ARRESTS: Vermont Man Busted for Drugs

The following information was supplied by the Concord Police Department. It does not indicate a conviction.

  • Ethan J. Lea, 23, of Canaan, VT, was arrested at 7:33 p.m. on Sept. 16, and charged with felony possession of controlled drugs, possession of controlled drugs, driving after revocation or suspension, and default or breach of bail conditions. An officer was called to North State Street to take custody of Lea who was stopped by a sergeant for operating his vehicle without his headlights on. In court documents, the officer alleged that the sergeant found cocaine near where Lea was standing after the traffic stop. According to his motor vehicle record, his license was suspended on July 9, for default court summons. Since he was out on bail on another case, a breach charge was added. According to the court documents, a test of the cocaine yielded a positive result. Lea was held on $20,000 cash bail.
  • Donald William Labroad, 45, of Concord, was arrested at 11:15 a.m. on Sept. 17, and charged with simple assault (personal weapons) and criminal mischief (vandalism). Officers were called to the Meninno Place Apartments on Storrs Street for a report of a domestic. A woman stated that her ex-fiancée had thrown her and her dresser up against a wall. When the officers arrived, they met Labroad on the front steps, and he reportedly said, “You guys must be looking for me.” Labroad allegedly said the two had been in a verbal argument, that he didn’t know what it was about, or why the police were called. As he was leaving the apartment, he said, the woman snapped his eyeglasses in half. Labroad reportedly said he left before things escalated. The officer reported that Labroad’s shirt had a large hole in it and he said the woman tore it as he was trying to leave the apartment. Labroad reportedly said the argument was only verbal, but added that he had to hold himself back from punching her because of her behavior. Another officer went upstairs to talk to the woman. As the officer entered the apartment, he saw a dresser laying on its side with the drawers out. The woman said the fight started that morning when they both woke up and started arguing about cigarettes. Labroad, she alleged, promised to buy some but didn’t. The two began yelling, and then Labroad allegedly began yelling at the woman’s daughter. They both returned to the bedroom and continued fighting, she said, with Labroad allegedly pushing her into a wall and pinning her there with his arms while calling her a derogatory name based on her anatomy. She tried to push away and ripped his shirt, she said. She alleged that Labroad later broke a picture frame with his hands and she asked him to leave. Labroad allegedly continued to call her names and as he walked out, she threw his glasses at the dishwasher, she said. Other witnesses backed up some of the woman’s side of the story. The officer went back to Labroad, who asked the officer to look at his back to proof that the woman was the aggressor, but the officer didn’t see any marks. Labroad was then arrested and since he was out on parole, his probation officer was contacted. He refused bail and was arraigned the next day.
  • Chrissy M. Place, 29, of Concord, was arrested at 7:55 p.m. on Sept. 18, and charged with simple assault (personal weapons), disorderly conduct, and criminal threatening (intimidation, etc.). An officer was called to Concord Hospital, to assist in taking a person into custody for the parole department. In the ER, the officer heard a woman screaming, “Let me go,” and saw security officers struggling to control the woman on the floor. The woman, later identified as Place, allegedly threatened to “kick the crap out of the fat --- want to be cop.” Eventually, Place was placed into handcuffs but allegedly continued to scream about hospital security being fake cops and other things. Staffers arrived with a restraint bed and she was placed in restraints. The officer then spoke to hospital personnel who alleged that Place kicked him in the upper thigh, missing his groin. At one point, the employee alleged, Place threatened to kill him. The officer arrested Place and later, she refused bail and was arraigned on Sept. 29.
  • Charles W. Rice, 50, of Loudon, was arrested at 11:07 p.m. on Sept. 20, on a driving while intoxicated charge. Officers were leaving a noise complaint call on Borough Road when they heard a fast moving vehicle traveling westbound on the road. The police walked towards the access road and saw headlights approaching the building. The vehicle then quickly turned into the parking lot just before allegedly hitting the officers. The pickup truck later turned into a parking stop and “made an abrupt stop” in a handicapped parking space, the officers alleged. The officers went to speak to the driver of the truck, later identified as Rice, and alleged that they could smell the odor of an alcoholic beverage coming from the truck. “I could also see the driver was drooling and spitting as he spoke,” the reporting officer alleged. Another officer stated that Rice had a hamburger in his hand and the lettuce was falling out of the sandwich. There was also a large wet stain on his right pant leg, according to the second officer. The officers bantered with Rice, attempting to get him to talk about how many beers he reportedly had to drink while in Contoocook earlier in the evening. Rice later agreed to a field sobriety test and was arrested. The officer alleged that Rice was “irate” and likened it to an “MP” “screwing over” a first sergeant. During processing, Rice allegedly tugged on the cell bars and claimed he was being disrespected by the officers. Rice was later released on $2,000 personal recognizance bail and is due in court on Oct. 7
  • Shanna Jeanne Boucher, 21, of Pembroke, was arrested at 5:35 p.m. on Sept. 21, on a felony possession of drugs charge. The charge stems from an alleged incident at Sears on Loudon Road on Jan. 8, involving narcotics. An officer picked up Boucher from the Bedford Police at the Park & Ride off Exit 11 on I-93. She was later released on $5,000 personal recognizance bail and has a court date on Nov. 4.
