Former Concord Teacher Arrested on Drug Smuggling, Other Charges

Peggy Sinclair faces numerous felony drug counts after allegedly attempting to smuggle drugs to former student in prison.

Earlier this morning, Concord Police arrested a former Concord School District teacher on a number of charges, alleging that she conspired with a prisoner and gang leader to get drugs into the New Hampshire State Prison on North State Street.

Peggy Sinclair, 50, of Concord, was arrested on Aug. 29, on two counts of possession of controlled drugs, two counts of conspiracy to commit, and two counts of delivery of articles to prisoners, all felonies. She was also charged with two counts of default or breach of bail conditions.

According to police, on May 17, and June 2, Sinclair allegedly attempted to mail Suboxone inside an envelope to Matthew Peters, a former student at Broken Ground Elementary School, who was serving time at the prison.

“It is alleged that she possessed a quantity of suboxone film and concealed it inside an envelope which she mailed to another inmate using the United States Postal Service,” Lt. Timothy O’Malley, the commander of the criminal investigations division of the Concord Police Department.

O’Malley stated that the investigation into the alleged drug smuggling effort was conducted by prison officials, the parole board, and the New Hampshire State Police, as part of a “multi-agency investigation” into the white supremacist gang, the Brotherhood of White Warriors (BOWW). According to O’Malley, Peters was allegedly a “street captain” for the gang and is believed to have expanded the gang’s activities in Concord. Sinclair allegedly was one of Peter’s girlfriends and allegedly was “an associate of other BOWW members still inside the prison.”

Sinclair was arrested back in April on a warrant over a possession of prescription drug charge that was later dropped when Sinclair’s attorney presented a valid prescription.

Peters was arrested back in June in connection with a drug robbery gone bad on Redington Road from February.

Sinclair turned herself in to police and will be arraigned later today.

According to the Concord Monitor, Sinclair recently resigned her teaching position with the Concord School District after 27 years. Peters was Sinclair’s student back in 2002.
