ARRESTS: Boscawen Man Tasered, Arrested on Numerous Charges

The following information was supplied by the Concord Police Department. It does not indicate a conviction.

  • Joshua D. Ingram, 18, of Concord, was arrested at 8:31 p.m. on March 21, on a bench warrant. Ingram turned himself into police on a warrant issued from Concord District Court on March 1, for nonpayment of fines, with $819 cash to settle. The original charge was unlawful possession. Ingram refused bail and was arraigned on March 22.
  • Christopher Roy, 24, of Boscawen, was arrested at 11:30 p.m. on March 21, on a violation of protective order; penalty charge, resisting arrest, assaulting a police officer, and default or breach of bail conditions. An officer was sent to Elm Street to check on Roy who may have been involved in a previous incident on Washington Street in Penacook. Later, while driving around the area, the officer spotted Roy walking northbound, just over the Boscawen line. The officer stopped and spoke to Roy but he reportedly ignored him and continued walking away from the officer. The officer alleged that Roy “had a noticeable sway” and appeared to be under the influence. He reportedly ordered Roy to stop. Roy allegedly turned back in the officer’s direction, looked at him for a few seconds, and began running away. Another unit was called to the area as the officer attempted to catch up to Roy. He later caught up to him in an Elm Street lot just before he attempted to access his home. A struggled ensued as Roy allegedly tried to gain access to his home and the officer tried to restrain him. During the altercation, a member of Roy’s family jumped up from a couch and assisted the officer in restraining Roy. Two other family members appeared at the scene and were attempting to assist, with one going outside to meet with officers arriving at the scene. A state trooper arrived at the scene first and attempted to restrain Roy but couldn’t. The trooper then tasered Roy and he fell to the ground and was handcuffed, held without bail, and transported to Merrimack County House of Correction. The officer later thanked the family for the assistance and they reportedly issued witness statements in the case. According to the report, the protective order was issued for a Concord woman on Jan. 28, and was served to Roy while he was in prison on Feb. 22. Earlier in the evening, according to witnesses, Roy alleged pounded on the door of his ex-girlfriend’s apartment. Earlier in the day, Roy was released on $1,000 personal recognizance on condition that he would refrain from the use of alcohol.
  • Greg Darling, 33, of Allenstown, was arrested at 12:35 a.m. on March 24, and charged with two counts of driving while intoxicated and one count of driving while intoxicated, second offense. He was also summoned for traffic control device and highway markings. While conducting patrol activities at Pleasant and Green streets, an officer allegedly heard a loud, screeching noise and reportedly observed a sedan skid to a stop at the intersection. The Toyota Corolla, the officer alleged, stopped past the painted stop line. The officer pulled onto South Street in order to watch the sedan and possibly initiate a safe motor vehicle stop later. As the Corolla passed by, the officer alleged that it crossed the double yellow line near Concord Street while driving in the opposite lane. “The sedan continued to drift to the left with the driver side tires entering the brake down lane as it passed Monroe Street,” the officer alleged. The officer attempted to pull over the Corolla but it didn’t stop until reaching Thorndike Street. The driver, Darling, produced his license and a female passenger helped him get the car registration, according to the officer. The officer alleged that he could smell alcohol coming from the car. Darling’s movements were allegedly “slow and delayed” and his speech was slurred, the officer reported. Darling was given a field sobriety test and later arrested. During booking, Darling allegedly had difficulty maintaining his balance. He was later released on $2,000 personal recognizance bail and is due in court on April 15.
  • Bethany Milne, 18, of Auburn, received a summons at 9:40 p.m. on March 27, for reckless operation. Police and fire and rescue teams were called to Noyes Street for a report of a skateboarder struck by a vehicle. Three individuals, including Milne, were reportedly in the vehicle, all with skateboards, according to an officer. Milne reportedly told the officer that the skateboarder actually wasn’t struck by her car but was allegedly being towed beside the car, at about 10 mph, when the skateboarder reportedly lost the board under the car and fell to the ground, striking his head. The officer spoke to the injured party who “was having trouble remembering what happened.” On March 28, the officer reportedly spoke to Milne who allegedly stated that the skateboarder was released but later called back to the hospital due to a review of X-rays, with doctors believing “he may have slight bleeding in his brain.” He was reportedly examined at the hospital and kept overnight, but later, allegedly refused to sign a medical release form pertaining to the incident. Milne is due in court on May 6.
  • Shyan Lyn Place, 18, of Boscawen, was arrested at 9:51 p.m. on March 28, on a simple assault (personal weapons) charge. The charge stems from an alleged incident on Fisherville Road on March 17, allegedly against a Concord man who was an acquaintance. Place turned herself into police on the charge. She was booked without incident and later released on $1,000 personal recognizance bail. Place is due in court on April 29.
