ARRESTS: Man Allegedly Assaults Girlfriend, Claims She’s an Alien

The following information was supplied by the Concord Police Department. It does not indicate a conviction.

Stephen J. Fowler, 51, of Concord, was arrested at 11:59 p.m. on April 1, 2013, and charged with simple assault (personal weapons), resisting arrest or detention, criminal threatening (intimidation, etc.), criminal mischief (vandalism), and false imprisonment. Officers were called to a domestic dispute in progress on Clinton Street between a man and a woman. Officers also spoke to a number of witnesses at the scene. Fowler, who was reportedly sitting on the front steps, wouldn’t speak to police. Another officer spoke to the woman who was visibly upset in a bedroom. She allegedly stated that the two had been drinking and then Fowler allegedly assaulted her, while asking if she was an alien. The officer requested that she be more specific and she stated that the two began drinking around 2 p.m. and everything was going fine until around 10:30 p.m. She alleged that Fowler grabbed her shirt and raised his hand in a fist and threatened to punch her. The woman stated that Fowler kept asking if she was an alien while allegedly threatening her. The officer observed that her shirt was torn as if it were grabbed. She alleged that Fowler grabbed her by the throat and choked her. The officer reportedly observed marks on her neck and bruises on her arm. When the woman tried to leave, Fowler allegedly stood in the doorway and wouldn’t allow her to leave, while asking her if she were an alien. Other witnesses reported that the woman had been screaming and that Fowler was claiming she was an alien. Witnesses reportedly provided audio recordings of the incident. Fowler was arrested and allegedly began yelling at the officers and threatened to sue them. He allegedly continued to ask officers why he was being arrested and refused to allow himself to be fingerprinted. Fowler was transferred to jail and arraigned on April 2.

Anne Elizabeth Welch, 57, of Concord, was arrested at 10:23 p.m. on April 10, on a simple assault (personal weapons) charge. Officers were called to Borough Road to investigate an unwanted guest call. Prior to arrival, dispatch told the officers that Welch had alleged that her husband was verbally abusive and she wanted him removed from their home. The officers arrived and spoke to the husband who was visibly upset. The man stated that Welch was very intoxicated and he believed that she needed help. The husband alleged that each of them were in their respective offices when Welch allegedly began to play music loudly and he was annoyed by it. He requested that she turn the volume down and she allegedly began yelling at him, reportedly telling him that the house was also hers, and she had a right to use it as she pleased. They began arguing and she allegedly punched him three times in the chest, he said. The man refused medical attention. He said he was going to leave but he didn’t have any other place to stay. The officers then spoke to Welch who was also visibly upset. The officers alleged that she smelled of alcohol and her eyes were bloodshot and watery, with a runny nose. She reportedly stated that the two began arguing about the music volume. The officers determined that Welch had been the aggressor in the dispute and placed her under arrest. She was later released on $1,000 personal recognizance bail.

Scott Willis Woodbury, 25, of Bow, was arrested at 12:47 a.m. on April 13, and charged with driving while intoxicated, driving while intoxicated, second offense, possession of controlled drugs, and possession of drugs. While at the intersection of South Main and Perley streets, and officer allegedly saw a 2008 Toyota Tundra make a right hand turn from Storrs Street without its lights on. The officer pulled out to get behind the vehicle and pulled it over at South Main and Fayette streets. When the officer approached the car, he allegedly smelled a strong odor of alcohol and marijuana coming from the truck. Woodbury allegedly had red, bloodshot eyes, was slurring his words, and had trouble completing his sentences. He was issued a field sobriety test and later placed under arrest. Police alleged that Woodbury was in possession of a pipe and grinder with marijuana residue. Woodbury was previously convicted of DWI on Nov. 6, 2008, in Concord District Court. He was released on $5,000 personal recognizance bail and had a court date on May 6.

Terrence Wigglesworth, 20, of Pittsfield, was arrested at 4:14 a.m. on April 14, and charged with unlawful possession of alcohol and resisting arrest or detention. An officer was sent to Loudon to assist police there at a fight on Oak Hill Drive in Loudon. Upon arrival, an officer saw an officer speaking with two individuals One of them, Wigglesworth, was reportedly “being loud and interfering with the investigation,” the officer alleged. He was being so disruptive that the other man involved in the alleged fight, kept telling him to stop, the officer alleged. The men began to walk apart form each other and the officer feared that they were going to make a run for it, so he began to get into a defensive position. Wigglesworth reportedly requested to go to the bathroom but the officer told him he would have to wait. Wigglesworth then reportedly complained his rights were being violated, according to the officer. The other man had an outstanding warrant and the Loudon officer took him into custody. Wigglesworth, the officer alleged, smelled like alcohol and was slurring his words. Later, Wigglesworth was arrested and refused bail.

