CRIME LOG: Man Smashes Sign at the Concord Public Library

The following information was supplied by the Concord Police Department. It does not indicate a conviction.

Courtney Noonan, 20, a homeless woman now located in Concord, was arrested at 2:30 a.m. on March 3, and charged with unlawful possession of alcohol, false report to law enforcement, and two bench warrants. An officer on Perley Street reportedly saw a woman “that appeared to be staggering down the sidewalk.” The officer parked the cruiser and walked in her direction, meeting her in the Medicine Store parking lot. “At that point, I could tell the female was very intoxicated, and was having trouble keeping her balance,” the officer alleged. The officer asked her name and allegedly smelled alcohol coming from her breath and she was arrested because she was underage. During processing, it was found that Noonan allegedly gave the wrong name. Her correct name yielded active warrants from Concord District Court on July 10, 2013, for nonappearance in court on a controlled drug, acts prohibited charge and Exeter District Court on July 3, 2012, for nonappearance in court on three controlled drug charges; acts prohibited. She refused bail and was arraigned on March 3.

Cerilyn Drouin, 38, of Boscawen, received a summons at 5:15 a.m. on March 3, on a misuse or failure to display plates charge. An officer running radar on Hoit Road clocked a Toyota Camry driving 60 mph in a 45 zone. The vehicle was stopped at the Canterbury town line. A check of the vehicle revealed that the registration was for a 2011 Suzuki Kizashi. The information was double-checked, as was the VIN number for the Toyota. Drouin allegedly admitted to attaching the plates to the vehicle and began to cry. She was released on a summons and had a court date on April 7.

Latondra Parker, 18, of Concord, was arrested at 12:52 p.m. on March 3, on a theft by unauthorized taking or transfer charge from Feb. 27, at the Dunkin’ Donuts on South Main Street. Police allege that she stole $50 in cash from the business. As part of the investigation, police obtained a video of the theft on March 1, and a written confession later. She turned herself in to police and had a court date on April 7.

Thomas P. Fratini, 48, of Concord, was arrested at 2:07 p.m. on March 3, on a simple assault (personal weapons) charge. An officer was sent to a domestic on Manchester Street. A woman reported that she had been fighting with her husband, Fratini, about getting divorced and he allegedly hit her in the head with his open hand. The officer didn’t see any visible injuries and the woman refused medical treatment. The officer then went up to their apartment to speak to Fratini but he was reportedly sleeping. Other officers arrived and finally, accessed the apartment and spoke with Fratini who reportedly admitted that the two were fighting. He was later arrested and had a court date on April 7.

Noah M. Fournier, 31, of Manchester, was arrested at 2:40 p.m. on March 3, on a felony theft charge from Dec. 24, 2013, at the Walmart on Loudon Road. Fournier turned himself in to police and is due in court on April 14.

Randy Albert Mongeau, 17, of Penacook, was arrested at 4:54 p.m. on March 3, and charged with attempted simple assault (personal weapons), disorderly conduct, and criminal mischief (vandalism). The charges stem from an alleged incident at the Washington Street School in Penacook on Feb. 14. Mongeau turned himself in to police and was arraigned on March 31.

Nimairi I. Sarour, 45, a homeless man now located in Concord, was arrested at 5:35 p.m. on March 3, and charged with disorderly conduct, criminal mischief (vandalism), and possession of alcoholic beverages, public property, a city ordinance violation. An officer and sergeant were called to the Concord Public Library for a person who was out of control. According to a staffer, a man, later ID's as Sarour, was asleep and later, was woken up. He the reportedly stared at the staffer for about 20 minutes “when suddenly he started pointing at her and yelling loudly.” The woman tried to calm him down but he allegedly became angrier and smashed a sign holder against the counter. “Sarour continued to yell and swear,” the officer alleged. Police attempted to place him into handcuffs but began to squirm although later, allowed himself to be cuffed. Police allegedly found a half full bottle of Zhenka Vodka on his persons. When asked about what happened, Sarour allegedly refused to answer. His eyes were allegedly bloodshot and glassy and he was unsteady on his feet, according to the officer. Later, the sergeant reportedly found out that Sarour previously lived on Prince Street but was kicked out of the home by his wife for excessive drinking. He was arraigned on March 31.

Seth D. Head, 23, of Concord, was arrested at 5:40 p.m. on March 3, on a possession of controlled drugs charge. An officer on Washington Street observed a 2001 Chevrolet Venture without a front license plate and followed the vehicle until North State Street where it was pulled over. The driver told the officer that the vehicle was registered that day and he just hadn’t had the chance to put the plate on yet. There officer noted that there were two small children in the backseats, according to the report. While speaking with the driver, the officer alleged that there was a marijuana smell coming from the vehicle. The officer requested an ID from the passenger, Head, and asked him if there was anything illegal in the car, and he allegedly stated, not to his knowledge. When the officer asked again, Head allegedly sighed and handed over a plastic bag with marijuana in it. He was arrested and taken into custody. Head was arraigned on March 31.

Jason T. Cooper, 28, of Concord, was arrested at 6:52 p.m. on March 3, and charged with resisting arrest or detention, possession of controlled drugs, a felony, and two bench warrants. An officer driving on Loudon Road saw two men walking on the east side of the road near East Side Drive. The officer approached the two men to talk about recent car break-ins in the area and asked if they had seen anything suspicious lately. Both of the men told the officer that they hadn’t seen anything and the officer requested their names, to document who he had spoken to. The officer alleged that the two “began walking quickly away” toward the CVS and he ran a check on them. One of the men allegedly gave the name “Lloyd Cooper” and it turned out to be a false name and his real name was Jason Cooper and he had two warrants. The officer headed over to CVS and Cooper allegedly jumped over a snow bank and attempted to flee the area. The officer and another officer ran toward Cooper and secured him in the parking lot of the Red Apple Buffet. A pat down allegedly revealed two hypodermic needles, a spoon with “a filter substance on it,” and two packages of Suboxone and a partial strip in his wallet. The bench warrants were out of Exeter and Franklin District Courts from 2013. Cooper refused bail and was arraigned on March 4.

Trevor Jay George, 40, of Pembroke, was arrested at 9 p.m. on March 3, on a theft by unauthorized taking or transfer charge from Jan. 2, at the Shaw’s Supermarket on Fort Eddy Road. Allenstown Police arrested George on the warrant and was processed. He was arraigned on March 31.

Evan Sanborn, 23, of Manchester, was arrested at 4:30 p.m. on March 6, and charged with felony burglary and two counts of criminal mischief (vandalism). The charges stem from an alleged incident on Feb. 9, at the Yellow Submarine II on Loudon Road. Sanborn was arrested by the Manchester Police Department and was being held at the Valley Street Jail. He was arraigned on March 7.
