CRIME LOG: Manchester Man Faces Felony Drug Charge

The following information was supplied by the Concord Police Department. It does not indicate a conviction.

  • Steven Douglas Tilton, 57, a homeless man now located in Concord, was arrested at 4:13 p.m. on June 2, on a bench warrant. Officers were called to North Main Street to investigate a report that a man was threatening suicide. One of the officers spoke to Tilton, a witness in the case, and dispatch advised that there was a warrant out for Tilton’s arrest on a willful concealment charge from Oct. 26, 2009, for nonappearance in court, $250 cash to settle. He was arrested and held because he couldn’t come up with cash bail. He was arraigned on June 3.
  • Linda A. Gardner, 49, a homeless woman now located in Concord, received a summons at 4 p.m. on June 3, on a simple assault (personal weapons) charge. Officers were called to the area behind Marshall’s on Storrs Street for a report of a domestic disturbance. The reported victim in the case, a homeless man, alleged that Gardner hit him. Gardner alleged that the man fell on the pavement because he was drunk. Witnesses, including a store employee, alleged that the two were fighting and the man allegedly shoved Gardner. Another alleged that Gardner hit the man. Gardner and the man later received summonses and both are due in court on July 8.
  • Errol West, 45, of Manchester, was arrested at 1:26 p.m. on June 4, on a possession of controlled drugs, a felony. The charge stems from an alleged incident on Dec. 30, 2012, at the intersection of South State Street and Cottage Court reportedly involving a plastic wrapper and dollar bill with white residue. West was apprehended by U.S. Marshals on the drug warrant. He was later released on $5,000 personal recognizance bail and is due in court on July 8.
  • Anthony Wayne McMann, 19, of Concord, received a summons at 11:37 a.m. on June 5, for skateboarding in a prohibited area. Officers on bike patrol in front of Eagle Square reportedly saw a person riding a bike and McMann on a skateboard on the sidewalk. Both were reportedly doing tricks and jumps, and allegedly almost hit a pedestrian. The officers stopped the individuals in the Merrimack County Savings Bank parking lot. McMann, the officers alleged, was argumentative over why he was being stopped and denied riding on the sidewalk. Later though, McMann allegedly admitted that he did ride on the sidewalk because it was too dangerous to ride in the street. He reportedly stated he was “just a kid” and didn't read signs. Police then issued him a summons. He’s due in court on July 15.
  • Deanna R. Osgood, 25, of Concord, was arrested at 6:44 p.m. on June 6, on two counts of simple assault (personal weapons). Officers were called to Wheaton Avenue for a domestic dispute. Osgood, who reportedly called police, was outside with her husband. The two, the officer reported, were separated but still living at the home. The officer alleged that Osgood stated that her ex grabbed her phone and was attempting to leave the home so she tried to stop him. The husband alleged that Osgood was playing with her phone and he took it as a joke. She later allegedly kicked him in the balls and then, slapped him in the face twice while he was holding their child. He said he put his arm up to protect himself, he alleged, not hit her. The man showed the officer a scratch on his forearm. Osgood denied kicking him but later, allegedly admitted to pushing him because he was pushing her. She was later arrested and released on $2,000 personal recognizance bail. Osgood has a court date on July 8.
  • Thomas Henry Chamberland, 27, of Laconia, received a summons at 5:05 p.m. on June 7, on a driving after revocation or suspension charge. An officer was stationed at the Red Apple on Loudon Road to check out whether or not drivers were avoiding the light. While there, the officer saw a vehicle exit the road into the lot of Aaron’s, drive through the lot, and then enter East Side Drive, without slowing or stopping. The officer pulled the car over and spoke with Chamberland, whose licensed had been revoked in April 2008, on a DWI charge. He received a summons. The owner of the car later drove it from the scene. Chamberland is due in court on July 29.
  • Bruce L. Terrio Jr., 30, of Concord, was arrested at 7:59 p.m. on June 8, on a bench warrant. A officer was called to Cricket Lane for a loose dog call. After speaking to the complainant, the officer spoke with the owner of the dog, Terrio. Dispatch advised that Terrio had a warrant out of Merrimack District Court from Jan. 8, for nonpayment of fine with $302.50 cash to settle. Terrio settled the transaction and was released.
  • Grant Ohlund, 39, received a summons at 2:33 p.m. on June 10, for possession of an alcoholic beverage on public property. The bike patrol unit was near the Eagle Square tower and observed three individuals at the Statehouse plaza sitting. One reportedly reached from behind a bench to drink from a large can. “Based on the way that the subject was concealing the can, I had concerns that it was an alcoholic beverage,” the officer wrote. The officers rode over to the bench and spoke with the man, Ohlund, who reportedly confirmed he was drinking a beer. Behind the bench, in the bushes, were two 24-ounce cans of Natural Ice, one Natty Daddy, and a can of High Gravity. One of the officers asked if he saw the bike patrol across the street and Ohlund said he had. When asked why he was drinking outdoors, knowing the officers could see him, he reportedly stated that he wasn’t that bright. Ohlund received a summons and he is due in court on July 29.
  • Gregory Edward Brock, 26, of Hopkinton, was arrested at 1:32 p.m. on June 11, on a theft by unauthorized taking or transfer charge, a felony. Officers were called to Storrs Street to investigate a theft call from the New Hampshire Liquor Store. A man allegedly took a bottle of Southern Comfort Lime from the store and left the scene on a bicycle. Other officers ID’d the person involved in the theft as Brock and later, spoke to him outside the Rainbow Buffet. One of the officers allegedly saw the bottle inside his open duffle bag. One of the officers returned to the store to eye video while another officer questioned Brock. Brock reportedly confirmed owning the bag but denied stealing anything. The officer at the store radioed the other officer, stating that Brock allegedly stole the bottle in the store. He was arrested and held on $2,000 cash bail, since he had been convicted of two previous theft by unauthorized taking charges in June 2007, and Jan. 17, in Concord District Court.
  • Timothy J. Begeal, 36, of Concord, was arrested at 2:02 a.m. on June 12, on a bench warrant. While driving on Warren Street, an officer reportedly saw a man leaning up against a wall at Margaritas Restaurant who “appeared to have rapidly put something in his pocket.” The officer stopped and spoke to the man who was speaking in an “extremely slurred” manner. The man allegedly refused to give his name and then later, said it was "Tom." Eventually, the officer was able to figure out his name and dispatch reported there was a warrant for his arrest on a simple assault charge out of Concord District Court. Begeal was held on $3,842 cash bail and arraigned later that day.
  • Alfred Underhill, 57, of Salisbury, was arrested at 12:11 on June 13, on allowing improper person to operate charge. The charge stems from an alleged incident at the intersection of Abbott Road and Village Street on May 18. Underhill turned himself into police and was released on $500 personal recognizance bail. He is due in court on July 15.
