ARRESTS: Penacook Man Charged With Assault, Resisting

The following information was supplied by the Concord Police Department. It does not indicate a conviction.

  • Joshua Dennis Taylor, 41, of Penacook, was arrested at 12:15 a.m. on Aug. 16, and charged with simple assault (personal weapons) and resisting arrest or detention. Officers were called to Washington Street in Penacook for a report of a domestic at around 7:30 p.m. A woman at the address alleged that she and Taylor were involved in an argument after he was in an accident with her vehicle. She told him to leave but he allegedly refused so she got her belongings and attempted to go outside to call police. When she attempted to exit, Taylor allegedly grabbed her by the arm and pulled her back into the apartment, according to a report. Before officers arrived, Taylor had left. While police were at the home, Taylor alleged called the woman and told officers he was up the street and would come back. The officers waited but Taylor allegedly never showed up. Officers then put a 12-hour domestic warrant for Taylor and cleared the scene. Early the next day, the officer received a tip that Taylor might be at a neighboring apartment. Officers, along with New Hampshire State Police, arrived at the scene while Taylor allegedly tried to flee into the home. The officer said, “Police, don’t run,” but Taylor allegedly did. Officers later found him inside and took him into custody. Taylor refused bail and was arraigned on Aug. 16.
  • Scott L. McFarlin, 43, of Boscawen, was arrested at 9:40 p.m. on Aug. 22, on a disorderly conduct charge. While returning from the Merrimack County House of Corrections, an officer saw a man walking down the middle of North State Street near the Irving gas station. “The man was visibly intoxicated and stumbling towards me,” the officer noted. The officer asked the man where he was going and the man, later identified as McFarlin, reportedly handed the officer a $20 bill and said he was walking home. The officer gave the man the money back and got McFarlin to move out of traffic and later, detained him. He refused bail and was arraigned on Aug. 23.
  • Edward Galloway, 44, of Dorchester, Mass., was arrested at 9:01 p.m. on Aug. 24, and charged with disobeying an officer and driving after revocation or suspension. While running radar at L.A.D. Welding on Fisherville Road, an officer clocked a 1999 Ford Taurus going 47 mph in a 30 zone. The officer pulled the driver over, Galloway, who allegedly gave a false name, Earl Galloway, and stated he had never had a license. He also allegedly gave a full birth date. The officer asked for anything that had his full name on it and he allegedly denied having anything. Galloway was asked to get out of the car and the officer saw a large bulge in his pants pocket. The officer asked if it was a wallet, and Galloway allegedly stated it was paper. When the officer asked to see the paper, Galloway allegedly said, “I will tell you my real name.” Galloway reportedly told the officer that he was out on parole and requested that the officer let his wife drive and let them leave. “Galloway tried to say he was just driving to the highway and they were going to switch seats,” the officer alleged. After arresting Galloway, the officer learned that his license was revoked on Sept. 11, 2006, in Boston.
  • Desiree M. Charter, 27, of Concord, was arrested at 3:06 p.m. on Aug. 26, and charged with a felony forgery charge and receiving stolen property. On June 26, around 7 p.m., an officer was called to the Burger King on Hall Street for a report of a theft. An employee alleged that her purse was stolen from the manager’s office sometime between noon and 6 p.m. on the day in question. A checkbook was in the purse, she said. The employee alleged that Charter was one of three people who were working during the shift. The next day, the employee alleged that Charter had forged her signature on one of her checks, withdrawing $300 from her Citizens Bank account. She said that she didn’t give Charter permission to withdraw money. The officer spoke to a bank fraud investigator who provided the officer with photos of the woman who cashed the check. Over a period of time, the officer scheduled appointments with Charter, in an effort to discuss the matter, and she allegedly cancelled all six of them. On Aug. 17, the officer requested information from the bank to check the signatures. On Aug. 26, a warrant was issued for Charter’s arrest and she was later arrested. Since she was on probation, a 72-hour hold was put on Charter and she refused bail. Charter was arraigned on Aug. 27.
  • Thomas Edwin Dougherty, 48, a homeless man located in Concord, was arrested at 1:04 p.m. on Aug. 27, and charged with suspended registration (operating-misd) and driving after revocation or suspension. While driving on North Main Street, an officer reportedly saw a 2001 Ford Econoline that may have been involved in a previous hit and run on Pleasant Street. Dispatch revealed that the owner, Dougherty, had a suspended license and registration privileges. The officer also reportedly saw damage to the rear corner on the passenger side of the van so he pulled the van over and Dougherty was arrested. According to records, Dougherty’s privileges were suspended on Aug. 27. Bail was set at $3,000 PR and he has a court date on Sept. 23.