  • Asyylyn Levy, 17, of Concord, was arrested at 7:25 p.m. on Sept. 23, and charged with possession of controlled drugs and possession and use of tobacco products by minors. The charges stemmed from alleged incidents involving cigarettes and marijuana at 8:30 p.m. on Sept. 13, in Concord. Levy turned herself in to police on a warrant and was later released on $2,000 personal recognizance bail. She’s due in court on Nov. 4.
  • Rachelle Lynn Smith, 23, of Boscawen, was arrested at 6:35 p.m. on Sept. 24, on two simple assault (personal weapons) charges. An officer was sent to Swenson Granite on North State Street for a report of an assault that took place outside the business, according to two 911 calls. A man, without a shirt, reportedly ran into the woods while a woman left in a Chevrolet Lumina heading north on North State Street. Dispatch mentioned that the two might have been involved in a previous assault incident at Concord Hospital a bit before the North State Street incident. The officer arrived at the scene and spoke to a witness who gave the officer descriptions of the people involved and alleged that the two were fighting. The witness alleged that the woman was standing over the man punching him. The man later pushed the woman away and later, struck the woman. While speaking with the witness, the officer spotted a white Chevrolet with a license plate with numbers matching the 911 report and a woman driving the car. The officer later stopped the vehicle on Hillcrest Avenue. The officer alleged that the woman, Smith, was “crying hysterically,” with redness around her neck. Other officers arrived to assist at the scene while one officer spoke with Smith. The shirtless man, later identified as Smith’s husband, emerged on the street and was ordered by police to stop. The man reportedly had a fresh scratch on the side of his cheek and a quarter sized abrasion on the other cheek. The man wouldn’t allow police to take a picture of the injuries and was vague about the incident, according to the report. Smith was later arrested. During bail processing, Smith allegedly called her husband and was ordered by police not to contact him until further notice. She was released on $5,000 personal recognizance bail and is due in court on Nov. 4.
  • Kathleen Anne Whittemore, 51, of Concord, was arrested at 1:47 p.m. on Sept. 25, on a possession of controlled drugs charge. The charge stems from an alleged incident on April 21, on Downing Street involving a pipe with marijuana in it. Whittemore turned herself in to police and was released on $1,500 personal recognizance bail. She’ll be arraigned on Nov. 4.
  • Brandy Lynn Forward, 22, of Concord, was arrested at 5:45 p.m. on Sept. 26, on a conduct after an accident charge. The charge stems from an alleged incident at the McDonald’s Restaurant on South Main Street at 8:50 p.m. on Sept. 21. Forward turned herself in to police and was later released on $1,500 personal recognizance bail. She is due in court on Nov. 4. Police also added a citation for unsafe backing.
  • Bryan Batchelder, 43, of Concord, was arrested at 11:49 p.m. on Sept. 26, on a felony possession of drugs charge. The charge stems from an alleged incident on April 7, at Hannaford on Fort Eddy Road. Officers were called to a welfare check at a homeless camp off South Main Street. The owner of the property had previously asked the campers to move along. A records check yield two warrants on Batchelder for nonappearance in court on a willful concealment charge and a drug charge. He was arrested and later, released on $5,000 personal recognizance bail. Batchelder is due in court on Nov. 4.
  • David M. Cunningham, 42, of Manchester, was arrested at 11:28 a.m. on Sept. 27, on 12 counts of issuing bad checks. The charges stem from incidents at the Market Basket stores on Fort Eddy Road and Storrs Street at various dates in December 2012. The amount of the checks was not reported. Cunningham turned himself in to police and was later released on $24,000 personal recognizance bail. He’s due in court on Nov. 4.
  • Arabela Vazquez, 45, of Concord, was arrested at 9:59 a.m. on Sept. 28, on a receiving stolen property charge. The charge stems from an alleged incident at the Steeplegate Mall on Loudon Road on Sept. 22, involving a Motorola Droid Razor phone valued at $500. Vazquez turned herself in to police and was later, released on $1,500 personal recognizance bail. She has a court date on Nov. 18.
