Filing for Concord School Board Seats Starts Sept. 6

Board of Education seats move from at-large to district seats this year.

The way Concord School Board members are elected will change this year, with filing for potential candidates beginning next month.

This year, school board candidates move from at-large seats, citywide, with the exception of areas of Penacook, to district seats.

For school board representation, the city has been broken up into three districts: District A will represent voters in non-Merrimack Valley School District areas of Ward 1 and Ward 2, as well as 3, and 4; Ward 5, 6, and 7, will be represented by the District B seat. District C will be represent Ward 8, 9, and 10. When elected, the terms will begin on Jan. 1, 2014, and will last for three years.

In 2014, three more district seats, with the same configuration, will be up for grabs, and the winners will serve for three years. In 2015, three at-large seats will be up again.

The changes were created by the Concord District Charter Commission in 2011 and approved by voters by a handful of votes, despite an organized effort by school board members to hijack the proposal.

Currently, three at-large school board members – Bill Glahn, Jennifer Patterson, and Tara Reardon – have terms ending. Both Glahn and Patterson live in Ward 5, meaning one will lose their board seat if one or both decide to run for the District B seat; Reardon lives in Ward 10. At post time, the three members who are up this year had not responded to emails asking whether they planned on running again. 

According to Roger Phillips, the clerk of the Concord School District, candidates can file to run for three district seats at 8:30 a.m. on Friday, Sept. 6. The filing period will be open from that time until 5 p.m. on Monday, Sept. 16. Election Day is on Nov. 5.