  • Michelle Madeline Bean, 27, of Concord, was arrested at 2:50 p.m. on Aug. 28, on a simple assault (personal weapons) charge. Officers spoke to a man at headquarters that was reporting a past tense domestic. The man said he went to Canton Circle to pick up his son from his ex-girlfriend and she started giving him a hard time about coming to get their son and not giving notice. The woman, Bean, allegedly called him a “f----t” and when the man turned to her and asked what she was going to do about it, she allegedly ripped off his sunglasses, scratching his face. The scratch, as seen by the officer, was about two inches long down the left side of his face. The officer also saw the sunglasses and reported they were bent. The man’s current girlfriend was sitting in the car and witnessed Bean allegedly screaming at the man, calling him names, while he was holding their son, and later, the alleged assault. The woman immediately started recording the incident, which was taken in as evidence. The officer then went to talk to Bean who stated that her son’s father showed up unexpectedly and then, wouldn’t let her kiss the boy goodbye. Bean alleged that the man grabbed her right forearm and pulled her away from the car. The officer told Bean that there was a video of the incident and Bean allegedly doubted that the officer had a video and that it couldn’t be used in court anyway. A bit later, after interaction with the officer, Bean was arrested. According to the report, Bean requested to kiss her daughter goodbye before being taken in to custody and she was allowed to, if the girl was brought outside. Her current boyfriend reportedly asked the officer if it was against the law to verbally assault someone. The officer said it wasn’t and the boyfriend reportedly proceeded to call the officer names. During processing, it was revealed that Bean was out on bail and her probation officer requested that as a part of the bail, she report to the office first thing in the morning. Bean was released on $2,500 personal recognizance bail and is due in court on Sept. 23.
  • Allen Wayne Downs Jr., 28, a homeless man now located in Concord, was arrested at 9:05 p.m. on Aug. 31, and charged with felony reckless conduct; place another in danger and criminal mischief (vandalism). Officers were called to Hall Street near the I-93 overpass for a report of a rock being thrown at a vehicle. The officers found a 2003 Ford F-250 stopped on Hall Street near the overpass and the driver reported that a man hiding behind a pillar threw a rock at his truck. The truck had damage to the front bumper, a hole in the grill, and the grill was cracked. The rock, about six inches around, was found in the middle of the road. The man behind the pillar, Downs, alleged appeared to be intoxicated, according to officers and no one else was seen in the area. Downs reportedly told officers that he was riding his bike from Allenstown to Sandquist Street when the driver of the truck stopped and started yelling at him so he hid. He denied throwing a rock. A passenger in the vehicle though reported that he saw the rock come from behind the pillar and the truck made a U-turn to go back and find out who threw the rock. The truck, with its high beams on, reportedly spotted Downs hiding behind the pillar, according to the passenger. Downs was arrested and held without bail. He was arraigned on Sept. 3.
  • Timothy M. Clement, 35, of Pittsfield, was arrested at 8:15 a.m. on Sept. 1, on a bench warrant. An officer was sent to Loudon Road for a possible domestic. The officer reported seeing a woman in pink pants being followed by a maroon vehicle in the parking lot of the Ace Hardware on Loudon Road. The woman told the officer that she was fighting with her boyfriend because he was 20 minutes late picking her up from work and she got out of the car and decided to walk home. Both the man and the woman stated that the argument was on verbal. However, dispatch revealed that the man, Clement, had a warrant out of Laconia District Court on an issuing bad checks charge with $81.85 due. He was arrested, processed, and released, and is due in court in Laconia on Sept. 23.
  • Jeremy Thomas Locke, 44, of Center Barnstead, was arrested at 11:43 p.m. on Sept. 2, on a warrant. An officer was sent to the Holiday Inn on North Main Street for a report of a domestic in one of the rooms. A woman reported to dispatch that she locked her boyfriend, Locke, out of the room and he was banging on the door. The officer spoke with Locke and alleged that he was intoxicated. Locke allegedly told the officer that the two had a verbal argument. It was determined that no physical assault took place but Locke had a warrant from the Belknap County Sheriff’s Department on a contempt capias, $5,000 cash bail. He was arrested and released to the Belknap County Sheriff’s Department on Sept. 3.
