CRIME LOG: Man Arrested After Walking in Loudon Road Traffic

The following information was supplied by the Concord Police Department. It does not indicate a conviction.

Walter Irving Healey, 58, a homeless man located in Concord, was arrested at 1:21 p.m. on June 15, on a disorderly conduct charge. While on patrol on Loudon Road, an officer reported seeing Healey allegedly “walking between cars in traffic” in the middle of Loudon Road. The traffic, the officer noted, was “heavy and the intersection very busy.” The officer pulled off to the side of Loudon Road and spoke with Healey and later, arrested him. He was released on $1,000 personal recognizance bail and are due in court on July 15.

L. Baker, 67, of Concord, received a summons at 4 a.m. on June 17, on a driving after revocation or suspension charge. While traveling on Water Street, an officer reported saw a 2002 Ford Explorer with a driver slouched over in the driver’s seat at the CVS on Water Street. The officer knocked on the window several times and eventually woke up the woman, who “appeared startled and confused.” The woman reportedly told the officer that she wasn’t supposed to drive while taking medication but thought she would be OK. The woman stated she would call her mother and be picked up. While en route, dispatch revealed that the mother, L. Baker, had a suspended license. The woman said her stepfather would probably be driving but called him. During that time, Baker pulled up to the CVS. Baker said she thought her license was valid and appeared surprised by the news it was suspended. She reportedly said it had something to do with an accident in 2011 but her lawyer cleared it up. Baker’s license was revoked on Dec. 22, 2011, after an accident, according to the report. She is due in court on July 29.

Eathen Allan Snow, 20, of Concord, was arrested at 11:05 a.m. on June 21, on a bench warrant. Snow turned himself into police on a warrant for negligent driving with $251.12 cash to settle. Snow was arraigned on June 24.

John J. Sheehan, 46, a homeless man now located in Concord, was arrested at 12:03 a.m. on June 22, and charged with resisting arrest or detention and possession of alcoholic beverage, public property. Officers at the intersection of Loudon Road and North Main Street reportedly observed men sitting on a bench on North Main Street. One, Sheehan, allegedly had a long blue metallic beverage can, believed to be beer, in his hand. As the officers pulled over to speak with Sheehan, he allegedly got up, walked over to a dumpster, drank what was left in the can, and threw it away. The other men began walking south before the officers could speak with them. An officer grabbed the beer out of the dumpster, a Natty Daddy, and took it as evidence. Sheehan, according to the report, denied drinking the beer, stating he was drinking Captain and Coke that evening. An officer asked Sheehan to put his hands on the hood of the cruiser while he wrote out a summons but Sheehan allegedly refused, becoming “uncooperative and aggressive,” and later, leaving the scene. He was placed under arrest and allegedly would not cooperate while being placed in the cruiser. He refused bail and was arraigned on June 24.

Tyson Morin, 18, of New Durham, was arrested at 1:13 a.m. on June 23, on a bench warrant. An officer traveling on South Main Street reportedly saw four individuals walking and one skateboarding near the Capitol Center for the Arts. Since there had been recent criminal mischief in the area, the officer stopped and spoke to the individuals. Two of the individuals had recently moved to the area and were not familiar with local ordinances. One however, Morin, had an outstanding bench warrant out of Rochester District Court from Feb. 28, for nonappearance in court on a criminal mischief charge, with $500 cash to settle. He was arrested. One teen was taken into protective custody; two others were released to a parent. Morin was held and arraigned on June 24.

Glenn Allan Merrill, 43, of Concord, was arrested at 6:07 a.m. on June 24, and charged with driving after revocation or suspension, driver’s license prohibitions, and a bench warrant. An officer on North Main Street noticed a 1990 Volvo exiting the Hess parking lot with a September 2012 inspection sticker. The officer pulled the Volvo over at the intersection of North Main and Pearl streets. Dispatch confirmed that the car was not registered. The driver, Merrill, said the vehicle was owned by his landlord since she bought another vehicle. Merrill though had a suspended license, from Oct. 28, 2011, out of Strafford County Court for failing to make child support payments. A bench warrant from Concord District Court was issued on June 21, for nonpayment of fine on a driving after suspension charge. He was released on $2,500 personal recognizance bail and is due in court on July 29.

Shuwu Wang, 48, of Lincoln, IL, received a summons at 1:34 a.m. on June 25, for driving after revocation or suspension. While on patrol on Fisherville Road, an officer observed a large black van blocking the exit at the McDonald’s Restaurant. Later, when the officer approached, the van allegedly pulled out in front of traffic and nearly hit the cruiser. The driver, Wang, was pulled over and later, it was revealed that his license was suspended in Illinois on Sept. 19, 2012. Wang received a summons and was also cited for emerging from an alley, driveway, or building violation. He’s due in court on Aug. 26.

Daniel K. Warriner, 30, of Concord, was arrested at 12:11 a.m. on June 26, on a conduct after an accident charge. The charge stems from an alleged incident at the intersection of Perley and South streets involving a 10-year-old boy. Warriner turned himself into police and was later released on $1,000 personal recognizance bail. He’s due in court on July 29.

Gregory James Davies, 29, of Windsor, was arrested at 10:49 a.m. on June 28, on two bench warrants. Officers were called to Matthew Street for a report of juveniles throwing knives at a fence. They spoke with one individual, who allegedly stated he was throwing knives earlier with another person, Davies. Officers went to speak with Davies who was reportedly inside an apartment, allegedly hiding in a bathroom. Later, it was revealed the Davies had warrants from June 21, for driving under the influence of alcohol or drugs and willful concealment. He was arrested and later, released on $1,000 personal recognizance bail. Davies had a court date on July 1.

Steven Longo, 28, of Center Ossipee, was arrested at 8:25 p.m. on June 28, on a bench warrant. While running radar near the Everett Arena on Loudon Road, an officer reportedly clocked a car doing 51 mph in a 30 zone. The vehicle was stopped in the lot of the arena and the female was driver was cited for speeding. The passenger, however, had an electronic bench warrant from Ossipee District Court from June 26, for acts prohibited; controlled drug act. He was arrested and later released on $500 personal recognizance bail. Longo is due in court on July 29.

Augustine Ndikumana, 41, of Concord, was arrested at 12:36 a.m. on June 29, on a bench warrant. Officers were called to the parking lot of an apartment complex on Loudon Road for a report of a fight. One of the men, Ndikumana, reportedly had a warrant for his arrested from June 21, for nonappearance in court. He was later released on $5,000 personal recognizance bail and is due in court on Aug. 5.

Patrick Ian Cheney, 22, of Concord, was arrested at 1:50 a.m. on June 30, on a bench warrant. While on patrol on Loudon Road, an officer reportedly heard two men in a car under the I-93 overpass yelling at each other. The men were walking under the bridge and continued to yell at each other. The officer called for backup and then, all of them spoke to the two men. One, Cheney, had a warrant from Concord District Court for a driving after revocation or suspension charge. He was arrested and later, released on $750 personal recognizance bail, and arraigned on July 1.