  • Mark E. Kibbee, 39, of Concord, was arrested at 2:24 a.m. on March 30, and charged with two counts of simple assault (personal weapons), criminal mischief (vandalism), reckless conduct; place another in danger, resisting arrest or detention, and two bench warrants. Officers were called to an apartment on West Street for a report of a domestic disturbance. Upon arrival, the officers were met by a woman in her underwear telling the officers to go upstairs where the fight was. An officer reportedly heard Kibbee talking “in an aggressive tone” and sounding angry. There were people on the bottom floor, the officer stated, also yelling as they approached the upstairs apartment. As they entered, they allegedly found Kibbee “breathing heavily with a bloody nose, bloody hands, and clenching his fists.” Kibbee was alleged pacing around in a room and the officer detained him while investigating the incident. The officers found a woman in another room behind a brick support post. The woman alleged that Kibbee came home drunk and woke her up while she was sleeping. The woman alleged that they started arguing and Kibbee grabbed her while she was sitting on the bed and held her down, yelling at her. She later was able to free herself, according to the report. Kibbee, she alleged, also threw his cell phone and a game in the room and punched himself in the head. The woman alleged that the arguing woke up neighbors and Kibbee began arguing with them. The woman later locked Kibbee out of the apartment and he allegedly busted the door down. He later allegedly grabbed the woman’s pajamas in an attempt to get his keys. He allegedly grabbed a knife and tried to cut the keys out of her pocket and she was afraid he would cut her. While talking to Kibbee, the officer alleged that he admitted to losing his temper and breaking a door. He alleged that his girlfriend had punched him in the face and continued to yell at her. The officer warned Kibbee to refrain from yelling but he allegedly didn’t and was arrested, and thrashed violently while on his stomach during the cuffing process. “Kibbee yelled several times that he had been punched in the face and that the male always gets arrested,” the officer noted. While being removed from the building, Kibbee allegedly became aggressive and unpredictable, bumping into the officer in an attempt to impede getting arrested. Another officer assisted and Kibbee was moved down the stairs. After getting outside, Kibbee allegedly began dragging his feet and later, swung his leg and kicked an officer below the knee. The Concord Fire Department later checked Kibbee and cleared him to be transported to the hospital due to his agitated state. The officer later noted that Kibbee had warrants from Jan. 1, from Concord District Court on a driving after revocation or suspension charge for $1,290 cash for nonappearance, and a Feb. 2, warrant for $360 cash for nonpayment of fine. Kibbee refused bail and was arraigned on April 1.
  • David Scott Bernard, 31, of Concord, was arrested at 10:55 a.m. on March 30, on a bench warrant. An officer was sent to the Capitol Shopping Plaza on Storrs Street to field card two panhandlers. The officer ran the information of one, Bernard, and a bench warrant from Sixth Circuit District Division Court from March 12, for a negligent driving charge and nonpayment of a fine of $695, cash to settle. Bernard was arrested. The other panhandler was “advised (that) he was free to remain with his sign, as long as he stayed off the roadway.” Bernard was later released on $1,000 personal recognizance bail and was arraigned on April 3.
  • Jonathan Michael McCarthy Jr., 30, was arrested at 12:01 a.m. on March 31, and charged with criminal mischief (vandalism), violation of a protective order; penalty, and a bench warrant. Officers were called at around 11:30 p.m. on March 30, to the Vegas Block apartments on North Main Street for an anonymous report of people fighting. Upon arrival to one of the apartments, an officer observed a broken door with an extended dead bolt lock and the hinges damaged. When the officer entered the apartment, McCarthy was standing in the apartment, reportedly looking as if he had been involved in an altercation. “His face had various cuts and bruises,” the officer noted. McCarthy allegedly said nothing had happened before officers arrived. The officer went back in to talk to other people and later returned to McCarthy to discuss the damaged apartment door. By that time, another officer was told by dispatch that there was a bench warrant for McCarthy from Concord District Court on a resisting arrest charge, so he was arrested. During the process of being arrested, an officer alleged that McCarthy “went through numerous mood swings” that allegedly continued through transport and booking. McCarthy allegedly told the officer that he wanted to fight and didn’t want to be processed so the officer transported him directly to the Merrimack County House of Correction. On the ride there, McCarthy allegedly attempted to kick out the windows of the cruiser. When told that there might be additional charges if the window broke, McCarthy allegedly laughed and said he was only playing. Later, the officer reported that McCarthy was issued a domestic violence protection order to stay away from an alleged victim on Feb. 4, and that charge was added. McCarthy was arraigned on April 1.
  • Alex S. Colon Skerett, 32, of Concord, was arrested at 6:35 a.m. on March 31, on a fugitive from justice charge, a felony. While on traffic patrol at around 2:30 a.m., an officer stopped a car outside of the Holiday Inn for a report that the owner was under suspension, according to DMV records. After pulling the driver over, Colon Skerett, it was reported that there was a warrant out for his arrest from Puerto Rico. The officer noted, however, there was no extradition status and it was not confirmed so he took Colon Skerett’s information and released him. About an hour later, authorities in Puerto Rico sent a warrant – on a charge of aggravated conjugal abuse from Aug. 20, 2012 – and a picture of the suspect to police in Concord. The officer checked the information and confirmed it was the same man he flagged. The first officer and another officer went to the Mennino Place Apartments on Storrs Street where Colon Skerett reported living but were unable to reach him or gain access to the building. Later that morning, officers went back to the building and took Colon Skerett into custody. He was held without bail and arraigned on April 1.
  • Gary Walter Carlson, 73, of Henniker, was arrested at 2:05 p.m. on April 1, and charged with driving after revocation or suspension and default or breach of bail conditions. According to a report, the Henniker Police Department put out an alert for a Ford pickup whose owner was currently under suspension and might be driving. A Concord officer on Pleasant Street reportedly saw a truck matching the description driving eastbound. The officer caught up with the truck at Concord High School and ran the plate and found out that it was the same vehicle the Henniker police were looking for. At School and Pine streets, the truck was pulled over by the officer. The officer spoke with Carlson who was suspended from driving on March 29, 2012, for medical reasons by the DMV. Carlson was arrested. According to the report, Carlson was also arrested on March 5, for operating after a suspension. Carlson was transported to Concord District Court to be arraigned.
