ARRESTS: Concord Man Picked Up on Privacy Violation Charges

The following information was supplied by the Concord Police Department. It does not indicate a conviction.

  • Zachary LeBlanc, 17, of Concord, was arrested on July 29, and charged with facilitating a drug or underage alcohol house party, possession of controlled drugs, and unlawful possession of alcohol. He was arrested at 4:20 a.m. on South Street. Police allegedly seized marijuana from LeBlanc at the time of his arrest. Personal recognizance bail was set at $5,000. Prescott is due in Sixth Circuit District Division Court on Sept. 10.
  • Nyabuguye Tembasi, 19, of Concord, was arrested at 7 p.m. on Aug. 2, on a bench warrant. Personal recognizance bail was set at $2,000 and he had a court date on Aug. 3. Personal recognizance bail was set at $2,000. is due in Sixth Circuit District Division Court on Sept. 10.
  • Robert S. Gelinas, 24, of Epsom, was arrested on Aug. 6, and charged with possession of controlled drugs, a felony, as well as two warrants. He was arrested at 1:45 p.m. at Hall, Sheldon, and & Mona on Portsmouth Street. Police allege that Gelinas was in possession of heroin at the time of her arrest. He had a court date on Aug. 7.
  • Beth A. Ellsworth, 52, of Concord, was arrested on Aug. 6, and charged with possession of alcoholic beverages on public property and default or breach of bail conditions. She was arrested at 5:30 p.m. at the intersection of North Main and Pitman streets. refused bail and she had a court date on Aug. 6.
  • Alicia Ann Lucier, 18, of Concord, was arrested at 7:54 p.m. on Aug. 6, on two counts of prowling. The charges stem from alleged incidents at 7 p.m. on July 24, on 70 West Street, and 8:05 p.m. on July 24, on 92 South State Street. Personal recognizance bail was set at $1,000. Lucier is due in Sixth Circuit District Division Court on Sept. 17.
  • Courtney Swenson, 26, of Concord, was arrested at 12:34 a.m. on Aug. 7, on a false report to an officer charge. The charge stems from an alleged incident at 6:10 p.m. on Aug. 4, on 11 Clinton Street. Personal recognizance bail was set at $2,000. Swenson is due in Sixth Circuit District Division Court on Sept. 17.
  • Joshua A. Waters, 24, of Concord, was arrested at 11:07 a.m. on Aug. 7, on a cruelty to animals charge, a felony. The charge stems from an alleged incident at 11 p.m. on May 26, on 12 East Side Drive. Police took photos in as evidence as well as a yellow note left on a cat owned by a relative of Waters’. Cash bail was set at $1,000 and Waters had a court date on Aug. 8.
  • David S. Mandigo, 41, of Concord, was arrested on Aug. 7, and charged with three counts of attempted violation of privacy and a default or breach of bail conditions charge. He was arrested at 3:30 p.m. at Marshall’s on 80 Storrs Street. Police seized a Verizon cell phone as evidence in the case.
  • Frank Borneman, 44, of Concord, was arrested at 5 p.m. on Aug. 7, on a reckless operating charge. The charge stems from an alleged incident on 4 Downing Street at 4 p.m. on July 9. Personal recognizance bail was set at $1,000. Borneman is due in Sixth Circuit District Division Court on Sept. 17.
  • Laura L. Smart, 43, of Concord, was arrested at 6:30 p.m. on Aug. 7, on a disorderly conduct charge. The charge stems from an alleged incident at 1 a.m. on March 18, on 4 Village Street. Personal recognizance bail was set at $1,000. Smart is due in Sixth Circuit District Division Court on Sept. 17.
  • David A. Bousquet, 51, of Chichester, was arrested at 6:53 p.m. on Aug. 7, on a conduct after an accident charge. The charge stems from an alleged incident at 5:06 p.m. on July 29, at Merrimack County Savings Bank on 167 North State Street. Bousquet allegedly damaged or destroyed ceiling tiles and a support structure at the bank. The estimated value of the damage was $1,300. Personal recognizance bail was set at $1,000. Bousquet is due in Sixth Circuit District Division Court on Sept. 17.
  • Jon C. Fogg, 35, of Concord, was arrested on Aug. 8, and charged with suspended registration (operating-misd), driving after revocation or suspension, and driving without giving proof. He was arrested at 7:52 a.m. at the intersection of Loudon Road and North Main Street. Personal recognizance bail was set at $5,000. Fogg is due in Sixth Circuit District Division Court on Sept. 17.
