was charged with two counts of felony sale of controlled drugs and endangering the welfare of child/incompetent.

On Oct. 31, Hanright was charged with sale of controlled drug and criminal liability for conduct of another, both felonies, three counts of endangering the welfare of a child/incompetent, and felony default or breach of bail conditions. Plummer was charged with four counts of sale of controlled drugs, and four counts of default or breach of bail conditions, all felonies.

According to court documents, the Concord Police Drug Enforcement Unit began looking into allegations that Plummer was selling drugs in late April and allegedly completed a number of “clean buys,” that were recorded, with him and Hanright throughout the summer.

Accumulatively, 24.5 grams of marijuana and 13.7 grams of heroin were alleged involved in the transactions, according to police.

On April 25, a detective reached out to Plummer about purchasing marijuana and left a message for him on his cellphone. Plummer allegedly texted back and the detective arranged to buy half an ounce of marijuana, reportedly for $165.

The next day, the detective alleged that Plummer told him to meet him at the couple’s home on 63 South Street to complete the transaction.

The detective allegedly met with Plummer and the two drove to the Cumberland Farms on Manchester Street to meet with a supplier. Plummer allegedly took $165 from the detective and walked over to another car in the parking lot. Plummer allegedly then walked back to the detective’s car and they left the scene.

“Shane took one of the marijuana buds as additional payment and then handed me the baggie,” the detective alleged.

The detective dropped Plummer back off at his house and he allegedly told the detective to call him anytime, according to court documents.

A field test later confirmed the drug to be marijuana.

In early May, the detective again reached out to Plummer in an effort to buy marijuana.

On May 8, Plummer allegedly texted the detective that his supplier could hook him up with half an ounce of “New York Sour Diesel,” a higher quality marijuana, for $200 for a half ounce. Since the detective couldn’t meet him right away, Plummer allegedly agreed to buy the marijuana from the supplier and meet up with him the next day for the transaction.

On the morning of May 9, the detective met Plummer at the Dunkin’ Donuts on South Main Street. Plummer allegedly told the detective he could only supply him with a quarter of an ounce for $120, and the transaction was allegedly made. The detective reported technical difficulties when recording the transaction, according to the report.

On June 2, Plummer allegedly texted the detective asking if he was looking for anything and the detective texted back the next morning that he might be interested in something next week.

The two allegedly agreed to an eighth of an ounce marijuana sale, which was all Plummer could allegedly line up at the time.

“During this investigation,” the detective wrote, “intelligence had been gathered that showed Shane was active in selling heroin and would travel to Mass. Every few days to pick up a ‘finger’ (8-10 grams of heroin).”

When asked if any heroin was available, Plummer allegedly stated that he always had it and was selling it by “50 bags,” or $50 per bag. The detective requested four bags for $200 and Plummer allegedly said it wouldn’t be a problem.

After arriving on South Street, the detective saw a young girl in the parking lot of the apartment who reportedly knew Plummer, who allegedly entered the detective’s vehicle and made the drug transaction with “the little girl standing right next to him.” The girl was one of Hanright’s children, according to the detective.

The two allegedly talked about a larger heroin sale and Plummer allegedly said he could get larger quantities with notice.

A field test of the drug confirmed it was heroin and the detective also reported having technical difficulties with the audio recording, according to the court document.

On June 6, the detective allegedly lined up a $200 heroin transaction with Hanright, and alleged that she also processed the transaction in front of her young daughter.

Another transaction with Plummer allegedly took place on June 12, involving $375 worth of heroin.

On June 19, the detective alleged that Plummer discussed another heroin transaction, this time for a more potent version of the drug.

“Becareful with this sh-t bro its way way way better,” Plummer allegedly texted to the detective, “dont wanna c anyone die from doin to much of this sh-t. But just hit me up and ull meet me jess or her mom.”

The next day, the officer went back to South Street for the alleged $425 heroin transaction.

All of these transactions, according to court documents, yielded positive results, identifying the drugs as heroin, and were recorded by the detective.

The next week, the detective texted Plummer again about purchasing 8-10 grams of heroin, “a finger,” and Plummer allegedly quoted him a price of $650. The two agreed to meet at the McDonald’s Restaurant on South Main Street. The detective called Hanright, who allegedly stated that she would be right out to meet the detective. Hanright allegedly handed the detective the heroin in exchange for the cash.

A field test of the drug, however, yielded a negative result from the state lab on July 1, and the detective called Plummer back. Plummer allegedly answered the phone and reportedly stated that he knew why he was calling, since he too got ripped off. The detective reported that Plummer allegedly agreed to provide free heroin later, after he got paid at work, and could make another run to Massachusetts.

On Oct. 9, officers went to the Morning Star Apartments on 175 Loudon Road to arrest both Hanright and Plummer.

An older woman answered the door and said Plummer was in the apartment. He was later arrested. Hanright wasn’t home, according to the arrest report.

An officer later arrested her at the Shell gas station on 33 Loudon Road.

Plummer was held on $250,000 cash bail and arraigned remotely. Hanright was released on $50,000 personal recognizance bail.

Post-Oct. 9

After being arrested on Oct. 9, and later, released from jail, detectives continued to conduct their heroin sales investigation on both Hanright and Plummer.

During that investigation, according to Lt. Timothy O’Malley, the commander of the criminal investigations unit inside the department, investigators allege that both Hanright and Plummer sold the drug out of their Loudon Road apartment between Oct. 10, and Oct. 23, a number of times. During three of the transactions, Hanright’s children – 2 and 5 – were allegedly present at the time of the sales.

Both Plummer and Hanright were arrested on Oct. 31, refused bail, and were arraigned in Sixth Circuit District Division Court.