Brian James Gaessler, 35, of Concord, was arrested at 4:49 a.m. on April 20, and charged with two counts of simple assault (personal weapons), criminal mischief (vandalism), false imprisonment, possession of controlled drugs, and obstructing report of a crime or injury. Officers were sent to South Street for a report of a domestic disturbance with dispatch advising that a woman was asking for assistance. Upon arrival, officers spoke with a woman on a porch while other officers spoke to Gaessler in a kitchen. Officers observed that a mobile kitchen island was turned over with a broken coffeepot smashed on the floor. Gaessler alleged that the woman was so intoxicated that she bumped it over. An officer reportedly found a pipe with marijuana residue on the floor and Gaessler allegedly admitted it was his. An officer also reported that the apartment looked in disarray. Gaessler allegedly told the officer that the apartment was usually spotless. Gaessler alleged that he had been waiting for her to get home since 9 p.m. after drinking with friends. Gaessler allegedly asked her friends to leave. He then reportedly tried to speak with her in a room but she attempted to leave and he shut the door on her. Gaessler alleged that she pushed past him, scratching him. The officer reportedly observed numerous cuts on Gaessler’s hands. The woman reportedly told the officer that while she was out with friends, Gaessler called her requesting her to come home. When she reportedly told him that she wasn’t coming home, Gaessler allegedly threatened her. She could hear things breaking in the apartment over the phone, she alleged. She reportedly told Gaessler that she would be coming by the apartment with her friends to pick up some things. She stated that she pushed him away in self-defense. Later, he allegedly pushed her into the butcher block and it overturned. The officer reported seeing fresh blood on her foot and her ankle was swollen. Gaessler was placed under arrest on various charges. He was held on $7,000 cash bail and was arraigned remotely on April 22.

Sean Ward, 38, of Madison, received a summons at 5:45 p.m. on May 5, on a public disposal of human waste charge. While on foot patrol on North Main Street, an officer reportedly observed a man cross the street outside of a crosswalk and then walk down the alley next to the Northway Bank. The man was reportedly holding a cellphone between his ear and right shoulder while allegedly reaching for the front of his pants. “From where I was, it appeared as though he was trying to undo his pants,” the officer wrote. The man, later ID’d as Ward, began urinating while still walking eastbound down the alley, according to the officer. The man stated he was heading home to Madison after working in Tewksbury, Mass., earlier in the day and wanted to go to the bank. He allegedly made a pit stop in the alley to go to the bathroom and didn’t know where else to go. The officer alleged that Ward stated he had two beers and was acting “sarcastic … it is uncertain if he was trying to be uncooperative, or it was due to his level of impairment.” The officer noted that it was daylight and a number of people were using the alley while he was talking with Ward. He was issued a summons and Ward called his wife to come pick him up, according to the report. He’s due in court on June 10.

Michelle Lee Egounis, 36, of Concord, was arrested at 5:50 p.m. on May 6, and charged with driving after revocation or suspension, two bench warrants, and a warrant. While on patrol on South Main Street, officers saw a Ford pickup with invalid inspection stickers. The officers followed the truck to CVS on Hall Street where the driver, Egounis, stopped with her daughter and entered the story. The reporting officer requested a license from Egounis and she reportedly didn’t have one and stated that it might be under suspension but she wasn’t sure. She later provided a New Hampshire non-drivers ID and inspection results from June 2, 2012, that required repairs be made by August 2012. A license check was run and it was reported that Egounis’ license was under suspension. There were other charges including a bail jumping charge from the Bedford Police, a driving after revocation or suspension charge from Concord District Court, and a Merrimack District Court driving after revocation or suspension charge, with $2,000 cash bail. Egounis was also convicted of operating after suspension in Concord on March 18. Another conviction from Merrimack occurred in 2010. She was arrested but refused to see a bail commissioner. She was also summoned for driving an uninspected vehicle. Egounis was arraigned on May 7.

Nicholas John Shiek, 39, of Concord, was arrested at 11:14 a.m. on May 6, two felony counts of criminal mischief (vandalism), criminal mischief, reckless conduct; place another in danger, operating without a valid license, and resisting arrest or detention from May 5. Officers were called to West Portsmouth Street to speak with Shiek who was wanted on numerous charges from an alleged domestic disturbance from the night before between himself and his wife. Dispatch reported that Shiek was in a field and may be injured. Officers reportedly tried to communicate with Shiek but he allegedly did not respond. He was allegedly holding a yellow contractor’s knife. An officer threatened to shoot Shiek with a taser a number of times if he didn’t drop the knife. Eventually, he did. Officers handcuffed him and Concord Fire and Rescue assisted with medical treatment. He was later transported to the hospital. A witness reported that Shiek visited with his children beforehand and allegedly stated he was not going to go back to jail.
