CRIME LOG: Salisbury Teen in Trouble Again

The following information was supplied by the Concord Police Department. It does not indicate a conviction.

  • Steven Tilton, 57, a homeless man now located in Concord, was arrested on Sept. 7, and charged with incident exposure and resisting arrest or detention. At around 5 p.m., an officer was dispatched to the South End Laundromat on Downing Street for a report of a suspicious person who was outside of the business and had taken all his clothes off. Earlier in the shift, a sergeant had spoken to the same man, identified as Tilton, outside the Sovereign Bank in McKee Square who was acting suspicious. The officer spoke to the reporting parties who alleged that Tilton took off all his clothes and was completely naked inside the business. They were both concerned because there are often children in the Laundromat and in the area, where a store and ice cream were also located. Other officers arrived and later, spoke with Tilton, who was reportedly in shorts. Tilton allegedly told the officers he was trying to do his laundry and thought the police were harassing him. He also allegedly denied being naked outside of the business. He reportedly stated later that he took off his clothes and put on shorts but “was never fully naked,” according to the report. Tilton allegedly smelled like alcohol and the officers began to take him into custody when he allegedly resisted and began arguing with police. The officers attempted to put him into cuffs but Tilton allegedly continued to resist, tensing his arms and forcing the officers to physically restrain him to get him into the cuffs. He was held on $15,000 cash bail and arraigned on Sept. 9.
  • Jon P. Petrocelli, 38, of Penacook, was arrested on Sept. 20, on an endangering the welfare of a child or incompetent charge. At around 7 p.m., an officer was sent to an apartment on Washington Street in Penacook for a domestic. Upon arrival, the officer heard a woman yelling inside the apartment. The woman reportedly answered the door and told the officer she had been yelling at her pre-teen daughter. The woman alleged that her boyfriend, Petrocelli, had left their infant daughter alone in the apartment while she had been gone. When asked how long the baby had been left alone, the woman first alleged that it was a few minutes, and then said it could have been more than 15 minutes, or even longer. When the woman found the baby alone, she took the baby and her other daughter, and went looking for Petrocelli who they thought might be down the street. They reportedly saw him riding a bike towards the apartment so they returned and saw him on a porch. The woman and Petrocelli allegedly began arguing about the situation and he allegedly raised his fist to strike the woman but saw the daughter and stopped, according to the affidavit. Petrocelli allegedly walked away and the woman allegedly threw a flowerpot at him but missed. An arrest warrant was then taken out for Petrocelli.
  • Mukadi Kadiobu, 39, of Concord, received a summons at 5:05 p.m. on Oct. 3, on an operating without a valid license charge and unsafe backing. An officer was called to Canton Circle for a motor vehicle accident. Upon arrival, the officer reported seeing the left front corner of the 1999 Toyota Camry jammed into the driver’s side rear door of a 2013 Ford Edge in a shared driveway. A woman reported that the man driving the Toyota didn’t have a license or insurance. The officer spoke to the man, Kadiobu, who had an application for a license, according to the officer. A friend was able to act as a translator between Kadiobu and the officer, since he spoke French and Swahili. Kadiobu reportedly told the officer he was practicing driving for his test and while trying to back into the driveway, he swung the front end of his car around and struck the other vehicle. No one was injured during the accident. Kadiobu is due is court on Oct. 28.
  • Manuel Vazquez, 59, a homeless man now located in Concord, was arrested at 11:13 a.m. on Oct. 4, on a violation of a protective order; penalty. An officer was called to West Street for a report that Vazquez was at a residence he shouldn’t be at. A sergeant arrived at the scene before the officer and moved Vazquez out of the home and onto West Street. Vazquez allegedly told police that he needed papers from the home even though he was not supposed to be within 100 yards of a plaintiff who was inside the home at the time. Vazquez was arrested and arraigned on Oct. 7.
  • Brian D. Herra, 50, a homeless man now located in Concord, received a summons on 2:20 p.m. on Oct. 5, on a generic city ordinance violation. While stopped at I-93, on the Exit 14 southbound ramp, an officer allegedly observed Herra step into the roadway to take an item from a driver that was stopped. The item was a plastic container with salad in it. The officer issued Herra a summons for stepping into the road.
