CRIME LOG: Spinning Tires Leads to Crash, Summons

The following information was supplied by the Concord Police Department. It does not indicate a conviction.

  • Robert Hall, 19, of Concord, received a summons at 4:12 .m. on Aug. 28, on a negligent driving charge. An officer responded to call about a Ford Thunderbird crashing into the front lawn of the Concord Nissan dealership on Manchester Street, striking a parked vehicle. The driver, Hall, reportedly told the officer that while trying to take a right turn onto Airport Road from Manchester Street, “his rear tires lost traction.” Hall attempted to correct the car but lost control of it going over the curb and onto the lawn. A witness, however, allegedly “saw Hall spin his tires” when the light turned green and later, lost control of the T-bird. Hall, the witness alleged, “was going way too fast and driving recklessly.” Hall was cited for the incident.
  • Ashton Everett Garland, 22, of Concord, was arrested at 5:50 p.m. on Sept. 8, on a warrant. Officers were dispatched to the Steeplegate Mall on Loudon Road for a disturbance between a man and the manager of Things Remembered, a kiosk at the mall. Upon arrival, they heard that the man involved in the disturbance had left in a Toyota pickup. One of the officers caught up with the truck on Chase Street and spoke to the driver, informing him he was no longer welcomed at the mall. A passenger in the truck, Garland, had a warrant out from the Loudon Police Department for theft. He was arrested and later, booked for Loudon. Garland's due in court on Oct. 21.
  • Matthew B. Fagans, 25, of Concord, was arrested at 8:02 p.m. on Sept. 11, on a criminal mischief (vandalism) charge. An officer was sent to Fisherville Road for a past tense domestic disturbance between a couple during a custody exchange outside of Sam’s Food Store Convenience on Village Street in Penacook. According to the woman, the two began to exchange words and Fagans allegedly slammed his fist on top of the roof of her Hyundai Elantra, causing a dent. The officer reported seeing the dent which also appeared to have a palm print in the dust on the roof of the car. The officer then went to speak with Fagans who allegedly denied any issues with his wife during the exchange and stated that the dent was on the car when they bought it. The officer reported to Fagans that there was a palm print where the dent was and later, arrested him. He was released on $2,000 personal recognizance bail and is due in court on Oct. 21.
  • William Garvey, 41, of Derry, was arrested at 11:33 p.m. on Sept. 14, and charged with criminal trespass and prowling. Officers were dispatched to South Main Street for a report of an intoxicated person walking into a home there. When officers arrived at the scene, they saw Garvey reportedly crouched down near some small basement windows and began speaking with him. Officers alleged that Garvey couldn’t tell them where he was or why he was standing in an alley on Concord Street. Garvey reportedly wouldn’t answer any questions, but later, told officers he was in Nashua earlier and his truck was parked on South State Street. Garvey was then arrested. Officers then spoke to the resident on the building who said that she thought Garvey was her boyfriend and was surprised to see him appear in her home, allegedly walking around in her living room. The woman ordered him to leave and, eventually, he stumbled out, she alleged. Garvey was taken to Concord Hospital to be medically cleared. Later, the officer reported, Garvey allegedly didn’t recall anything that happened but also didn’t deny anything. He reportedly gave the officer “a shocked facial expression” after it was explained that he had walked into someone’s home. He was later released on $4,000 personal recognizance bail and is due in court on Oct. 21.
  • Nicholas R. Clark, 23, of Pittsfield, was arrested at 1:33 a.m. on Sept. 15, on a criminal mischief (vandalism) charge. While on patrol on North Main Street, an officer saw several people cheering in the area of the clock tower outside Eagle Square. A man, later identified as Clark, allegedly jumped onto a parked 2005 Ford Focus causing a crunching sound on the hood of the car. Clark then allegedly fled the area towards the Capitol Plaza. The officer caught up with him, allegedly hiding behind a pillar by the Capital Deli. The officer asked Clark if he knew the owner of the vehicle and Clark allegedly said, “I thought it was my friend’s but then I realized it wasn’t.” Clark allegedly admitted that he knew he damaged the vehicle – it had a 12-inch by 12-inch dent in the hood – along with a broken antenna. Clark was arrested and charged. He was later released on $1,500 personal recognizance bail and is due in court on Oct. 21.
