UPDATED: Police Apprehend Inmate in the West End

Chad Lawlor allegedly walked away from the state police farm on North State Street yesterday.

Editor's Note: Lt. Timothy O'Malley, the commander of the criminal investigations unit for the Concord Police Department, has issued the following statement in relation to the capture of Chad Lawlor:

Today, April 11, 2014, at approximately 9:50 AM Concord Police were dispatched to the area of District Five Road near Lakeview Drive for a report of a suspicious person.

The complainant told dispatchers that she observed the suspicious male walking up her driveway. When she asked the male what he was doing, he responded telling her he was “hiding”.

The complainant reported that the male subject fled her driveway walking towards Lakeview Drive. Officers made contact with the male subject near the intersection of District Five Road and Lakeview Drive.

While speaking with the male subject, he made comments to the officers that he “did not want to go back”. Given this statement and the overall appearance of the subject officers suspected that this subject was an escapee from the NH State Prison.

The officers ordered him to lie on the ground and to place his hands out so that he could be placed into custody. When one of the officers went to secure the subjects arms, the subject pulled his arm away. As the officer attempted to control the subject’s arms, he noticed that the subject was attempting to reach for something up his sleeve. At that point the officer observed what appeared to be a knife. The officer disengaged and a second officer subdued the subject with a Taser. The subject was then handcuffed.

It was discovered the subject kept both a small knife and a screwdriver hidden up his sleeve. The officers then transported the subject to Concord PD for processing. It has been confirmed that this person is Chad Lawlor, an escaped inmate from the NH State Prison.

Following this arrest, the original complainant called Concord PD to report that a trailer on her property had been burglarized. Officers and detectives are actively investigating this allegation.

Lawlor was processed and transported the NH State Prison. Lawlor is scheduled to be arraigned on Monday, April 14, at the 6th Circuit District Division, Concord.

Patch's first story is below:

Concord Police officers Tased and apprehended a minimum security inmate from the Correctional Transitional Work Center in Concord this morning after a West End resident reported him in her driveway.

Chad Lawlor, 39, originally from Orange, MA, was taken into custody on Lake View Drive, at a little past 10:30 a.m. on April 11.

According to scanner chatter, a woman called police to report that there was a strange man in her driveway. The man, later identified as Lawlor, reportedly told the woman he was "hiding." He left the area and started walking toward District 5 Road.

Officers caught up with him between the intersection of Carter Hill Road and District 5 Road. Sometime during the interaction with Lawlor, he was Tased and taken down, according to scanner chatter.

Later, officers learned it was Lawlor.

The woman reported to police dispatchers that after checking around her home, it appeared as if Lawlor spent the night in a camper on her property.

Lawlor, who was first reported missing on the Concord NH Patch Twitter account, is currently serving 2.5 to seven years in prison for assaulting prison staffers. He was eligible for parole in late 2015. Previous convictions include forgery and receiving stolen property, according to press reports.
