ARRESTS: Man Faces More Heroin Charges

The following information was supplied by the Concord Police Department. It does not indicate a conviction.

Brandon John Lamprey, 23, of Concord, was arrested at 8 p.m. on July 21, on a felony possession of controlled drugs. The charge stems from an alleged incident on July 17, at Sam’s Club on Sheep Davis Road, involving a hypodermic needle and residue, reportedly tainted with heroin. Lamprey was currently incarcerated at the Merrimack County House of Corrections. He was arraigned on July 22.

Lisa May Waycott, 39, of Concord, was arrested at 9:18 a.m. on July 26, on a bench warrant from Laconia District Court. She was released on $180 bail and had a court date on Sept. 9. An officer dispatched to Noyes Street for a report of a woman in a Dodge Caravan yelling at her children, allegedly threatening to beat them. The woman stated she was at the home, picking up a friend. Waycott was a passenger in the vehicle after it was stopped on South Street. The driver denied threatening the children and the children said they didn’t feel unsafe. A warrant was found for Waycott and she was arrested. 

Stephen C. Wilber, 27, of Concord, was arrested at 10:30 p.m. on July 28, on a simple assault (personal weapons) charge. Officers were called to a possible assault on Pleasant Street, an apartment building with shared common area. The officer was flagged down by the resident manager and alleged there was an altercation between Wilber and another person where the other person went over a railing. The manager didn’t want Wilber arrested, just out of the building, according to the report. According to the officer, Wilber was allegedly intoxicated and was concerned for his girlfriend’s safety. He allegedly admitted to pushing the other man alleging that he had been verbally abusive to him. Wilber was arrested and released on $2,000 personal recognizance bail. He was arraigned on Sept. 9.

Joshua M. Davis, 31, of Hooksett, was arrested at 5:25 p.m. on Aug. 20, and charged with public disposal of human waste and possession of alcoholic beverages – public property. An officer was called to the Northway Bank near Dubios Avenue for a report of a man who was drinking in public and possibly sick. While looking for the individual, the officer allegedly found Davis with his shorts pulled down, urinating on the street next to the rear exit of the bank. The man was identified as Davis and was allegedly “extremely intoxicated” while slurring his words and staggering while walking. Near his open backpack was a partially filled 24-ounce can of Steel Reserve beer, the officer alleged. Inside the backpack was an open bottle of Zhenka Vodka, according to the report. Davis was arrested and later, released on $2,000 personal recognizance bail but he was held at the Merrimack County House of Corrections until he was sober, according to the report. He’s due in court on Sept. 23.
Michael Burke, 43, of Concord, was arrested at 11:56 p.m. on Sept. 1, on two bench warrants.

Drew Keniston, was arrested on Sept. 1, and charged with on possession of controlled drugs and possession of drug charges. While on North Main Street traveling south, an officer saw a Honda Element make a right turn on red at Pleasant Street onto South Main where no right turn is allowed. The Honda was pulled over at South Main and Fayette streets. Two men were in the vehicle and the passenger reportedly didn’t have any ID on him. Another officer arrived when dispatch revealed that Burke was wanted on a drug possession nonappearance in court and a driving after revocation or suspension nonpayment of fines. Burke was arrested. After he was taken into custody, officers reportedly noticed two small pieces of marijuana on the front passenger side seat. Burke denied that the pot was his. Keniston was put through a field sobriety test and later arrested. Burke was released on $7,500 personal recognizance bail. Keniston was released on $3,000 personal recognizance bail and is due in court on Sept. 30. Keniston was also issued a motor vehicle summons for traffic control device.

Mark Wright, 30, of Concord, was arrested at 8:24 p.m. on Sept. 2, on a simple assault (personal weapons) charge. An officer was dispatched to a past tense assault on Fisherville Road. Four people were at the scene, the victim and three witnesses. The victim alleged stated that Wright was his stepbrother and they got into an argument about the cleanliness of the trailer they lived in. After it got heated, the victim said he headed to his room in the northern part of the trailer. Wright allegedly followed him and shoved him in the back that then forced him to fall into a woman. The two continued to argue and Wright allegedly punched him in the face. Later, the man and woman forced Wright out of the room and he reportedly fled the area. The officer reported that he didn’t see marks on the victim’s face. While collecting statements from witnesses, Wright walked up to the trailer and the officer questioned him. Wright alleged that his stepbrother was “in his face” and he wanted him out of his face so he allegedly pushed him. Wright alleged that his stepbrother struck him with a fan. The witness statements though sided with the victim, according to the officer. Wright was arrested and released on $1,500 personal recognizance bail. He’s due in court on Sept. 30.

Frederick E. Estes IV, 17, of Concord, was arrested at 9:30 a.m. on Sept. 5, on a bench warrant. At 10:05 a.m., he was also charged with criminal trespass. While investigating a criminal trespass at Walmart on Loudon Road, dispatch notified the officer that there was a warrant for Estes arrest for nonappearance in court. The officer went to Estes apartment on Loudon Road and alleged that he was in the same clothes that he was wearing when seen on Walmart security video footage. Estes allegedly admitted to being there but didn’t think the trespass order was still in effect. He was released on $2,500 personal recognizance bail and is due in court on Oct. 7.

Thomas Edwin Dougherty, 48, of Gilford, was arrested at 12:51 a.m. on Sept. 10, and charged with conduct after an accident, driving after revocation or suspension, and suspended registration (operating-misd). The charges stem from an alleged incident outside the U.S. Federal Building on South Street on Aug. 27, involving a 2011 Ford Explorer. An officer was dispatched to the Dunkin’ Donuts on Route 202 in Henniker to take custody of Dougherty who was arrested by the Henniker Police on the warrants. He was booked and later, released on $4,500 personal recognizance bail. He’s due in court on Oct. 21.
