Man Charged with Two Prowling Counts

Concord Police allege that Andrew Campbell was trying to break into cars in the Firehouse Block Parking Garage and on Storrs Street.

A Concord man was arraigned last month on two counts of prowling, according to arrest and affidavit reports.

Andrew Scott Campbell, 49, was arrested at 6:55 p.m. on June 13, on the charges.

According to the reports, officers were called to the Firehouse Block Parking Garage, behind the Concord Family YMCA on North State Street, for a suspicious person call.

The officers spoke to a witness who alleged seeing a man “trying to get into a car in the garage,” according to the report. The witness, another man, reportedly confronted the man and he ran away towards School Street.

The witness told officers he was sitting in his parked vehicle facing the northbound ramp leading to the second story of the garage when a man approached the rear passenger side of his vehicle, allegedly looking into his vehicle. The man then allegedly walked toward a row of cars on the south side ramp. The man then approached a Chevrolet Impala and allegedly tried to open the passenger door of the vehicle.

“(The witness) stated that at that point he believed that the subject was trying to enter a vehicle that did not belong to him,” the officer noted in the affidavit.

The witness then left his vehicle and began walking toward the man. The man then turned saw the witness, turned around, and walked away.

While speaking with the witness about a description of the man, officers heard from a dispatcher who reported that another man had called in to say that he had just caught a man trying to break into his Ford Escort on Storrs Street under the Legislative Parking Garage.

The witness said he was watching his granddaughter while his daughter got a haircut. They were parked on Storrs Street and while sitting in the car, a man reportedly walked up to the passenger side door and attempted to open the door. The witness reportedly told the man to leave the area or he would get in trouble and the man left.

Dispatch gave officers a description of the man on Storrs Street and he matched the description given by the witness at the Firehouse Garage, according to the report. The man was last seen walking on Storrs Street near the Holiday Inn.

Officers then began to search the area and one came across a man who matched the description, Campbell, who was walking along Loudon Road on the bridge over the Merrimack River.

The witnesses were transported and escorted to the Everett Arena and both allegedly positively ID'd Campbell as the man they saw trying to enter vehicles. 

Campbell, however, allegedly denied being in the parking garage and denied trying to enter the vehicles, according to the affidavit.

The report, however, noted that the police had had prior contacts with Campbell, “regarding theft from motor vehicles, particularly in parking garages and parking lots,” the affidavit stated.

Campbell was then arrested and charged. He refused to answer any questions about the case, according to the report.

According to police, Campbell had a plastic bag containing 99 cents in pennies and a small nylon backpack. He refused bail services and was arraigned on June 14.
