Two Arrested After Loudon Road Traffic Stop

Erratic driving leads to other charges.

Two people were arrested in Concord recently on warrants after a near collision with a police cruiser.

William Lawrence Flanders, 22, of Newport, was arrested at 2 a.m. on July 17, on a felony bench warrant.

Amber French, of Danbury, was arrested on a warrant and an unlawful possession of alcohol charge.

According to Concord Police arrest reports, officers were on patrol on Loudon Road and while approaching Exit 14, at I-93 South, a 2002 Chevrolet Impala quickly merged lanes and cut the police cruiser off, nearly causing an collision, the officer alleged. The car was pulled over on Loudon Road at North Main Street. 

The male driver, from Rochester, reportedly stated that he was lost and looking to get to Penacook and didn’t realize he cut the officer off.

There were five passengers in the vehicle and none were wearing seatbelts so the officer asked the ages of the passengers to see if they were complying with state law requiring everyone under 18 to be safely fastened. The driver reportedly stated that he was picking up his stepdaughter and friends at Concord Hospital and didn’t know their ages.

Four of the five passengers gave their names and ages but one male didn’t. 

As another officer arrived at the scene, it was revealed that French had a warrant from Concord District Court for criminal threatening. French was asked to step out of the vehicle and when she did, the officer allegedly observed an open bottle of Captain Morgan spiced rum on the floor. The officer alleged that French smelled of alcohol and she allegedly admitted she had a sip of the rum. She was then arrested.

The officers questioned the male who wouldn’t give his name. One of the officers observed that he tore off his medical bracelet, which contained his full name. The officer checked the name with dispatch and it was revealed that the man, Flanders, had an active bench warrant out of Keene District Court for being a felon in possession of a dangerous weapon, disorderly conduct, and operating after suspension and revocation. He was then arrested and held on $1,000 cash bail. Flanders was arraigned on July 17.

According to published reports, Flanders was arrested in May 2011 for cocaine possession in Florida. He was sentenced in November 2011.
