ARRESTS: Concord Man Charged with Indecent Exposure, Lewdness

The following information was supplied by the Concord Police Department. It does not indicate a conviction.

Kyle Mark Willette, 18, of Concord, was arrested at 1:10 a.m. on Dec. 19, 2012, on an unlawful possession of alcohol charge. An officer was sent to West Street for a report of loud music, possible drug use, and possible underage drinking. Officers knocked on the door of the home and the owner reportedly let them inside. The officer reported that it was clear that people were drinking and the smoke was thick inside the home. The officers spoke to Willette and he was reportedly unable to stand up and used a table for stability. He was given a field sobriety test and later arrested. He was later released on personal recognizance bail of $1,000 and arraigned on Jan. 28.

Zachary Richard Whitman, 20, of Concord, was arrested at 12:32 p.m. on Dec. 19, 2012, and charged with simple assault (personal weapons), obstructing report of crime or injury, and possession of controlled drugs. An officer was called to Clinton Street for a domestic disturbance where a woman had called 911 and alleged that her boyfriend was throwing things at her. Upon arrival, the officer spoke to the woman who reported that the couple got into a fight and her boyfriend, Whitman, had left the home. Another officer reported seeing someone matching Whitman’s description walking in a parking lot on Adams Street. He was placed under arrest. In the front right pocket of his jeans, police allegedly found marijuana and a smoking device with marijuana residue. Whitman was later released on $3,000 personal recognizance bail and had a court date on Jan. 28.

Jay Dufresne, 34, of Concord, was arrested at 9:19 p.m. on Jan. 5, 2013, and charged with driving after revocation or suspension and driving without giving proof. An officer was monitoring traffic at the intersection of Canal and Village streets in Penacook and reportedly entered in information about a Hyundai that was at a stop sign. The information reportedly showed that both Dufresne’s license and financial responsibility were suspended on Sept. 19, 2012. The officer followed the vehicle and pulled it over outside the Washington Street School. The driver was determined to be Dufresne and he was arrested. Later, he was released on $2,000 personal recognizance bail and was arraigned on Feb. 11.

Andrew S. Labore, 31, of Concord, was arrested at 11:30 a.m. on Jan. 6, and charged with operating without a valid license and driving without giving proof. At around 11 a.m., according to an arrest report, an officer observed a vehicle at the intersection of Newton Avenue and Pembroke Road, allegedly with a December 2012 registration sticker. The officer pulled the car over in the parking lot of Keach Park. The driver, Labore, allegedly produced a non-driver ID, and reported that he was heading to Concord Hospital where his mother, the owner of the car, was located. Dispatch reported that Labore did not have a valid license and his financial responsibility status was suspended. He was arrested and later released on $3,000 personal recognizance bail. He also received summonses for having an unregistered motor vehicle and change of address. Labore was arraigned on Feb. 11.

Adarmis B. Perez, 50, of Concord, was arrested at 5:06 p.m. on Jan. 29, and charged with criminal mischief (vandalism), from an alleged incident on Jan. 8, on Taylor Lane. Police allege that Perez damaged or destroyed six dishes valued at $20. He was released on $2,000 personal recognizance bail and is due in court on March 4.

Corey Cole, 21, of Danbury, was arrested at 5:03 p.m. on Feb. 4, on a theft by unauthorized taking or transfer charge, a felony. The charge stems from an alleged incident on Dec. 9, 2011, on Merrimack Street, involving two Glascraft Pobler P2 spray guns, two mixing chambers and O-rings, and a 10 foot fiberglass ladder, all valued at $3,350. Cole turned himself into police and was later released on $5,000 personal recognizance bail. He is due in court on March 4.

Timothy J. Langlais, 54, of Concord, was arrested at 1:39 p.m. Feb. 7, and charged with indecent exposure and lewdness and attempt to commit simple assault (personal weapons) on Feb. 3. Officers were called to Langlais’ home at the Kennedy Apartments on Thompson Street to check on him at the request of a public guardian. He was not at his apartment but should have been, since he was under house arrest. He was arrested and taken into custody. He was held on $2,000 cash bail and he was arraigned on Feb. 8.

Joseph McGranaghan, 17, of Penacook, was arrested at 2:19 a.m. on Feb. 10, and charged with possession of controlled drugs and possession and use of tobacco products by minors. At around 1:30 a.m., an officer was driving south on Fisherville Road near the Fisherville Laundromat on Fisherville Road and reportedly observed four individuals in a 2001 Volkswagen Jetta in the parking lot. The officer turned the cruiser around to head to the Laundromat and noticed a man reportedly walking away from the scene. When he arrived at the Jetta, it was empty. The officer went into the Laundromat and spoke to some of the individuals. One, the owner of the vehicle, reportedly told the officer he was washing his gym clothes. As the officers spoke to the other individuals, McGranaghan reportedly walked in and sat down next to his friends while another officer appeared at the scene. An officer spoke to McGranaghan about what he was doing there and McGranaghan allegedly said he was picking up a DVD from a friend. The officer began requesting the teenagers call their parents to be picked up and McGranaghan alleged that he couldn’t contact his mother. He was then taken into protective custody and during a search of his persons, a pack of Marlboros and three baggies allegedly containing marijuana were discovered. McGranaghan was then arrested and charged. He was released on $1,000 personal recognizance bail and has a court date on March 11.

