CRIME LOG: Pembroke Woman Arrested for Allegedly Stealing Vodka

The following information was supplied by the Concord Police Department. It does not indicate a conviction.

  • Janet Laurie Smith, 46, a homeless woman now located in Concord, was arrested at 6:15 p.m. on July 16, on default of breach of bail conditions. An officer was sent to Concord Hospital to arrest Smith for breach of bail. She had reportedly been transported there for a mental health evaluation but was allegedly found to be intoxicated by hospital staff, a violation of her bail. She was held without bail and arraigned on July 17.
  • Victoria Manter, 42, a homeless woman located in Concord, was arrested at 6 p.m. on July 18, on a theft by unauthorized taking or transfer charge. The charge stems from an alleged incident on June 30, at Starbucks on Loudon Road involving about $7 in case from a tip jar. Manter was arrested while in custody at the Merrimack County House of Corrections. She was arraigned on July 19.
  • Joshua Darell Amell, 33, of Loudon, was arrested at 1:45 p.m. on July 19, on a bench warrant. An officer was called to Hobart Street for a report of a suspicious vehicle. A passenger in the vehicle was identified as Amell and dispatch advised that there was a warrant for his arrest from May 9, from Concord District Court, for nonpayment of fine. He was arrested and later released on $1,000 personal recognizance bail. Amell was arraigned on July 22.
  • Ethan Keeler, 20, of Epsom, was arrested at 6:28 p.m. on July 20, on a felony forgery charge and theft by deception. The charges stem from an alleged incident at the TD Bank on Sheep Davis Road on March 22, involving a check for $400. An officer picked up Keeler, who was arrested on a warrant, from Epsom Police at the Super Shoes on Route 4. He was released on $15,000 personal recognizance bail and he is due in court on Aug. 26. 
  • Dil B. Rai, 34, of Concord, was arrested at 5:15 p.m. on July 21, and charged with conduct after an accident and operating without a valid license. The charges stem from an alleged incident at the Morning Star Apartments on Loudon Road on June 23, involving a 2011 Honda Civic. Officers took photos of the crash as evidence. Rai was picked up at the Concord Gardens Apartments, charged, and processed. He was later released on $2,000 personal recognizance bail and is due in court on Aug. 26.
  • James A. Saucier, 45, of Concord, received a summons at 6:25 a.m. on July 22, for operating without a valid license. An officer observed a 1999 Chrysler and checked the car which revealed that the owner, Saucier, didn’t have a valid license. The license expired on Aug. 30, 2009, and had previously been convicted of operating without a valid license on Sept. 10, 2012. Saucier was stopped at the Tedeschi’s on South Main Street and reportedly stated he was picking up a friend to bring to work and knew he didn’t have a valid license, because he couldn’t afford to renew it. Saucier was cited and is due in court on Sept. 9.
  • Paul John Bonin, 49, a homeless man now located in Concord, was arrested at 4:33 p.m. on July 22, on a bench warrant. An officer, while driving on Fort Eddy Road near Lowes, reportedly saw Bonin and knew he had a warrant out for his arrest. Other officers were called to the scene to assist the first officer. Dispatch confirmed that warrant – for failure to appear in Concord District Court on June 21. Bonin refused bail and was arraigned on July 23.
  • Ashton E. Garland, 22, of Concord, was arrested at 4:20 a.m. on July 23, on a possession of controlled drugs charge. Officers on patrol on School Street reportedly observed two individuals walking around the Durgin Block Garage carrying a backpack. The officers spoke to the two men who reported that they were walking from a friend’s house on Monroe Street to Loudon Road and were taking cover from the rain. While checking their backgrounds, Garland’s name came up for having an outstanding warrant from the Loudon Police Department and he was taken into custody. While searching his backpack, a pipe and marijuana were allegedly found. Garland refused bail and was arraigned on July 23.
  • Hannah Colby, 26, of Pembroke, was arrested at 3:41 a.m. on July 24, on a theft by unauthorized taking or transfer charge from June 25, at the New Hampshire Liquor Store on Storrs Street. Police allege that Colby stole a 750 ml bottle of Zenka Vodka, 100 proof, valued at $8.99. An officer was sent to Route 101 to meet with the Stratham Police who picked up on Colby on a warrant. During processing, “Colby was agitated and was demanding I give her water,” the officer alleged. “I explained to Colby that I had no water to get her. Colby continued to be angry towards myself and (another officer).” The officer noted that Colby had large bruises on her body that she attributed to a domestic violence incident but reportedly didn’t want to talk to officers about it. She was later released on $2,000 personal recognizance bail and is due in court on Aug. 26.
  • Rebekah Lynn Johnson, 35, of Alexandria, was arrested at 1:10 a.m. on July 25, and charged with two counts of driving while intoxicated, possession of drugs, and possession of controlled drugs. While on South Main Street, an officer allegedly observed a 2008 Nissan Sentra back up across four lanes of traffic for a reversal of direction. The officer pulled the car over at the intersection of South Main Street and Hills Avenue. While speaking with Johnson, the officer alleged that she had alcohol on her breath. She allegedly told the officer she didn’t know she could not back up across four lanes of traffic. After some back and forth, Johnson was arrested. During a search of the vehicle, police allegedly found a homemade smoking device with burnt marijuana residue. She was released on $3,000 personal recognizance bail and had a court date on Aug. 12.
  • David Fife, 23, of Pittsfield, was arrested at 11:15 p.m. on July 25, on a receiving stolen property charge from Feb. 25, at the Schnitzer on Sandquist Street involving TSI on Regional Drive and copper and brass fittings valued at $150. Fife was taken into custody by Pittsfield Police on a warrant. He was later released on $2,000 personal recognizance bail and is due in court on Sept. 9.
  • Adam Richard Shifrin, 39, of Concord, was arrested at 4:25 p.m. on July 26, and charged with receiving stolen property and theft by deception. The charges stem from an alleged incident at Chuck’s Used Furniture on Downing Street on July 10. Shifrin, who was in jail at the time, was refused bail and was arraigned on July 29.
  • Michael Roy Allen MacMaster, 32, of Concord, was arrested at 5:15 p.m. on July 30, on two bench warrants. Officers went to Loudon Road to serve a no trespass order for Walmart to MacMaster and while there, realized he had warrants out for his arrest for nonpayment of fines on simple assault and driving cases totally $869. He was arrested and later, released on $3,000 personal recognizance bail. He’s due in court on Sept. 9.
  • William H. Amsler, 27, of Concord, was arrested at 5:31 a.m. on July 31, and charged with three counts of simple assault (personal weapons), two counts of criminal mischief (vandalism), and resisting arrest or detention. Officers were called to Canton Circle for a domestic in progress. While arriving, they reportedly saw a man walking away from the residence with a beer in his hand. The man, later identified as Amsler, was reportedly swearing and yelling at a girl, and allegedly refused to stop for police and was later placed in handcuffs. The woman was visibly shaken and crying uncontrollably, according to officers. The woman alleged that Amsler reportedly told her that he was ready to go to jail and he didn’t care about her or their daughter and that he threw a baby gate across the room, hitting her in the mouth. Later, Amsler allegedly pushed the woman’s brother, grab him by the neck, and threw him to the ground, broke a refrigerator shelf, and smashed a wooden chair, she alleged. Other witnesses confirmed the woman’s description of the incident. Amsler refused bail and was arraigned on July 31.
