Arrested Four Times in Five Weeks

Elderly Concord man faces a slew of charges.

Concord Police officers have had their hands full with an elderly, sometimes homeless man, who allegedly continues to trespass and cause problems on Garvins Falls Road.

According to arrest and court documents, George Duclos, 72, was arrested on Sept. 5, Sept. 10, Sept. 18, and Oct. 5, on various charges including two counts of disorderly conduct, two counts of criminal trespass, four counts of criminal threatening (intimidation, etc.), disobeying an officer, two counts of resisting arrest or detention, reckless operation, two counts of default or breach of bail conditions, a bench warrant, and traffic violatinos.

The problems all started back in June, after a confrontation with police on Garvins Falls Road with Duclos after he was knocking on apartment doors demanding people’s car keys. Police arrived and tried to contain the situation but Duclos allegedly refused to comply with orders from the police and his grandson.

A few months later, on Sept. 5, police were called back to the apartment building for an unwanted guest and realized it was Duclos, who had a bench warrant out for his arrest from Aug. 29 on another criminal trespass charge. He was arrested and later released on $500 personal recognizance bail. 

Five days later, Duclos was taken into custody again on a criminal trespassing charge and police wanted an involuntary emergency admission taken out for him. After being bailed out from Concord Police headquarters at around 3 a.m., Duclos had another run-in with police. His grandson reportedly came to pick him up in a Dodge Caravan and spoke with an officer about the previous arrest. While talking with the officer, Duclos reportedly got into the driver’s seat of the minivan and moved the vehicle so that it was parallel to the station. After completing the conversation about getting him checked, the grandson left with Duclos and the officer returned to the police station. A few minutes later, the grandson came back to talk to police allegedly alluding to the fact that Duclos intended to return to Garvins Falls Road. The officer advised him to fill out the paperwork so he could be admitted. Duclos, meanwhile, was honking his horn and yelling inside the vehicle.

Officers went outside to talk with him and Duclos moved the minivan to Prince Street and later, back to Green Street, while still yelling and honking the horn. Duclos then moved to School Street, and police told him to stop and he allegedly swore at them. Later, Duclos allegedly left the area, and police scrambled to get in a vehicle to follow him. One officer alleged that Duclos was driving on Green Street on the wrong side of the road, made a left onto Centre Street, through a red light, and kept driving. Two officers and a sergeant checked the area and were unable to find Duclos. A warrant was taken out for his arrest later that morning.

A little more than a week later, on Sept. 18, at around 6 p.m., officers were called to North State and Montgomery streets for a report of an elderly man in a minivan parked in the middle of the street screaming. After officers arrived, they spoke to witnesses at the scene, including an attorney who alleged that the man demanded that he “take his grandson out of the trunk of one of the cars in the parking lot or he would shoot him.” The man then drove down the road, stopped, and started screaming again. Two other witnesses, a man and a woman, alleged that the man was screaming obscenities “at the whole neighborhood.” At this point, on another part of the street, an officer found the man, Duclos, and began talking to him. Duclos allegedly refused to talk to the officer and left the scene. While other officers looked for Duclos, the reporting officer spoke to another witness who alleged that Duclos was blocking the entrance to Blossom Hill Cemetery in his van. The woman, who was walking her dog at the time, alleged that Duclos asked if she had his grandson and when she said no, allegedly threatened to kill her.

Officers followed Duclos on North State Street and alleged that he crossed over the double yellow line a number of times so they abandoned following him, due to his alleged hazardous operation. They later caught up with him at the snow dump on Old Turnpike Road. Two officers stated that they drove up to Duclos who was allegedly standing outside his van with a pocketknife, appearing to repair the van’s windshield wipers. Duclos put the knife down on the front of the van and allegedly was swearing at the officers and a sergeant while the police tried to get him to calm down. Duclos reportedly kept moving around the van and later, allegedly told the police, “I’m going to ----ing kill all of you.” Duclos allegedly reached for his knife and police Tased him and took him into custody.

While processing Duclos, an officer heard of another incident on Hall Street, with a person matching his description screaming at people at a truck business. Duclos allegedly accused an employee of stealing money from him and threatened to burn him and the Hess Station down the street. The license plate from the Hall Street incident allegedly matched Duclos’.

On Oct. 5, police were sent back to Garvins Fall Road at around 8 p.m. to assist Concord Fire with a medical call. Upon arrival, several witnesses stated, “He’s back … he shouldn’t be here,” according to a report. Officers went into the apartment, apprehended Duclos, who was sitting in a chair, and took him outside. Duclos’ reportedly refused medical treatment and was arrested for trespassing. He was arraigned on Oct. 6.