  • Edward F. Bielecki, 60, a homeless man now located in Concord, was arrested at 4:38 p.m. on Oct. 7, on a bench warrant. An officer pulled over an unregistered 2001 Ford Ranger pickup truck on North State Street. The driver, Bielecki, had a warrant for his arrest issued on Oct. 1, for nonappearance in court on a prohibited sales of alcohol charge. He was later released on $500 personal recognizance bail and is due in court on Nov. 4. He was also cited for having an unregistered vehicle.
  • Terrence Wigglesworth, 21, of Concord, was arrested at 9 a.m. on Oct. 9, on a criminal mischief (vandalism). The charge stems from an alleged incident at 12:25 a.m. on June 16, involving a slashed tire at the McDonald’s Restaurant on South Main Street. An officer arrested Wigglesworth at Concord District Court. He was later released on $2,000 personal recognizance bail.
  • Tyler John Payne, 27, of Manchester, was arrested at 1:51 a.m. on Oct. 10, on a bench warrant. An officer reportedly caught a vehicle traveling westbound on Fayette Street which is a one-way eastbound. After stopping the vehicle and running a check on Payne, it was revealed that he was wanted for failure to appear on Oct. 1, on a criminal trespass violation. He was arrested and released on $10,000 personal recognizance bail. He’s due in court on Nov. 25.  
  • Garrett V. Beck, 19, of Salisbury, received a summons at 11:10 a.m. on Oct. 11, for simple assault (personal weapons). The charge stems from an alleged incident at the Hess station on Hall Street on Oct. 3. Beck turned himself in to police and had a court date on Nov. 4.
  • Darlene Ann Vettese, 41, of Raymond, was arrested at 7:05 p.m. on Oct. 12, on a simple assault (personal weapons) charge. While driving on South Main Street, an officer was flagged down by a man at the McDonald’s Restaurant at around 3:55 p.m. The man alleged that the mother of his son had just assaulted him and fled the area, possibly heading to Raymond. The man told the officer that the two were exchanging custody of their child and the woman, later identified as Vettese, was crying and intoxicated. The child, subsequently, began crying, and the man requested that he stop. Vettese allegedly got of her vehicle, approached the man, began swearing at him, and hit him in the nose with her finger. The officer “did not observe any marks” on the victim’s face, according to the report, but a witness confirmed the interaction between the two. The officer then called Vettese on her cell but she didn’t answer. He left a message and dispatch also tried calling. Vettese allegedly told a dispatcher that the man pushed her so she hit him, adding that she had a witness but couldn’t come back to Concord. The officer went back to the witness who said he didn’t see the man push Vettese. According to the victim, the two dated for a short while but the relationship wasn’t serious and he moved away. The next thing he knew, she was pregnant and said he was the father. The victim had full custody of the boy since he was 10 months old, according to the report. A domestic assault warrant was put out for Vettese and Raymond Police arrested her at 6:30 p.m. and a Concord officer picked her up on Route 101. She booked and processed and later, released on $2,000 personal recognizance bail. Vettese is due in court on Nov. 25.
  • Daniel H. Prescott, 56, of Concord, was arrested at 4 p.m. on Oct. 13, and charged with simple assault (personal weapons) and false imprisonment. Officers were called to an apartment on Pitman Street for a domestic dispute. The reporting officer noted that she was familiar with the apartment since she had been called there a number of times for other incidents. When they arrived, officers reported hearing the couple yelling inside the apartment with one saying, Get out of my space. The officer knocked on the door and Prescott answered the door and the parties were separated. The woman stated that two were arguing about finances and Bible passages that were being downloaded on a computer. The woman said she attempted to leave and Prescott allegedly stood in her way and pushed her back. The officers spoke to Prescott and he was later arrested. He was released on $3,000 personal recognizance bail and is due in court on Nov. 25.
  • John F. Sadatis, 33, of Concord, was arrested at 3:47 p.m. on Oct. 14, on felony registration of sex offenders; failure to comply. Officers were called to an apartment on East Side Drive for a report of a possible domestic assault between a mother and son. The son, Sadatis, had a warrant out of Merrimack County, for not registering as a sex offender. The mother denied that an assault occurred between the two and the officer did not see any injuries. Sadatis also denied any issues with his mother. He was later arrested on the warrant. During processing, Sadatis became ill and Concord Fire came to the scene to transport him to Concord Hospital. He was arraigned on Oct. 14.
