East Side Drive Closed for Repairs After Crash

Concord Police arrest two teens.

Two Concord teens were arrested after an early morning crash on the eastern part of the city on Oct. 17.

Samuel Harkins and Michael Allen, both 18, were arrested after the single vehicle accident, according to a police alert.

Harkins car allegedly struck a telephone pole on East Side Drive, causing wires to fall near Eastman and Portsmouth streets.

At 7 a.m., when the alert was released, police said the road was closed and would remain so while the repair work was being taken care of.

Harkins was charged with aggravated DWI, underage DWI, conduct after an accident, and unlawful possession of alcohol by a minor; Allen was charged with unlawful possession of alcohol by a minor and possession of a controlled drug.

The young men sustained minor injuries at the scene but waived medical service, according to the report.

Harkins is due in court on Nov. 4; Allen on Dec. 2. Both were released on personal recognizance bail.