  • Lonnie A. Potter, 21, a homeless man now located in Concord, was arrested at 8:10 p.m. on Sept. 19, on a bench warrant. The warrant was out of the Concord District Court on a drugs act prohibited violation charge from Aug. 2, with $509 cash to settle. Potter turned himself in to police and was released on $1,000 personal recognizance bail. He has a court date on Oct. 28.
  • Brittany Fisher, 18, of Allenstown, was arrested at 5 p.m. on Sept. 20, on a theft by unauthorized taking or transfer charge. An officer was called to Walmart on Loudon Road for a report of a shoplifter in custody. The loss prevention employee alleged that Fisher took numerous cosmetic items and concealed them in her purse. She was with another woman who paid for her items but Fisher allegedly left without paying for the items in her purse. The value of the cosmetics was about $61. Fisher later allegedly admitted to stealing the items because they were “the expensive ones” and she needed them. A check of Fisher’s record yielded a previous felony theft conviction. She was arrested and later, released on $5,000 personal recognizance bail. She’s due in court on Nov. 4.
  • Jesse Andrew Bilodeau, 22, of Barnstead, was arrested at 12:35 p.m. on Sept. 21, on a driving after revocation or suspension charge. An officer monitoring traffic on Loudon Road near Woodcrest Heights reportedly observed a 2001 Toyota Camry without a registration sticker drive by. A SPOTS check revealed that the owner, Bilodeau, had a suspended license for default of a court summons on March 6. After the stop, Bilodeau reportedly told the officer that he paid the fine and figured it was OK to drive. He was arrested and a female passenger took control of the vehicle. Bilodeau was released on $1,000 personal recognizance bail and is due in court on Nov. 4.
  • Maureen A. Anderson, 73, of Concord, was arrested at 10:30 p.m. on Sept. 21, on two counts of driving while intoxicated. At around 8 p.m., dispatch advised officers and the New Hampshire State Police that there was a silver car heading into Concord on Route 4 driving all over the road. The officer looked up the information of the registration and found out that the person lived on the Heights. The officer parked near the Exit 2 I-393 off ramp to see if the car appeared. The officer spotted the Toyota Camry and began following it and allegedly “observed poor operation almost immediately.” The car was pulled over and the officer alleged that while speaking with the driver, Anderson, that she had “glassy, red blood shot colored eyes and an odor of an alcoholic beverage coming from her breath as she spoke.” Anderson reportedly told the officer that she and her husband were coming home from dinner in Portsmouth. She agreed to a field sobriety test and was arrested. She was later released on $1,500 personal recognizance bail and arraigned on Oct. 7.
  • Brian D. Herra, 50, a homeless man now located in Concord, was arrested at 4:13 p.m. on Sept. 22, on a bench warrant. An officer traveling south on Stickney Avenue reportedly observed a man on Loudon Road near the I-93 Exit 14 off ramp holding a cardboard sign. The officer alleged that the man stepped off the curb to speak to a woman in a Jeep. The officer spoke to the man, later identified as Herra, and found that there was a warrant for his arrest issued on Sept. 13, out of Sixth Circuit District Division Court, on a criminal trespass charge. He was arrested and refused bail. Herra was arraigned on Sept. 23.
  • Raymond Leslie Locke, 67, of Concord, was arrested at 10:15 a.m. on Sept. 24, on two bench warrants. An officer was called back to headquarters to register Locke as a sex offender. However, dispatch advised that he was wanted on two warrants out of Concord District Court on two duty to report charges, with $300 cash bail needed. Locke refused bail and was arraigned remotely on Sept. 24.
