LOG: Contoocook Man Charged with Peeing in the Garage

The Concord Police Department supplied the following information. It does not indicate a conviction.

James Lowry, 43, of Concord, was arrested at 3:10 a.m. on June 6, on disorderly conduct and criminal trespass charges. Officers were sent to an apartment on Washington Street for a noise complaint involving a neighbor. The woman reported that a friend who was in her apartment stated there was a man outside banging on the walls. The woman spoke to the man and told him to keep quiet or she could call police and the man took off. Later, she woke up again and the man was inside another apartment, acting belligerent. The man, later identified as Lowry, was reportedly related to the landlord and had access to her apartment keys. The officer looked at the woman’s rental agreement and found that Lowry was not mentioned as having permission to enter the apartment. The reporting officer went to Lowry’s apartment but was unable to make contact with him and cleared the call. About eight minutes later, another 911 call came in that Lowry was allegedly back at the apartment. Police arrived while Lowry was sitting on the steps of the building. The reporting officer alleged that he was intoxicated and warned to stay away from the residence. Lowry allegedly claimed he was attempting to evict someone and was told he didn’t have the authority to conduct an eviction and to take it up with the Sheriff’s Office. Police alleged that Lowry didn’t want to obey the order to remain away from the apartment so they arrested him. He was arraigned on July 14.

Robert N. Munroe Jr., 55, of Merrimack, was arrested at 7:14 p.m. on June 6, on a conduct after an arrest charge from June 1, at the intersection of Fort Eddy Road and Loudon Road. Munroe turned himself in to police and was arraigned on July 7.

Dennis Mahoney, 59, of Bow, was arrested at 7:36 p.m. on June 6, on a conduct after an accident charge from June 5, at the Hitchcock Clinic on Pleasant Street. He turned himself in to police and was arraigned on July 7.

Michael S. Vermette, 50, of Concord, received a summons at 8:05 p.m. on June 6, for possession of alcoholic beverages on private property, a city violation. An officer was sent to the Circle K Irving on Loudon Road for a report of a man in a pickup truck consuming beers in the parking lot. The officer spoke to Vermette who was in the driver’s seat of the car next to an open container of Natural Ice Beer. “I could immediately tell (that) Vermette was under the influence of alcohol and/or drugs,” the officer alleged, since his speech was slurred and responses slow. Vermette was very polite and reportedly stated he had just come from work and consumed four beers while sitting in the lot. The truck was not running and the keys were not in the ignition, according to the officer, so Vermette was only cited. He had a court date on July 7.

Chelsie Marie Fredette, 20, a homeless woman now located in Concord, was arrested at 10:40 p.m. on June 6, and charged with possession of controlled drugs, unlawful possession of alcohol, pedestrians on a road way violation, simple assault, and criminal mischief (vandalism). Officers were on Loudon Road near East Side Drive when they saw three people crossing the middle of the street between Walgreens and Burger King. In the process of stepping onto the median, a car hit the brakes and swerved out of the way to avoid hitting one of the individuals. The woman, Fredette, had blue hair but was wearing all black clothing, so she was difficult to see, according to the officer. Other officers arrived after it was realized that she had a warrant from an incident at an apartment on Parmenter Road on May 23. As one of the officers placed her backpack on the ground, a liquid began pouring out of it. The officer alleged it was a large can of Twisted Tea that was opened in the bag along with an unopened can. An inventory of Fredette’s property allegedly revealed a glass pipe and a few buds of marijuana in a plastic wrapper inside a pack of cigarettes. She had a court date on July 7. Another woman, Jennifer Renee Boudle, agreed to pick up Fredette at the police station and went to headquarters. However, according to dispatch, she had a suspended license. When she arrived, her license was checked again and the suspension confirmed, from April 12, for default court summons, as well as a previous conviction from November 2010. Boudle was arrested and charged with driving after revocation or suspension. She was arraigned on July 7.

