ARRESTS: Pittsfield Woman Faces DWI Charge

The following information was supplied by the Concord Police Department. It does not indicate a conviction.

  • Heather Kostiew, 25, of Pittsfield, was arrested at 12:50 a.m. on Dec. 6, on two driving while intoxicated charges. According to police, Kostiew allegedly made an illegal U-turn on North Main Street near Franklin Street. The officer allegedly saw the Jeep “cross both the double yellow line and the white line multiple times.” After pulling the vehicle over, the officer alleged that Kostiew appeared to have bloodshot eyes and “a strong odor of alcohol was coming from the vehicle as she spoke to me.” She was given a field sobriety test and was arrested. She was later released on $1,000 personal recognizance bail and is due in court on Jan. 7, 2013.
  • Rhonda Bender, 47, of Loudon, was arrested at 12:46 p.m. on Dec. 6, on a habitual offender charge. According to an arrest report, an officer parked on Airport Road observed a Saturn driving northbound, allegedly with a rejected inspection sticker. The officer stopped the car. The woman driving the car, later identified as Bender, allegedly had a list of priors including habitual decertification, clearing defaults, and a license revocation for being a habitual offender from June 1996, according to the officer. She was arrested and later released on $5,000 personal recognizance bail. Bender is due in court on Jan. 7, 2013.
  • Chad R. Fennessey, 21, of Concord, was arrested at 5 p.m. on Dec. 6, on a bench warrant. According to an arrest report, Fennessey was allegedly involved in a car accident at the intersection of North Main Street and I-393. During a routine check, dispatch reportedly discovered that Fennessey had an active warrant out of Laconia Distric Court for an unlawful possession violation from Oct. 29. Cash bail was set at $397 and Fennessey is due in court on Jan. 7, 2013.
  • William Parent, of Concord, was arrested at 6:25 p.m. on Dec. 6, on an operating without a valid license charge. According to an arrest report, while writing reports in his cruiser at the Dick’s Sporting Goods on Loudon Road, an officer reportedly heard a car’s exhaust accelerating and gear revving on Loudon Road, at a high rate of speed. The vehicle, the officer wrote, appeared to be racing with another vehicle and estimated to be traveling around 55 mph. The officer’s radar, however, was not on. The officer stopped the vehicle in the parking lot of 239 Loudon Road. The officer approached the vehicle and asked Parent if he was racing with another car and he allegedly denied that he was racing. Parent later allegedly informed the officer that he did not have a driver’s license. Dispatch reportedly confirmed that Parent had not had a license in four years. He was arrested and later released on personal recognizance bail of $1,000 and is due in court on Jan. 7, 2012.
  • Robert H. Giles, 54, of Concord, was arrested at 12:41 a.m. on Dec. 7, and charged with suspended registration (operating-misd) and driving after revocation. According to an arrest report, an officer allegedly saw a Ford Explorer with a driver’s side headlight out while driving on Centre Street near Green Street. Giles were reportedly pulled over in front of the Concord Public Library. Giles allegedly told the officer that there might be a problem with his license because of a ticket that had not been paid. Dispatch later reported that both his license and registration had been suspended. Giles was arrested and later released on $2,000 personal recognizance bail. He is due in court on Jan. 7, 2013.
  • Elijah Z. Garrison-Botsford, 27, of Concord, was arrested at 3:50 a.m. on Dec. 8, on a duty to inform charge. According to an arrest report, the New Hampshire State Police arrested Garrison-Botsford on a warrant from Nov. 30, for a failure to report. An officer went to Dixon Street to take custody of him and bring him to headquarters. He was released on $2,000 personal recognizance bail.
  • Noah M. Fournier, 30, of Manchester, was arrested at 10:39 a.m. on Dec. 8, warrants out of Manchester District Court for speeding and suspended registration. According to an arrest report, Fournier was stopped at Walmart on Loudon Road. He was released on $2,154 cash bail. He is due in court on Dec. 17.
  • Dezirae E. Decato, 23, of Webster, was arrested at 11:30 a.m. on Dec. 8, and charged with theft by deception and theft by unauthorized taking or transfer. According to an arrest report, Decato was picked up by Hooksett Police Department on a Concord Police warrant involving returns and gift cards valued at $199.88. She was held on $4,000 cash bail and was arraigned on Dec. 10.
