New Board of Ethics Appointment Made

Concord Mayor Jim Bouley says he will "follow up" on 2012 analysis request.

Assuming the consent agenda is approved by the Concord City Council on Jan. 14, the Board of Ethics will have a new member.

Clyde R. W. Garrigan has been nominated by Concord Mayor Jim Bouley to fill the position of board member Scott Daniels, who resigned to take a position as a federal judge dealing with patent law in the Washington, D.C., area, according to an email from Bouley.

Garrigan has been an attorney for more than three decades. He was an assistant U.S. Attorney for more than 10 years, stepping down last year. Before that, Garrigan worked in the New Hampshire Department of Justice, in various capacities, dealing with drug prosecution, health care provider fraud, and patient abuse, according to his resume. He also served as a district attorney and in private practice, for a brief time, in Massachusetts.

The Board of Ethics, which met briefly in July 2012 to reject a number of ethics charges against Bouley, and Concord City Councilors Dan St. Hilaire and Jennifer Kretovic, has not met since that time, despite a request by Bouley in August 2012 for the board to analyze the current ordinance, which was created in 2011. The mayor said he had “not communicated with or received any updates” from the board but “I gladly follow up” with the board on the request.