Tiffany A. Bovio, 22, of Concord, was arrested at 9:16 a.m. on Feb. 14, on a bench warrant from Concord District Court for driving after revocation/suspension. According to an arrest report, an officer was traveling eastbound on Loudon Road near Hazen Drive when he reportedly saw a Ford Escort with a green 2012 (November) inspection sticker. The officer stopped the car at the intersection of Airport Road and Quincy Street. The driver, Bovio, reportedly had a Texas license. When her name was run through a computer though, a bench warrant came up with a $385 cash to settle charge. Bovio was arrested and charged. Cash bail was set at $425.

Nyabunguye Tembasi, 20, a homeless man now located in Concord, was arrested at 10:07 p.m. on Feb. 23, and charged with violation of privacy, criminal trespass, and default or breach of bail conditions. While on patrol in the area of the Kennedy Apartments on Thompson Street, an officer allegedly found Tembasi “hiding in the basement area” near the Annicchiarico Theatre. He was allegedly sitting on the floor with his pants down by his knees smoking a cigarette. The officer knew there was a no trespass order for Tembasi for all Concord Housing Authority properties so he was arrested and transported without incident. While being transported, Tembasi allegedly told the officer that his lawyer told him he could do whatever he wants and there is no reason for police to be arresting him. Tembasi was also charged with violation of privacy connected to an alleged incident at 9:30 p.m. on Feb. 21, at the McDonald’s Restaurant on South Main Street. The alleged victim in the case was a stranger to Tembasi. He was held without bail and arraigned on Feb. 25.

David McLean Sullivan, 22, of Concord, was arrested at 5:25 p.m. on Feb. 24, on a possession of drugs charge and two bench warrants. Two officers were called to South State Street for a report of a disturbance outside of a building between a man and a woman. Upon arrival, the officers spoke to a witness who reported that the two people were arguing in an apartment on South State Street near the previous address. Other officers arrived and were approached by a woman walking in a driveway of the property. Sullivan was reportedly found in the back of the building later. The report indicated that the argument was about money between the two. After running Sullivan’s name with the system, two bench warrants were revealed from willful concealment charges from May 2012 and October 2012, with about $500 cash to settle. Sullivan was arrested and a pipe “packed with a green vegetative substance” was found in his right front pants pocket. Sullivan was later released on $3,000 personal recognizance bail and is due back in court on March 25.

Shawn Mounsey, 28, of Concord, was arrested at 11:59 p.m. on Feb. 25, on a bench warrant from Concord District Court for nonpayment of fines. According to a report, an officer was sent to Springfield Street for a criminal trespass incident. The reporting party alleged that someone was knocking on the door and ringing the doorbell of the residence for approximately five minutes. The homeowner was unable to provide a description of the person. No one was found in the immediate area, according to the report. The reporting officer and others began expanding their search and allegedly came across a man walking on Langley Parkway with dark clothing, a backpack, and a small flashlight. The man was later identified as Mounsey and after running his name through the system, a bench warrant came back for nonpayment of a fine on an aggravated driving while intoxicated charge, with a cash to settle amount of $1,439. Mounsey was arrested and later released on $2,000 personal recognizance bail. He had a court date on Feb. 27.

Brittany June Rhoades, 19, of Epsom, was arrested at 7:40 p.m. on Feb. 26, on a driving after revocation or suspension charge. While stopped at a red light at the intersection of Borough Road and Village Street, an officer allegedly spotted a Volkswagen Jetta run a red light on Fisherville Road. The officer stopped the car near the Thirty Pines Car Wash at Fisherville Road. The driver, Rhoades, allegedly stated that she thought she could make it through the intersection before the light turned red, the officer reported. NH DMV records showed that Rhoades’ license was suspended on July 12, 2012, for indefinite suspension. The passenger of the vehicle arranged for a licensed driver to take custody of the vehicle, according to the report. While in custody, Rhoades reportedly revealed that she had just been released from jail and was out on probation but believed that the DMV had reinstated her license, based on previous conversations with the department before being released from jail. She was not in possession of a notice of reinstatement, the officer noted. Rhoades was later released on $2,000 personal recognizance bail and issued a traffic device control summons. She is due in court on April 1.
