Concord Police Arrest Two on Multiple Drug Sale Charges

Third man charged with possession; arrests cap off investigation into incidents on Rumford Street.

The arrested two on illegal drugs sales on Sept. 7, capping off a multi-month investigation into problems with a Rumford Street home in the North End.

Helen Davis, 39, and Donald Buffum, 32, both of Concord, were arrested and charged with multiple felony sale of controlled drugs charges, as well as other violations. A third man – , 26, a homeless man now located in Concord – was charged with a felony possession of controlled drugs charge and a default or breach of bail charge.

According to Lt. , commander of the Criminal Investigations unit of the department, numerous complaints about the residence as well as “residual stuff” relating to traffic in and out of the home led police to start an investigation. During the course of the investigation, which started in the spring, police allege that illegal prescription medications and marijuana, were sold at the home by Buffum and Davis.

Along with the drug sale charges, Davis is charged with two felony counts of criminal liability for the conduct of another and a drug/narcotic violation. Buffum was also charged was a drug/narcotic violation charge. Police stated that Bernard-Daisy was in the home when officers served arrest warrants to Davis and Buffum. He was allegedly in possession of methamphetamines at the time of the arrests.

Buffum and Davis were held on cash bail; Bernard-Daisey refused bail. All three were transported to the Merrimack County House of Corrections and will be arraigned on Sept. 10.