Jonathan J. Cappucci, 20, of Concord, was arrested at 12:19 a.m. on June 7, on a simple assault charge. An officer was sent to North Main Street in front of the Statehouse Plaza for a report of a woman yelling that someone threw her to the ground. The woman had a scrapped knee and ripped jeans and alleged that her boyfriend, Cappucci, shoved her into a pole, causing her to fall. A witness who lived across the street stated that she heard the scream and came outside to assist but didn’t see the assault. Another witness alleged that he saw Cappucci shove the woman into the pole. He alleged that he ran in a southerly direction down the street and the man attempted to stop him. The witness chased him to Storrs Street near Cheers and was yelling at him. Cappucci was arrested and spoke with the officer about the case. His ripped T-shirt was entered into evidence. He’s due in court on July 21.

Joseph A. Bard, 30, a homeless man now located in Concord, was arrested at 5:03 a.m. on June 7, on a bench warrant. An officer was sent to Herbert Street for a report of a man in the woods behind a home yelling “Hey” at the homeowner. The officer searched the area and later, found a man at the Constitution Avenue park and ride location. The man, Bard, had a bench warrant for nonappearance in court on a theft by unauthorized taking charge, $1,000 cash to settle. Bard was held and arraigned on June 9.

John LaFratta, 51, of Pembroke, was arrested at 11:34 a.m. on June 7, and charged with driving while intoxicated and driving after revocation or suspension. An officer was sent to Sheep Davis Road for a report of an Oldsmobile SUV crashing into a gate. The vehicle struck a large metal gate bending it and ripping a large granite post out of the ground. There was no one with the vehicle, the officer report. A man in a truck drove up and told the officer that the man walking toward a gas station was the one involved in the accident. The officer caught up to the man, LaFratta, who reportedly stated he thought the gate was the entrance to the gas station. LaFratta allegedly kept asking the officer, “Can you just take me home?,” and had watery, bloodshot eyes, adding that he hadn’t slept in days. A check of his license revealed it was suspended and the vehicle hadn’t been registered since 2011. LaFratta was arrested and allegedly had difficulty keeping his balance. Later, during processing, a blood sample was taken and the DWI charge added. He was held on $500 cash bail and arraigned on June 9.

Bryan William Batchelder, 44, of Loudon, was arrested at 4:58 p.m. on June 7, on a bench warrant. While on a domestic call on Centre Street, an officer came in contact with Batchelder and found he had a warrant for nonappearance in court on a willful concealment charge, $1,000 cash to settle. Batchelder was held and arraigned on June 9.

Ryan Donoghue, 23, of Contoocook, received a summons at 1:04 a.m. on June 8, on a public disposal of human waste, city ordinance violation. While on bicycle patrol in the Durgin Block Garage, officers observed two men and a woman hanging around. One man was facing the concrete wall with his arms extended in front of him and his hands below his waist, according to police, as if he was urinating. The other man tried to get his attention to let him know that officers were in the area. The officer spoke to the man who was allegedly urinating, Donoghue, and asked him what he was doing against the wall. “Nothing,” he allegedly stated, adding that he was “just looking over the wall.” The officer looked over in the area of where he was standing and saw a large puddle of liquid on the floor of the garage that likely didn’t come from a vehicle, the officer surmised. At first, Donoghue denied peeing in the garage but later, allegedly admitted he had, and was issued a summons after an officer took pictures of the area. He had a court date on July 14.

Kenneth R. Moody, 34, of Concord, was arrested at 2:38 a.m. on June 8, and charged with felony possession of controlled drugs and default or breach of bail conditions. Officers on bike patrol near Pleasant and Warren streets saw a man in front of the Irving Gas Station that was closed at the time. The man later left the front of the store and officers approached him on Pleasant Street. A check with dispatch revealed that the man, Moody, had an active warrant from April 17, 2009. He’s due in court on July 21.

Dillon Ryan Johnson, 19, a homeless man now located in Concord, was arrested at 9:45 p.m. on June 8, on a felony warrant. The warrant was out of Strafford County Superior Court, issued on June 6, for violation of bail conditions. Johnson was held without bail.
