ARRESTS: Pot Smoker Arrested on Loudon Road

The following information was supplied by the Concord Police Department. It does not indicate a conviction.

Lisa Duclos, 49, of Concord, was arrested at 10 p.m. on Jan. 13, on a disorderly conduct charge. An officer was called to the Concord Public Library for a loud, disruptive patron. The officer spoke with Duclos who was “rambling nonsense” and agreed to be transported to Concord Hospital for observation. However, once there, Duclos allegedly refused to be admitted. The officers later took her home to Cherry Street. About 10 minutes later, officers were dispatched to Cherry Street because Duclos was allegedly screaming at another resident, banging on the walls, and throwing stuff around. Duclos was told to cease and desist, she allegedly refused, and was taken into custody on the charge, and held at the Merrimack County House of Correction. She was arraigned the next day.

Walter Irving Healey, 59, a homeless man now located in Concord, was arrested at 3:45 p.m. on Jan. 14, on a criminal trespass charge. An officer was called to the Hess gas station on North Main Street for a report of an intoxicated man in the parking lot. Upon arrival, Healey reportedly waved down the officer and allegedly stated that he called police because he was trespassing and wanted to be arrested, according to the report. “While speaking with Walter, I determined that he was intoxicated by alcohol,” the officer alleged. The night before, Healey was given a no trespass letter. Healey was arrested and taken straight to the Merrimack County House of Correction. He was arraigned on Jan. 15.

Stephen Gordon Olivo, 54, of Concord, was arrested at 10:02 p.m. on Jan. 14, and charged with criminal mischief (vandalism) and obstructing report of a crime or injury. The charges stem from alleged incidents on Dec. 11, 2013, at an apartment on Garvins Falls Road, involving a mirror and a cellphone. Officers were called to Garvins Falls Road for an unwanted guest. Prior to arriving, officers were told by dispatch that Olivo was wanted on warrants.

Arianna Beaulieu, 18, of Concord, was arrested at 2:55 p.m. on Jan. 16, on a theft by unauthorized taking or transfer charge. The charge stems from an alleged incident on Nov. 9, 2013, at the Shaw’s Supermarket on D’Amante Drive involving $42 worth of goods. New Hampshire State Police picked up Beaulieu on the warrant. She was processed and released on $2,000 personal recognizance bail. Beaulieu is due in court on Feb. 24.

Gerald Francis Prescott III, 32, of Loudon, was arrested at 6:28 p.m. on Jan. 16, on a criminal mischief (vandalism) charge. The charge stems from an alleged incident at the Pit Road Lounge on Loudon Road on Dec. 20, 2013, involving a damaged glass door, with a cost value of about $350. Loudon Police arrested Prescott on a Concord warrant and an officer picked him up at the Red Roof Inn on Route 106. He is due in court on Feb. 24.

Lonnie Albert Potter Jr., 22, of Concord, was arrested at 10:30 p.m. on Jan. 16, on a possession of a controlled drugs charge. An officer monitoring traffic at the former Entertainment Cinemas location on Loudon Road was approached by an individual who stated that there were two people up the road who appeared to be smoking marijuana. The officer drove over to speak to the two individuals who stated they were walking home. When asked if they had been smoking marijuana, the two reportedly said “yes.” The officer asked for their IDs and both of them denied having marijuana in their possession. After some questioning, Potter allegedly admitted to having a small amount of marijuana and handed the officer a small plastic bag. Other officers arrived at the scene as Potter was arrested. The officer alleged that Potter “asked if I could just take his weed and let him go.” He was arrested and transported to the station. While in the cell, Potter allegedly “kept saying he was upset he just paid $60 for that weed and now it was gone,” according to the officer. He’s due in court on Feb. 24.

Katla S. Jackson, 43, of Concord, was arrested at 6:40 p.m. on Jan. 18, on a bench warrant. An officer was called to an apartment on Warren Street for an unknown issue. The officer made contact with Jackson who stated that there were no problems in the apartment. However, Jackson had an active warrant from Concord District Court for issuing bad checks, and she was arrested. She’s due in court on Feb. 24.

David D. Witcher, 52, of Boscawen, was arrested at 8:09 p.m. on Jan. 18, on a felony receiving stolen property charge. The charge concerns a Fisher Minute Mount plow, valued at $4,200, from Big Jim’s on South Main Street, from Jan. 17. Officers were sent to Boscawen to arrest Witcher on the charge. He was released on $5,000 personal recognizance bail and is due in court on Feb. 24.

Robert J. Keplin, 51, of Concord, was arrested at 12:36 a.m. on Jan. 19, on a bench warrant. Near the intersection of South Main and Perley streets, an officer saw Keplin and checked to see if he had any active warrants. One came up for a nonappearance in court on a simple assault charge out of Claremont Circuit Court. Keplin was arrested at the McDonald’s Restaurant on South Main Street. He was held on $1,000 cash bail and was arraigned on Jan. 21.

Thomas Gary Marquis, 33, of Deering, was arrested at 11:25 a.m. on Jan. 20, and charged with driving after revocation or suspension and suspended registration (operating-misd). An officer, while on Sheep Davis Road, reportedly saw a Ford pickup make an abrupt turn from Sheep Davis Road onto Pembroke Road and then, clocked the vehicle going 40 to 42 mph in a 30 zone. The truck was stopped on Pembroke Road. The driver, Marquis, and the passenger, reportedly told the officer they were having a verbal argument that was not physical. Their names were run through dispatch and Marquis came back with suspended driving privileges and registration on Jan. 2, for default court summons. The passenger’s license was also suspended, according to the report. Marquis was arrested and later released. He’s due in court on March 3.

Katelyn Elizabeth Bennett, 23, of Concord, was arrested at 11:52 a.m. on Jan. 21, on two criminal threatening (intimidation, etc.) charges from Jan. 9, at an apartment on Washington Street in Penacook. She’s due in court on March 3.
